BAGHDAD (Reuters) -       
The German Foreign Ministry announced on Monday that it would contribute an additional 22 million euros to the United Nations Development Program's project to restore stability to liberated areas. 
"The tremendous progress across the liberated areas of Iraq continues, with 70 percent of those displaced during the conflict now returning to their homes," said Gerardo Noto, acting UNDP Resident Representative in Iraq, in a statement obtained by Mawazine News. . 
"UNDP appreciates the depth of funding provided by the German Foreign Ministry, while much remains to be done. This generous contribution will help restore public services and rebuild social cohesion in the most vulnerable areas," he said.
With this amount, the ministry's contribution rate rises to 80.2 million euros and the total support from the German government to 209.9 million euros. 
"Germany continues to support stabilization efforts in Iraq to further the progress made so far, and we look forward to the new government moving forward to take control of stability and further long-term development efforts," said German Ambassador to Iraq Dr. Cyril Nan. 
At the request of the Government of Iraq, the United Nations Development Program (UNDP) established a project to restore stability to liberated areas in June 2015 to facilitate the return of displaced Iraqis, lay the foundations for reconstruction and recovery, and ensure that violence and extremism do not recur. The restoration project includes more than 3000 projects - half of which have already been completed - in the governorates of Nineveh, Anbar, Salahuddin, Diyala and Kirkuk.

The conflict inflicted by ISIS has forced over 5 million ordinary Iraqis to flee their homes, left schools destroyed and hospitals dysfunctional. Seven governorates have been fiercely affected while the entire country felt the shockwaves. During these times of despair, our neighbors and the global community have stood in solidarity with us. After the human suffering and enormous physical destruction that the conflict inflicted, it is now time to turn our gaze from the past to the future. It is time to rebuild the country and the citizens’ lives within. Today, where half of the displaced Iraqis have returned it is necessary to plan for recovery and reconstruction, to create enabling conditions for their return, and to restore livelihoods and service delivery for all in Iraq. The challenges ahead are to craft and execute a reconstruction plan that considers the aspirations of people as well as the constraints posed by time and funds. The preparation of a comprehensive reconstruction plan needs proper assessment of the damage, loss, and recovery needs. The Iraq Damage and Needs Assessment (DNA) is an assessment unprecedented in both its sectoral and geographic scope, covering damages, losses, and needs across 19 sectors in all conflict affected governorates in Iraq. Iraq’s Ministry of Planning took on this challenging task with the help of all line ministries of the Government, and with close collaboration with the World Bank. Scores of national and international experts worked around the clock to produce this assessment. The authors focused not only on the product, but also on the process. Data was gathered from the ground by national experts, from the air by satellites and on the internet by collecting publicly available data via social media analytics. Endless hours of review and validation were dedicated to ensure that the assessment of damages and needs was as robust and comprehensive as possible. The report has kept in mind what is desirable and what is possible. The objective is to estimate damages and to arrive at estimated needs to mobilize funds and to launch immediate recovery and incentivize private sector investments in the process.

The General Company for Petroleum Products announced on Tuesday the completion and rehabilitation of the largest site for the construction of tubing in Iraq in Nineveh.

"The Ministry of Oil and through the distribution company gave special attention to the Nineveh file because of the conditions that were caused during the period of occupation, which caused damage to most of its infrastructure," the company's general manager, Engineer Kazem Masir, said in a statement.

"We have completed, with the help of God, the construction and rehabilitation of the tanker site in Al Hadbaa warehouse, which is the largest site in the country and will be opened in the coming period. We have prepared plans for the reconstruction of filling stations and warehouses to restart them to serve the citizens of the province."

He pointed to the most important works completed during the rehabilitation of the warehouse, saying, "Our engineering and technical staffs completed the balance of the 100 ton tonnage and completed the loading pipelines and unloading pipes in addition to the installation of two bulldozers, 6 dump pumps and 6 loading pumps. Load number 2 and full counters number 6 ".

For his part, said the director of the branch of Nineveh oil products Falah Hassan, "Through the guidance and follow-up ongoing by the Minister of Oil and the Director General of the company we have done many and extensive work over (90) days, the completion of the work in the warehouse Hdbaa, which reached 100% Of engineers and qualified technicians, stressing that "we are preparing in the next time to open and return to service to provide services to citizens in the province. 

Hassan added that "the branch staffs are continuing to work in the final stages to rehabilitate four government stations (Nineveh station, Ibn al-Atheer station, Culture station and Al-Shuhadaa station), adding that the opening of these sites will take place soon. 

It is worth mentioning that the oil products distribution company has rehabilitated several stations and warehouses in Nineveh Governorate, where thirty government stations, as well as the Wadi Hajar and Alwiliya governmental warehouses as well as Emaar have been rehabilitated in a number of private stations.
