Economic Advisor to the Prime Minister: The budget of 2018 tends to maximize non-oil revenues

The prime minister's economic adviser said on Tuesday that the government is going to increase non-oil revenue in the 2018  budget to achieve a balance between government spending and state revenue.

 

"The budget of 2018 is based on the activation of non-oil resources such as electricity and customs," he said, adding that "the government's intention to apply electricity tariffs on all Iraqi provinces early next year to reduce the financial waste in the electricity sector and support the poor class in society "He said. 

Saleh explained that "the electricity sector consumes 14 trillion dinars from the budget of the federal government, while the financial receipt of the collection of 1 trillion because of the hours and the great waste of lack of economic efficiency in the electricity sector." 

"The generalization of the experience of privatization in the collection sector would reduce the continuous waste and increase the hours of processing of electricity without prejudice to the classes of society with limited income."

"The Council of Ministers has also followed the procedures regarding the illegal referendum in the Kurdistan region, and stressed the firm position of the Council to reject it and proceed with the measures that were voted at the previous session," a statement by the Prime Minister's Media Office said. 

He pointed out that "the financial budget for 2018 was discussed, as the Council of Ministers explained that it had prepared it early to submit it to the House of Representatives for a vote." 

"The vote was also taken on the amendment of the memorandum of understanding on the exploitation of the grant allocated by the Government of the State of Kuwait to contribute to the reconstruction of Iraq's areas affected by terrorism, a Kuwaiti grant of $ 100 million will be allocated for the rehabilitation and reconstruction of the health sector."

The Council of Ministers voted on renewing the contract with the Geological Survey Agency and also voted to exclude the Ministry of Health projects from the Council of Ministers Decision No. 347 of 2015 on the mechanism of payment of the term and the treatment of ongoing investment projects. The project of establishing a training and development center in Maysan, the construction of units of the coordinator of the fuel in Maysan, completion of the construction of the General Hospital of Chabaish and the hospital of laboratories in Baghdad. "

According to the statement, "an emergency budget was allocated to maintain the Salah al-Din highway for rapid passage. A sum of emergency reserves was allocated to the distribution projects at the Ministry of Electricity and the removal and removal works were carried out from the sites of Al-Shehabi Dam and Bad Badra in Wasit Governorate. An understanding between the Iraqi Ministry of Electricity with Siemens and the German company Bijsco. "

"The Council of Ministers must adhere to the constitutional dates for the date of sending the general budget to the House of Representatives," he said in a statement, "the need to stop borrowing from the International Monetary Fund or foreign banks and the abolition of the deduction Employee salaries ".
"The stability of oil prices and reaching 50 dollars per barrel is enough to meet the need of the government of public expenditures and salaries of employees and retirees of civilians and military and social welfare salaries and some of the needs of ministries, as well as pay the dues of foreign companies operating in the oil fields, Which is estimated at less than a third of oil revenues. " 
"After paying the financial dues to the oil companies, it is unlikely that we need additional loans and bear future financial burdens," he said, noting the need to "prepare a future plan with specific timing for repayment of loans and benefits in subsequent years."
He pointed out, "the importance of there are investment projects that serve the financial side and reuse the amounts of oil for the purpose of recycling funds through investment companies," adding that "the budget of 2018 will provide all salaries for the security forces and popular mobilization and employees and retirees and care network Social". 
He pointed out that "the Finance Committee is waiting for the budget because the constitutional times stipulated that the government is committed to send to the House of Representatives before the date of 15/10 to take the House of Representatives time to discuss its paragraphs and vote on them within a period of 45 days."
