Russia’s Rosneft has discovered a new oil field in southwestern Iraq, the company said. The first well in the field, named Salman, was drilled at over 4,000 meters and it tapped commercial amounts of crude, Rosneft said. Drilling started in February 2017 and was supposed to be completed by July the same year.

Rosneft acquired the rights to the Salman field when it bought smaller Russian oil producer Bashneft two years ago.

Until recently, Rosneft was widely seen as a partner of the Kurdistan Regional Government, which is still at odds with Baghdad. Last year, after an ill-fated independence referendum in the autonomous region of Kurdistan, Rosneft stepped in to help the Kurdistan government by investing US$3.5 billion in the management of the region’s biggest oil pipeline.

Earlier in 2017, Rosneft provided a loan of US$1.2 billion to the KRG to help it fill a budget gap and committed another US$400 million to oil field exploration in the autonomous region.

Russian oil giant Rosneft has discovered a new oilfield some 350km south of Iraqi capital Baghdad, said a report.

The new oilfield, named Salman, has been uncovered after more than a year of drilling in the unexplored region, reported The Moscow Times.

The new find will serve as an important step toward expanding the company’s operations outside Russia, stated the report, citing a Rosneft statement.

Rosneft had last year struck a number of deals in Iraqi Kurdistan, including the purchase of a majority stake in the region’s key oil pipeline that runs to Turkey and a deal to purchase oil until 2019, said The Moscow Times report.

Rosneft, run by President Vladimir Putin’s ally Igor Sechin, is a major investor in Iraqi Kurdistan and controls its oil pipelines, it added.

Hawrami said that "the contracts signed by the provincial government to invest in the natural gas sector in the province interspersed with an imbalance and impose conditions for large amounts on the regional government by the companies invested."

He pointed out that "the contract signed by the Turkish company JNL Energy with the Kurdistan Regional Government for the export of natural gas, imposes on the regional government to grant Turkey 20 billion cubic meters of natural gas, which he represents half of the Turkish needs of natural gas, which imports from Russia.

"The failure of the region's ambitions to export and sell natural gas a new round of conflict between the provincial government and the federal government, similar to the oil file, which is still controversial and a dispute between Arbil and Baghdad."

He pointed out that "the aspirations of the region and the opening of the doors of investment and the export of natural gas should be through coordination and cooperation with the federal government."

He added that "it is impossible for the region to continue in its plans to invest natural gas without the issuance of a law of the Federal Council of Representatives," adding that "the provincial government to work through its representatives in the House of Representatives to issue a law granting the powers required for the region to be able to benefit from his wealth And the activation of administrative decentralization in respect of the oil and gas file in Iraq, which gives the region the right of extraction and export.

He added that "the world is moving towards increasing investment in natural gas and the need to use medical gas in the production of electricity will reach in 2040 to about 40%," adding that "the region will be able by 2020 to export 10 billion cubic meters of natural gas Abroad "
