ISIS leader Abu Bakr al-Baghdadi has moved to eastern Afghanistan via Iran, reported Saudi newspaper Asharq Al-Awsat.

The Office of the Director of National Intelligence assessedearlier this year that, with the fall of its territory all but inevitable, the threats the Islamic State group poses will morph: "We assess that ISIS will seek to exploit Sunni grievances, societal instability, and stretched security forces to regain territory in Iraq and Syria in the long term." The Foundation Defense of Democracies warned in 2017 about the potency of the group's apocalyptic ideology even without formally controlling territory.

The global war on terror has been in part defined by intensive focus on tracking down the leaders of insurgent networks, including the highly publicized efforts to find and kill al-Qaida founder Osama bin Laden in a safe house in Pakistan in 20111.

Yet when asked about Baghdadi's whereabouts in March 2018, coalition commander Marine Col. Seth Folsom told reporters from his headquarters in Iraq, "he's not having an effect out here.

 

"If al-Baghdadi is the king of his so-called caliphate, then we don't need to go directly after him," Folsom said, comparing the war to a game of chess. "All we need to do is systematically pick off his knights, his rooks and bishops, his mid-level and senior commanders, until none of them are left to protect him. And then eventually we'll bring him to justice."

Then-Navy Capt. Jeff Davis, a Pentagon spokesman at the time, pushed back against assertions in 2017 that finding Baghdadi had become a lower priority. He added that insurgent organizations like the Islamic State group get their "moral authority" from such leaders, even if Baghdadi had become irrelevant in the day-to-day operations of the network.

Born in Iraq and believed to be in his late 40s, Baghdadi reportedly began his religious, revolutionary zealotry during the regime of Saddam Hussein. He was drawn deeper into insurgent practices following his detention in the early 2000s at Abu Ghraib and Camp Bucca – overcrowded and under-resourced U.S. military prisons which experts now consider breeding grounds for future extremist leaders. He went on to fight for al-Qaida in Iraq, considered the precursor to the Islamic State group, which Baghdadi founded in Syria.

He was known for a series of high-profile speeches, including one from the central mosque in Mosul during the height of the Islamic State group's reign. The subsequent conflict was marked by multiple reports of his death, including a Russian assertion with "high probability" that its airstrikes killed Baghdadi outside Raqqa.

 

Baghdadi was last heard from in August, when an audio recording was released of him urging followers to persevere despite heavy losses the group had suffered. The message included contemporaneous references, prompting analysts to conclude it was likely recorded shortly before.

Liberating the last of Islamic State group-controlled territory in Syria in recent days confirmed what close observers had assumed for months, that the elusive insurgent leader apparently fled and remains at large. Such behavior would mirror the liberation of other Islamic State group strongholds, such as Mosul in Iraq, the largest city it controlled during the height of its reign, and Raqqa in Syria, the symbolic capital of its so-called caliphate. American officials at the time noted that senior leaders there left the battlefields as the U.S.-backed coalition and allied forces on the ground closed in, leaving lower-level followers to fight to the death – or surrender.

Those captured troops continue to present a broader danger that some experts believe could replicate the circumstances that shaped Baghdadi's zealotry and rise continue to exist today. Detention camps housing former Islamic State group fighters are reportedly filled with tens of thousands of prisoners housed in deteriorating conditions and remain breeding grounds for radicalization. Meanwhile, the Trump administration and other allies, including the U.K., have not yet formed clear, sustainable policy for how to handle these detainees.

"The overcrowded detention centers are future 'Buccas' with the potential for the same toxic legacy," private intelligence firm The Soufan Group wrote in an analysis note last week. "If [Islamic State group] detainees are perceived as being mistreated, it will only fuel the narrative propagated by the group and increase Sunni Muslims' grievances and perception of an oppressive and illegitimate Shiite-dominated government in Baghdad."
