"The referendum is a mistake and we will never discuss its outcome. We will use all the powers and take all the measures ," he said. "Iraq's position today is strong because we succeeded in imposing stability on the ground," he said.


Abadi stressed that the flight from Sulaymanah and Arbil airport will be suspended from next Friday and there is no country supported by the referendum.


"  I told citizens in northern Iraq that you are first-class citizens and I told Barzani that we are one Iraqi. We will cooperate. If you are secessionists, they tell us, and they betrayed the agreement."


Abadi pointed out that the elections will take place in the specified number and called for elections in Kirkuk, and that the  constitution and the federal authorities will be imposed in all regions of Iraq.

Prime Minister Dr. Haider al-Abadi said that the federal government will impose the rule of the federal authority by force of the Constitution and the law in the Kurdistan region as are all Iraqi provinces. 

During his speech at the House of Representatives, he also praised the victories achieved by the gangs that support terrorism and liberate the Iraqi territories, stressing that we will continue with the liberation operations and the return of the displaced, and we will not allow anyone to stop us from liberating our lands. 

Dr. Haider al-Abadi condemned all attempts to stir up sectarianism, nationalism and racism, pointing out that the Iraqis managed to defeat the terrorists in their unity when terrorism enabled us to split.

He added: "Our primary goal is to serve the citizens and the unity of our country. We are surprised by the referendum procedures. We warned the leaders of the region of serious repercussions for them." We will not deviate from the constitution, which has supreme authority over all authorities and our national duty to defend Iraq and its unity. We started this. 

He said sovereignty: that the Iraqis are all partners and no one has the right to be unique in its decision and we reject the referendum and its results. 

Dr. Haider al-Abadi said that the return to sectarian, racist, nationalist and chauvinist discourse is a crime against citizens.

He also pointed out that the international situation supports us and remains a supporter of Iraq's unity and sovereignty. 
He pointed out that Kurdish citizens are Iraqi and will remain as well and will not take any step that harms the interests of our Kurdish citizens and their dignity and well-being.

The House of Representatives votes on a parliamentary resolution on the referendum of the Kurdistan region and hosts the Prime Minister

The Speaker of the Council, in the presence of 184 deputies on Wednesday, 27/9/2017, voted on the final version of the parliamentary resolution on the referendum of the Kurdistan region and hosted the Prime Minister Haider Abadi. 
At the opening session of the session, which was opened by Sheikh Hamam Hamoudi, First Deputy Speaker of the House of Representatives, he expressed his condolences and condolences to Dr. Salim Abdullah Al-Jubouri on the death of his late father who died on Saturday morning. 
Sheikh Hamoudi also offered condolences to MP Hisham al-Tamimi on the death of his mother. 
Then the ladies and gentlemen read the Surat al-Fatihah in praise of their pure spirit and the souls of the martyrs of Iraq.
The first deputy speaker of the House of Representatives said that despite the great injury to President al-Jubouri, he was keen to participate in the management of the meeting because Iraq's referendum is more grievous than any other injured because the country represents the identity and the future, thanking Mr. Jubouri for this position, stressing that as we encountered the spirit And we have overcome the ordeal more forcefully than before, unity will face another threat aimed at dividing Iraq. 
Then President Jubouri read out the final decision of the House of Representatives on holding a referendum in the Kurdistan region.
The Council voted on a parliamentary resolution on the referendum of the Kurdistan Region, which included the fact that the holding of the referendum by the authority in the Kurdistan region is unconstitutional and contrary to the provisions of Article 1 of the Constitution as a guarantor of the unity of Iraq and therefore is null and void all the procedures resulting from it, and oblige the commander-in-chief of the armed forces to take all constitutional procedures And to issue orders to the military forces to protect its citizens to return and spread in all areas where they were before 10/4/2014 and control the disputed areas, including Kirkuk and security, and maintain links National and social with Kurdish citizens as a component mainly of the components of the Iraqi people, and the emphasis on the implementation of the decisions of the Ministerial Council of National Security in its recent, particularly his decision to the judicial follow-up to those responsible for the implementation of the referendum, including the head of the authority of the region, the outgoing and bring them to trial in accordance with Iraqi laws
The resolution pointed to the need to take the executive measures issued by the executive, legislative and judicial authorities in the Kurdistan region, especially the decision to dismiss the governor of Kirkuk and the continuation of all the Kurdish employees of various positions in their work and ensure their security who did not participate in the referendum, and the government to recall the ambassadors and representatives in countries that have offices and offices in For the purpose of informing them of the closure of these representations and consulates and transferred to the provinces outside the Kurdistan region, and invite the honorable President of the Republic to carry out his duties stipulated in the Constitution, especially article 67 as a symbol of Iraq's unity and representative The country is keen to ensure adherence to the Constitution and maintain the independence of Iraq and sovereignty and unity and territorial integrity, and close the border ports that lie outside the federal authority and consider the goods from which smuggled goods and appeal to neighboring countries to take the necessary measures to help the Iraqi government to implement this resolution,
The Council then hosted a general invitation to the discussion by Mr. Haidar al-Abadi, Prime Minister and Minister of National Security Advisor Faleh Al Fayyad, and Defense Minister Irfan Al-Hayali, Minister of Interior Qassim Al-Araji and Oil Minister Jabbar Luaibi. 
At the beginning of the hospitality, President al-Jubouri welcomed the presence of Mr. Haider al-Abadi, the Prime Minister, to overcome the threat posed by Iraq, which requires a wise and educated role to spare the people in all its components, the effects of sedition. He pointed out that the government's commitment to cancel the referendum and enter into a dialogue between the government and the region, noting that the right to self-determination does not mean exclusive of the decision at the expense of other components, noting that the final results showed That less than half of the population voted to secede while the majority voted for the Constitution, which means that the results of the referendum is invalid and will not be dialogue with the region on this basis.
He stressed that the government will resort to constitutional means and will take all measures accordingly, noting that the ongoing maneuvers with the Turkish side is not selfish and the region was warned of the dangerous escalation at a time when the Iraqi forces are fighting a fighting organization, declaring rejection of bias against Arab citizens or Kurds Because the position of responsibility requires the defense of the citizen regardless of religion and nationality and political affiliation and was directed to the security services not to attack the people of Kurdish nationalism or threaten them in Baghdad as an attack on everyone.
The Prime Minister pointed out that the international position strongly supports the unity of Iraq and rejects the establishment of the region because the presence of Iraq is important in the fight against terrorism, pointing out that the return to the sectarian and racist discourse is a crime against citizens, calling for the importance of adherence to the decisions of the Federal Court, Controlled after 2003 and after the emergence of an organization calling for a terrorist in 2014.
Mr. Abadi noted that steps have been taken with Turkey, Iran and Syria for the purpose of dealing with the Iraqi state at the border crossings and aviation will remain a ban until the delivery of ports and airports to the federal authority, pointing out that the strategy of law enforcement comes to strengthen the relationship between the Center and the region, The leaders of the Kurdistan region have hidden their citizens in the region, the facts, noting that those who stood with the former Baathist regime a few Arabs, Kurds and Turkomans and do not stick to their actions demanding the authorities of the region to withdraw the Peshmerga forces to withdraw from the areas of Nineveh after the liberation of Nineveh after Iraqi armed forces committed to the Convention on its part. 
Mr. Haider al-Abadi, the Prime Minister called on the House of Representatives to accelerate the legislation of the Electoral Commission and the holding of elections in the province of Kirkuk.
In turn, stressed the President of the House of Representatives on the keenness of the presidency of the Council to follow up the implementation of the resolutions in order to maintain the unity of Iraq on a weekly basis, as well as the invitation of the Prime Minister to attend monthly to the Council.

Iraq is in a TRUE mess and every year they seem to make some strives moving forward but the GOI and Kurds is SO corrupt it causing the citizens to suffer more and more each year.  I hope I'm wrong but in order for us to see a possible RV any time soon there will have to be other parties like US, IMF, and etc, to force Iraq and Kurds to do the right thing.  This mess been going on for over 12 plus years now.  Iraq needs more good leaders like Abadi to do the right think but he can't do it by himself.....:confused2::confused2:
