MP on the National Alliance Abbas al-Bayati, Saturday, to postpone the vote on the draft law amending the law amnesty to next Monday at the request of the coalition of Iraqi forces. 

Al-Bayati said in an interview with Alsumaria News, "The House of Representatives decided to postpone the vote on the draft law amending the law of amnesty General to the meeting on Monday." 

He explained that "this came at the request of the coalition of Iraqi forces to modify some of the formulas in it."

 

It is noteworthy that the House of Representatives held, earlier on Saturday, its 15, headed by Salim Jubouri and the presence of 186 deputies, was scheduled to witness the vote on the draft law amending the first law of amnesty.

Parliament ends reading and discussing two laws

The House of Representatives ended, Saturday, reading and discussing the legal challenge in favor of the law and the Council of the Union.

A parliamentary source told Mawazine News that "the council ended its ordinary session held today, reading a report and discussing the draft law challenging the law in the provisions and decisions on real estate ownership."

The source added that "the parliament has also finished reading the report and discussion of the draft law of the Council of the Union"

The House of Representatives, Saturday, its regular session until next Monday.

A parliamentary source said that "the Council raised its normal session held today to next Monday."

The source added that "the parliament ended during its first reading of the proposed amendment to the law of the National Card No. (3) for the year 2016, discuss the formation of a special committee on Article 125 of the Constitution at the request of MP Emad Jokna."

The House of Representatives on Saturday voted to amend the amnesty law, while adjournment of the session to next Monday. 

The correspondent "Al-Ghad Press", "The House of Representatives raised its meeting held today to Monday after the postponement of the amnesty law at the request of the Union of Forces to amend some of its texts."

 

 

The House of Representatives held earlier in the day, headed by Salim al-Jubouri, the President of the Council and in the presence of about 170 members of the various parliamentary blocs, while voting to allow the sixth preparatory students to give them the opportunity to improve the rate and prevent the withdrawal of the signature of any deputy signed a request for questioning. 

As well as in the meeting today, the postponement of the vote on the amendment of the law of the provinces that are not organized in the province, in addition to the postponement of the vote on the law of provincial elections to next Monday, and vote on the obligation of the Ministry of Electricity except Basra of programmed pieces.

Parliament instructs the Integrity and Legal Commissions to verify allegations of payment of money to deputies and ends the reading of three laws (expanded)
(Baghdad: Al-Furat News) The House of Representatives in its regular session of 15 held under the chairmanship of Salim al-Jubouri, the President of the Council and in the presence of 180 deputies on Saturday, voted on the draft law to amend the law of the provinces not organized in the province and ended reading three laws while voting on two parliamentary decisions.
A statement by the Information Department of the House of Representatives received the {Euphrates News} a copy of it today that "the President of the Council at the outset of the session commissioned commissions of integrity and legal to investigate the allegations made by MP Hoda Sajjad on satellite channels on the payment of some of the deputies to withdraw their signatures from the requests Questioning, pointing out that the Council will announce within two days the results of the investigation in case it is proven and otherwise will take action against MP Hoda Sajjad. 
The Council voted on a proposal by the Presidency of the Council of Representatives that the deputy who signs the request for questioning is not allowed to withdraw his signature.
The Council voted on a parliamentary decision obliging the Ministry of Electricity to supply Basra governorate with the largest number of hours of processing. He called on the Ministry of Electricity to speed up linking the Rumaila investment station which will enter 1000 MW for the network in early 2018 and connect a new transformer at Al Haritha station to increase the stability of the port. In the north of Basra and linking the transformation of Otto in the Shatt station in Basra as well as accelerate the exploitation of the transformers of the Otto station Nujaibiya gas. 
President al-Jubouri expressed his deepest condolences to MP Mishaan al-Jubouri on the death of his brother as a liquid to the family of the late and patient. The council read the fatihah in honor of the deceased and the lives of the martyrs of Iraq.
The Presidency postponed the completion of the vote on the draft law on provincial and district elections and submitted by the legal committees and regions and governorates not organized in the province because of the failure of the deputies of Kirkuk province reached an agreement on the controversial materials. 
The speaker of the House of Representatives on Monday set a deadline to present the draft law to vote on the meeting will be held today and tomorrow to Kirkuk provincial deputies under the auspices of the Presidency of the Council to reach an agreement and acceptable formula. 
The Council voted on a decision to allow sixth grade students to be given an opportunity to improve the rate and take into account the schedule of examinations.
The Council proceeded to vote on the draft amendment to the third law of the provinces that are not organized in the region No. 21 of 2008 and submitted by the legal committees, regions and governorates not organized in a region, to complete the vote on the law after a joint meeting of the two committees competent under the auspices of the Presidency to reach a final version. 
The Council began reading a report and discussion of the draft law on appeal in favor of the law in the provisions and decisions on real estate property submitted by the legal committees, agriculture, water, Marshlands, finance, deportees and displaced. 
In the interventions of the deputies, MP Abdul Hadi al-Khairallah said that the law of the property claims committee is not allowed to consider agricultural issues and represents a clear legal violation and in the absence of voting on the draft law will lead to tribal problems.
MP Abboud al-Issawi said that the bill affects a large segment of the citizens who took over the former regime on their land after compensation in kind in kind, calling for a workshop for the affected and work to find solutions to social problems. 
MP Nada Mirkouri proposed an increase in the right of appeal to the courts to 20 years or more to protect the right of the parties to file property claims. 
MP Hassan Tauran stressed the need to attend a representative of the government to the courts to defend the cases filed. 
MP Azzedine criticized the state of lack of judicial and legal stability in relation to property disputes, calling for the involvement of the Court of Cassation and administrative bodies related to the agricultural aspect to reach solutions.
In its response to the interventions, the committee pointed out that the draft law includes the appeal of the provisions relating to agricultural lands exclusively, calling on the Presidency of the Council to sponsor an expanded meeting to prepare the draft law before voting on it. 
Al-Jubouri continued to discuss the draft law and complete it after the Committee of the Displaced submitted a full report on it in a future session. 

The Council read the report and discuss the draft law of the Council of the Union and submitted by the legal committees and regions and governorates not organized in the province. 
In the interventions of the MPs, MP Abbas al-Bayati stressed the seriousness of the law as it allows the establishment of a new authority in the country takes its powers from the existing authorities, noting that the Council of the Union is supposed to include members with special specifications. 
MP Ashwaq Al-Jaf demanded representation of women in the Federation Council in accordance with the quota allocated to them.
MP Habib urged the importance of the constitution to include articles related to the work of the Council of the Union as a partner in the legislative process. 
MP Ammar Tohma expressed his objection to the selection of a part of the members of the Federation Council to be appointed as a violation of the Constitution and democracy, which requires that they be chosen by election. 
MP Talabani explained that the council of the Union represents the second chamber of the legislative authority and the selection of members according to precise mechanisms, calling for determining the number of members of the Federation Council and determining the validity of the appointment. 
MP Hanan al-Fatlawi said that the formation of the council would add financial burdens to the country as well as the possibility of the council's contribution to disrupting the legislative process. 
For his part, MP Khalid al-Asadi proposed not to hold full elections in the first session of the Council of the Union to get rid of the financial burdens and to be the same membership conditions that apply to members of the House of Representatives and be retired.
MP Kawah Mohammed pointed to the importance of speeding up the legislation of the Council of the Union as it contributes to the completion of the legislative authority. 
MP Hassan Shuwaird pointed to the overlapping of powers in the law of the Federation Council with the nature of the work of the House of Representatives. 
MP Zia al-Asadi called for the Council of the Union to be at a level parallel to the authority of the House of Representatives and not higher than it. 
In turn, MP Mahmoud Hassan proposed to postpone the legislation of the law of the Union until the amendment of the Constitution and determine the validity of the Council. 
MP Zana Said stressed the importance of the legislation of the Council of the Union because it can be relied upon to correct the laws objecting to them. 
MP Jonadam Kanna called for the council to be set up to avoid financial burdens. 
For his part, demanded Turhan Mufti representative of the government to take the government's opinion in the legislation, which has a financial side, especially in the austerity conditions experienced by the country.
In its response to the interventions, the Committee stressed the importance of the law as a constitutional article and its function to give advice in various legal cases, calling for a workshop on the draft law. 
The Council then discussed the formation of a special committee for Article 125 of the Constitution at the request of MP Imad Juhna. 
He pointed to the lack of participation in the administration of the state and the administration of historical areas with a high population of Christians, calling for the formation of a parliamentary committee with the support of the Presidency and under the supervision of one of its members and with the participation of the government and the concerned parties in relation to Article 125 of the Constitution . 
In the interventions, MP Yonadam Kanna said that the request for the formation of the proposed committee came to the third parliamentary session in a row, noting the formation of the committee fulfills the requirements of minorities, especially Christians, to preserve diversity in the country.
The council ended the first reading of the draft law to collect the example of state-owned land for non-agricultural purposes submitted by the Committee on Agriculture, Water and Marshlands to limit the excesses on state-owned land for non-agricultural purposes. 
The Council completed the first reading of the proposed amendment of the law of the National Card No. 3 of 2016, submitted by the Legal Committee in order to facilitate the procedures followed to change the names and make the matter cleared by the judiciary. 
Then it was decided to adjourn the meeting until next Monday 21/8/2017

These fools won't touch anything important with a 10 foot pole. But thankfully they addressed the concerns of youth, 6th grade student test scores and agreed on more committees. What happened to all the concern for HCL, tardy parliament members, Social Security law they blabbed about during Ramadan that would be passed in the 'coming session' ?? And Jabouri is concerned about not giving approval for member vacations until important laws are passed?? Almost laughable. They can barely get a quorum, then do nothing. The whole group has been on vacation since the 2014 elections. Why not just disband now?  They will accomplish the same thing. Nothing. ;)

It's so blatantly obvious that they aren't doing anything. It almost makes you want to believe that they ARE waiting for something to get worked out and then pass the "basket" of laws.

You guys missed many important items today and that was the discussion on the union of the council or better known as the federation council. The powers to the provinces that go with the amendment to law 21 of 2008, that was also discussed today will also play a huge role in the federation council. These are big constitutional items and they have to make sure they get them right because there will not be time to change them once the powers are distributed and the federation council takes their place as either an equal in the house to pass laws or they may be a tad bit higher on the totem pole for the making of laws or the abolishing of laws. They are completing the government. Remember that shabbs said political, border and monetary security. They dont have a complete government yet and that is what they are working on. Just look at this list and look at it as if it were here in the u.s.. The federation council, (2nd legislative branch of government), law 21 amended of 2008, which is the 3rd amendment, and then you have the provincial elections. Can we see a pattern here? Next its the amnesty law amendment. They are actually working on the hottest items in order for them to be ready on a government and provincial level for when the investment and rebuilding starts. If you dont have these things then there is nothing that the money will help. That is why jabouri is calling on the youth. Many that have graduated and have degrees will be able to sit on these provincial councils and maybe even the federation council and run for the house of reps also. This starts the cycle of new and getting rid of the old. That is why he made the remark that the youth is more important than the hcl. I know everyone is looking for the hcl and that will happen, but in order for the corruption and the pathetic way of government there to change you are going to need the next generation to help lead it. ;)

Tuesday the 12th. Don't expect any fireworks. They will be late to start, barely make quorum,  hoo-haw about their contribution to freedom of Tal Afar, mumble about, postpone this and that. ridicule the Kurds...then adjourn until Thursday. Thus, the whole process will repeat itself. ;)

I personaly would love to see that pesky Amnesty Law get passed as the Ya Ya Brothers have been going on about that one pretty steady this year. I'm tired of reading about it...Lets pass it and move on peoples!
