"

"We have put an item on the budget by stopping foreign borrowing. We are surprised that the Ministry of Finance borrowed $ 200 million, which is surprising, and we do not know how it borrowed the amount out of the budget on the pretext of improving energy, even though we have collected signatures at the time of the budget legislation to include an article that prevents foreign borrowing and obliges the government to borrow internally the need".

"There are hands that want to colonize Iraq in a different way through external borrowing. We can not bind the people for generations. The child that is born will be indebted and the government should stop this and go to internal borrowing," Nassif said.

This to me is very telling. They are saying that the 2019 budget is more than enough to pay for expenditures they have planned.  How is that possible I wonder when they plan on doing so much reconstruction?  Hmmmmmm!

BAGHDAD (Reuters) -
Iraq has continued to borrow from the World Bank despite domestic objections, given that these loans are holding back the Iraqi economy in the future because of the benefits.
Iraq and the World Bank signed a new loan agreement to improve and support energy projects in the southern regions of the country.
"The agreement comes within the framework of joint work with the World Bank to support projects and provide services to citizens, and mainly to support electricity projects in the southern provinces."
"The budget of 2019 did not stipulate the issue of external borrowing, so as not to burden the state with external debt, and to hold future generations to credit with the interest that weighs the state budget," said economist Yahya Al-Sultani.
"The Minister of Finance to borrow from the World Bank $ 200 million, is a subject that needs the approval of the Iraqi parliament, and it should be noted that Iraq has previously paid a lot of funds for the repayment of previous debts and move away from the borrowing process, it is not It is logical that Iraq will return to this issue after it has tried in the past to get rid of it. "
"We always urge the government to move away from the issue of external borrowing, regardless of the projects financed by these loans, because the loans given to Iraq bear, in addition to the benefits, conditions that restrict the economic direction in the country of investments and recruitment of staff and the development of grades.
"With regard to the justification given by the Minister of Finance for the loan, which is the projects of electricity in the southern regions, we support these projects, but away from borrowing, as stipulated in the budget, which focused on oil revenues and border crossings, not Borrowing. UNESCO sets date for reconstruction of historic mosque destroyed by ISIS in Mosul
The reconstruction of the al-Nuri mosque in the Iraqi city of Mosul, destroyed by ISIS in 2017, will begin early next year, the United Nations Educational, Scientific and Cultural Organization (UNESCO) said on Wednesday.
The timetable for the reconstruction of the 12th-century mosque was agreed at a meeting in Paris between UNESCO Director-General Audrey Azoulay and a number of Iraqi officials, including Iraqi Minister of Culture, Tourism and Antiquities Abdul Amir al-Hamdani and the governor of Nineveh Mansour al-Maraid.
The reconstruction plan, announced for the first time in 2018, will be the highlight of a UNESCO-led $ 100 million project to rebuild Mosul's heritage.
The revival of Mosul is the largest reconstruction plan in Iraq's history and comes two years after the city was destroyed by extremists.
"Today we have agreed on the timetable. The exact dates and the start of the implementation of the action plan on the ground in Iraq," Audrey Azoulay was quoted as saying.
"The current phase of structural support work and the crucial phase of mine clearance and demining will take place between now and the end of the year," she said.
In 2014, ISIS leader Abu Bakr al-Baghdadi appeared on the minbar of the mosque, known for its sloping minaret, the Hadba, before ISIS extremists blew it up in June 2017 as Iraqi forces approached.
The decision to choose Mosul for the reconstruction project instead of other Iraqi cities is due to its historical status, which made it a melting pot of civilization.
"We chose Mosul as a symbol," Mosul said.
Azoulay stressed that she had asked for a portion of the $ 100 million to rebuild a synagogue and Christian religious sites.
