A report by the World Bank states that the Levant countries, including Iraq, have an opportunity to build a digital economy that transforms them into a commercial service center and advanced connectivity and communication activities, while calling for the enactment of telecommunications legislation to promote competition and private sector participation.

Remove restrictions
The report called on officials in Iraq to "remove the restrictions imposed on private operators to build, own and operate the fiber optic infrastructure," noting the importance of "allowing companies to reach the end user." The report called on "the Lebanese authorities to develop a unified vision for the ICT sector, improve financial transparency of the sector, introduce competition through a common legal framework, and study the structure of the broadband sector for mobile phones and the granting of fifth generation licenses." The World Bank also called on Jordan to "prepare a draft study on the fifth generation networks and grant frequencies to operators, apply the next generation of public-private partnership, strengthen the regulatory framework and review fees and taxes to stimulate investment and ensure regulatory control

Communications: contracts to activate the bulk of government mail

The Ministry of Communications signed a contract with the Central Bank to operate the government postal service in bulk, through a system not connected to the Internet and protected by special systems. While Al-Karkh Communications Department coordinated with Horizon Sky for the maintenance of the optical cable in the Abu Deshir area after it was cut due to excavation of the Municipality
Session. 
The director of the General Company for Post and Savings Engineer Bassam Salem Hussein told "Al-Sabah" that the company has prepared a plan in coordination with the Central Bank to work on the implementation of the government's bulk mail project and a contract has been signed with the bank in this regard and it is hoped to conclude similar contracts with five ministries in this regard. 
He stressed that the company is working to provide new and distinct services for the expansion of postal services and the inclusion of institutions and government departments in the postal service to be all official correspondence of ministries and government departments through the Department 
Mail .
He added that the company has prepared the special supplies for this service from special envelopes bearing the Iraqi postal logo and four sizes and barcodes and special packages for postal packages, as well as take all procedures for the transfer of mail and delivery of the deadlines set. 
This is considered one of the services that the Postal Company works to apply in all state institutions in order to develop the reality of government e-mail. In particular, the internal accounting system of the company operates according to internal administrative system as a terminal for the local network, which is not connected to the internet network and is protected by special systems. And modern from the service provider of the system (Server) and can not any virus to access these computers from any way. 
For his part, Al-Karkh Communications Manager Eng. Muhannad Ahmed Ali told "Al-Sabah": The technical and engineering teams in the Directorate intensified their efforts to restore the service by maintaining the optical cable in the Abu Deshir area after coordination with Horizon Sky Company for maintenance. 
He confirmed that the optical cable was damaged in Abu Dasheer because of excavations carried out by the Municipality Department of Doura, which led to the interruption during the last period, as the Directorate coordinated with the service departments and maintenance team of Horizon Sky Company to restore the service and will take legal action against the cause.
