World Bank experts said reconstruction programs in Iraq would be a lucrative and attractive job market for major construction companies in the world.

According to the newspaper, these experts have confirmed that Iraq will be the largest market for reconstruction in the world, starting in 2018, which will benefit primarily Turkish construction companies.

Earlier, the International Bank for Reconstruction and Development (IBRD) confirmed that it would participate extensively in the reconstruction of war-torn cities in Iraq. The government of Baghdad began negotiations with the Bank last May to launch the program. Will be launched, giving priority to road projects and infrastructure of state utilities, which have been almost completely subverted.

Iraq's budget challenges ... Search for $ 20 billion for the reconstruction of liberated cities

Al-Nuaimi: Government reports that the government should allocate at least $ 20 billion to newly liberated cities from the grip of a supportive organization in order to provide minimal services and damaged infrastructure have created additional challenges for the government, Currently the new budget for 2018, in the shadow of a financial crisis suffocating due to falling oil prices the main source of income in the country.
The sectors that need urgent support system" rel="">support in the liberated cities have direct contact with citizens' lives, notably hospitals, schools, electricity, water, communications, roads and bridges. A senior official in the government of Prime Minister Haider Abadi said that "the government formed a cell of economists and finance to help prepare an integrated budget for next year and submit a new version of the parliament with a view to vote at the end of this year. According to the official, who declined to be identified, the cell will reduce spending on secondary projects or perfectionism in several areas and focus on supporting other sectors to be a budget to help with the oil sector, stressing that the government may not be able to spend the minimum amounts needed by the liberated cities. The official pointed out that there is an external diplomatic move on a number of countries to enter the file of the reconstruction of cities before the Conference of the displaced, which aims to provide funds for the reconstruction of liberated cities. Baghdad is counting on the donor conference to be held in Kuwait in the first quarter of next year to provide another $ 20 billion to $ 30 billion for the reconstruction of houses and compensation for those affected by the fighting and the provision of other services.
Activation of non-oil resources
The economic adviser to the Prime Minister, Haidar al-Abadi, the appearance of Mohammed Saleh, stressed the government's tendency to increase financial resources in the budget in 2018 to achieve a balance between financial revenues and spending through the diversification of income sectors. Saleh said in an interview with local Iraqi media yesterday that the budget of 2018 will depend on the activation of non-oil resources such as customs and water and electricity collection fees and other cutters such as taxes, adding that "the tariff will be applied to most of the Iraqi provinces early next year, "He said. Saleh explained that electricity alone consumes 14 trillion Iraqi dinars (JD = 1180 dinars) from the general budget, while the total revenue from the collection of electricity wages only trillion dinars due to waste due to inefficiency of the electricity sector in terms of technical, explaining the existence of government intention to privatize the revenue collection sector Electricity, in order to reduce financial waste and increase processing hours without affecting the poor, which is of concern to Iraqis of the worsening economic crises, according to experts and parliamentarians. In this context, a member of the Economic Committee formed by the Council of Ministers to review the status of the Iraqi market, Ahmed Abdul Hussein, the start of the development of a plan to review the file of the industrial sector government and revitalization or offer factories for privatization in addition to the sectors of agriculture and religious tourism. He added that reliance on oil as a source of revenue for the budget means dependence of Iraq on the price of a barrel and this affects even the decisions of sovereign, pointing out that the plan includes spending cuts and the activation of the control of financial corruption and deal with the file in a very important. The member of the Economic Committee expected that the budget of Iraq for the next year between 92 to 95 billion dollars and an expected deficit of about $ 18 billion dollars was calculated the price of a barrel of oil in principle changeable by about $ 50. The budget of the country adopted by the parliament for the current year more than 100 trillion dinars (79 billion dollars) and the total deficit of 21 billion dollars (26.25 trillion dinars), and then prepared a supplementary budget to the budget to 107 trillion dinars (87 billion dollars). The main challenges in the new budget are the provision of additional amounts for the reconstruction of liberated cities in light of the price of oil within the price does not meet the requirements of the next phase in Iraq and the continuing fiscal deficit in most ministries of the State and the rise of external debt to nearly $ 111 billion, in addition to the pressure of international institutions.

Restricted Balance

On the terms of the Central Bank A member of the Committee on Economy and Investment in Iraq, Noura al-Bajari said that next year's budget will be tied to the conditions of the Bank and the International Monetary Fund on Iraq to lend. "Among these conditions is the reduction of government employment and the creation of financial resources other than oil, activating the work of state-owned enterprises and factories and reducing costs." She added that the next budget will be austerity, but there are important aspects that must include, including the reconstruction of liberated cities and arrange their situation to ensure the stability of their population and solve their problems. And stressed that the budget is in the process of preparation, and there are joint committees by the ministries of finance and planning and the concerned authorities to complete their study and submitted as draft law. "Iraq relies on 95 percent of its public revenues on oil revenues and the rest of the tourism, commercial and industrial sectors, but after the destruction of thousands of enterprises and factories because of occupation, wars and internal conflicts, the dependence on oil imports is almost complete," said economist Younis al-Sumaidaie. Al-Sumaida'i added that the government is currently talking about the need to raise the level of financial revenues from the non-oil sectors. This means qualifying other sectors by developing a comprehensive plan to be able to provide huge financial revenues. But observers warned that the Iraqi government to implement this plan through the imposition of taxes on citizens and raising the prices of electricity and customs, which means the collection of funds from citizens rather than the rehabilitation of different sectors to provide financial revenue. The Ministry of Planning in the previous report, the high rate of inflation in August prices by 0.5%, and annual inflation by 0.2%, noting that the survey did not include the provinces of Anbar and Nineveh because of the security situation in them. Rising prices included various foodstuffs and a number of basic services.

Government floundering

For his part, the financial expert, Muzaffar al-Jabri, that the problem lies in the confusion of the Iraqi government and the lack of a clear vision for the implementation of such ideas important for the country, the government to the two options to provide additional financial resources first, rehabilitation of industrial sectors, trade and tourism and the second option to impose taxes on citizens and raise prices Electricity, water, services, customs and the second option means a big problem in the country. " Al-Jabri said that the Iraqi government is currently unable to rehabilitate the destroyed sectors, which means that it plans to make a large proportion of the budget in 2018 depends on the collection of funds from citizens through taxes and raise the prices of public services, and here the Iraqis will be affected in an unprecedented manner. The economic crisis prompted the government to pass a law allowing employees to take a four-year leave with a basic salary just to ease the burden on the public budget. According to parliamentary reports, corruption has contributed to the worsening financial crisis in the country, especially under the government of former Prime Minister Nuri al-Maliki, with the amount of looted funds in just eight years more than 450 billion dollars, according to unofficial reports.
