Iraq, December 6, 2017

The United States is working on securing more than USD1.115 billion for Iraq for reconstruction and explosives removal efforts, its ambassador in Baghdad was quoted saying on Tuesday.

NRTTV quoted ambassador Douglas Silliman saying in a press conference that the United States would secure USD115 million for reconstruction, as well as nearly USD1.7 billion for the removal of explosives left over by the war against Islamic State since 2014.

According to Silliman, work will be done for the repatriation of nearly three million refugees in Iraq.

Silliman also denied recent reports of a surge in international coalition troops in Kirkuk, explaining that recent military movements were merely for the transportation of military equipment.

Landmines and booby-traps left over by Islamic State militants across several Iraqi cities have killed and wounded many as Iraqi troops gradually took over areas occupied by the militants since the launch of a major, U.S.-backed security offensive in 2016.

In mid November, Iraq declared a military victory over IS and the end of the troops territorial influence in Iraq.

Iraq has used billions of dollars from several world countries and international agencies to rehabilitate infrastructure devastated by the three-year war.

Reconstruction grants exceed $ 115 billion

 Baghdad / Zahraa al-Jassim

The United States and the international community are working to secure reconstruction grants for Iraq's liberated cities of more than $ 115 billion. This comes shortly after a campaign led by the Iraqi prime minister against corruption, believed to be a reassurance to donors and investors participating in the forthcoming Kuwait donors' conference. To the pockets of the corrupt, while an expert ruled out the possibility of achieving that amount, hoping to establish a fund under the supervision of the state and regulatory bodies to avoid the existence of waste or corruption, but the adviser Abadi financial confirms: that the funds will be paid in accordance with international standards and a valid financial system transparent and Which the international community has not seen.

The US Ambassador to Iraq, Douglas Seelman, told a news conference that his country is working to secure an international grant to Iraq worth 115 billion US dollars to finance the reconstruction of the liberated areas and about $ 1.7 billion to raise the waste of war. It requires a lot of work in the post-urgent phase of reforming the organization's legacy of destruction, and about 3 million displaced people will be working to secure their return to their restored areas. "
Minister of Planning Salman Jumaili also said at a press conference on the sidelines of Iraq's signing of two agreements with the European Union that the agreement comes as a grant to finance the implementation of two projects aimed at restoring stability and the return of civilians in the liberated areas and a total amount of 60.4 million euros. Denmark, Finland, Italy, Japan, Estonia and the United Kingdom. The first project, which grants € 50.4 million, is intended to help restore basic services and rehabilitate public infrastructure as well as restore economic life, restore basic services and gain Live by offering grants to small businesses. "
Al-Jumaili added that "the second project, which will be granted 10 million euros, will be dedicated to continue to facilitate the process of cleaning the land that has been contaminated by the bombings, and this will be through mine action in the United Nations in coordination with the Iraqi government," stressing that " Conditions that allow for the safe and voluntary return of more than 3 million displaced persons. "
The United States is a friend and ally of Iraq, which has a major role to play in its fight against terrorism, both logistically and diplomatically. At the same time, the Washington Conference sponsored an alliance of 68 countries in July 2016. It raised more than $ 2 billion to provide stability in liberated towns and cities, Water networks, law and order preservation and demining The financial adviser to the prime minister says the appearance of Mohammed Saleh in an interview with (to the extent), which confirms that what the US ambassador said was $ 115 billion, is the cost of reconstruction of areas destroyed by terrorism, International The United States, as a sponsor, is leading the coalition against terrorism and is leading a coalition of reconstruction. Thus, the $ 115 billion is an amount needed by Iraq. It will be part of Iraq's overall development, which will be reflected in the donor conference. Corruption, Saleh said:
The Iraqi reformist leadership, which liberated Iraq, works on three axes: liberating Iraqi lands from terrorism and eradicating corruption. At the same time, it is adopting and building three main tasks and the government is working on it. Therefore, the process will be carried out through sincere national mechanisms and political will. "Yes, this is big and huge money, but there will be no money. Everything will be put in its proper place. The results of the donor conference in Kuwait will show all the mechanisms of disbursement of funds, whether for investment, grants or aid." European Grant Is for the purpose of returning displaced people and stability, which is also a result of the Washington-sponsored Washington conference last year.
However, there is fear in the economic expert in the name of Antoine, who says in an interview (to the extent), we hope that there will be a state fund under the supervision of the state and regulatory bodies to promote the reconstruction process to avoid waste or corruption, because the amount talked by Washington is huge , And it has not yet been proven by the US ambassador's authorization where these grants came from. It seems that they are counting on February next year to hold a donor conference in Kuwait, where the money will be collected and monitored. Khalid al-Jarallah, that his country is currently preparing And its contacts with the World Bank and Iraq to coordinate and arrange for hosting a conference of donor countries for the reconstruction of Iraq's war-affected areas on the organization of the terrorist "Da'ash", expected to be held in the first quarter of next year.
Antoine believes that this figure remains discretionary and whether it will be realized or not. We doubt the validity of this information until we see the implementation of this process. On the other hand, we see that the real measures announced by Abadi to fight corruption if applied on the ground, will be And then start the anti-corruption campaign to confirm that there is seriousness, although we recognize the existence of obstacles to obstruct the work of Abadi in the fight against corruption.
Prime Minister Haider al-Abadi warned (November 21, 2017), corrupt of "playing with fire", vowing to "win" corruption, while stressing the need for comprehensive economic reform in the public and private sectors.
In the same context, the Secretary-General of the Council of Ministers Mahdi Al-Alaq, on Wednesday, the need for reconstruction of the health sector in the liberated areas, between Iraq went from the totalitarian economy to the free economy, and said during the head of the Iraqi-Kuwaiti workshop to prepare for the International Conference for Reconstruction of Iraq And the development scheduled to be held in Kuwait in February next year, "Iraq is interested in the investment side and attaches importance to this conference, because Iraq has moved from the totalitarian economy to the free economy, relying on its natural and human potential in various industrial sectors and Sponsor, tourism and its ability to absorb a lot of projects. Some of the devastation left by the war in Iraq

Roudao- Erbil

International Alliance is still against the "Islamic State" Daesh, has not officially announced a complete victory, so that the region moves to the reconstruction phase of the war was demolished, but the issue of reconstruction of the Sunni Arab areas and the disputed areas that the organization imposes its control previously, it has become According to the amount allocated by the Iraqi government for this purpose, the reconstruction process requires many years and the reconstruction of one of the possibilities existing.

It is estimated that the reconstruction of the affected areas needs $ 180 billion, while the budget bill for 2018 allocated only $ 400 million for this purpose.

A member of the Finance Committee of the Iraqi parliament, Massoud Haider, to Ruudao: "The value of the Iraqi budget deficit of $ 12 billion, is scheduled to borrow $ 140 billion from the World Bank, allocating only $ 400 million to the reconstruction of three provinces are: Nineveh and Salahuddin And Anbar. "

Determine the extent of the damage by using the satellites

of the Iraqi government announced at a conference last May in Erbil, a plan extends for five years for the reconstruction of the affected areas, and noted the need for $ 40 billion to re - displaced people and provide them with basic services, but after the completion of Hawija operations in western Iraq And the border areas with Syria, the scale of damage seems much greater, so these areas need $ 180 billion to provide services in five sectors: water, sewage, electricity, health and transport.

"The cost of reconstruction of the affected areas is $ 150 billion, but the damage seems to be greater, so we have reached an agreement with the World Bank to quantify the damage by satellite," said Mustafa al-Hiti, head of the Iraq Reconstruction Fund.

The Iraqi Ministry of Reconstruction pointed out that the most affected areas are located in Nineveh, where 80% of the areas of the province are completely destroyed.

Continuing to pay the cost of war on the dashing and corruption and waste of public funds in Iraq and the formation of a military institution similar to the Iraqi army is the popular mobilization and provide a huge budget, which together form a factor that placed a heavy burden on the Iraqi government, while calling for some Iraqi officials to adopt the Marshall Plan that was Through the reconstruction of Europe after World War II.

The oil sector is the hardest hit

Marshall's dream of a post-Saddam comes at a time when the cash reserve in 2013 was close to $ 90 billion, but it fell before the launch of the liberation of Mosul to $ 53 billion, is known that the Iraqi budget depends on oil, but in addition to the deterioration of oil prices, Dominated the sale of most of the oil fields in northern and central Iraq during the past three years, as well as the destruction of most of the oil institutions.

"The oil sector suffered losses of $ 15 billion because of a subsidy, including $ 10 billion in Baiji refinery alone." After the restoration of Baiji by Iraqi forces, most parts of the refinery were looted, he said. "The popular crowd is looting at least 3-4 thousand barrels of oil in Baiji daily," said energy expert and economic adviser to the Kurdistan Regional Security Council, Bewar Khansi.

Iraq collects funds in Kuwait

"This conference is important for Iraq because it will witness the granting of financial support to Iraq by Arab and European countries and the International Alliance against the support of Iraq," Masoud Haider said. So it is important to participate representatives of the Kurdistan Region within the Iraqi delegation, because the Daadh has caused great damage to the region as well. "

Mosul has been worse off than Aleppo

The use of civilians as human shields in Mosul has led to massive destruction beyond Aleppo, where it took nine months to recover the city. Military and air attacks continued, especially in the old Mosul area. "What happened in Mosul is far worse than Aleppo. We expected this tragedy to happen before, and admitted that the one who planned to hand over Mosul to the besieged and destroyed city afterwards was stronger than us," he said.

After his control of Mosul in June 2014, he directed the organization of his weapon nozzle in August of the same year, against the Kurdistan Region.

The Minister of Reconstruction in the Kurdistan Regional Government, Derbaz Kusrat Rasul told Rudaudu earlier to Rudaudu that the dues caused losses in Kurdistan estimated at $ 650 million, and allocated the reconstruction fund of Iraq within the $ 100 million allocated for the reconstruction of Iraq in 2017, only 10% of the Kurdistan regions , And pointed to "the demolition of nearly 12 thousand homes in the Kurdistan Region because of the war on the organization."

Kuwait MP urges Arabs to ‘modify’ investment laws to lure businesses

Iraq PM hails Kuwaiti decision to host donor conference

MP-Khalid-Al-Otaibi.jpg MP Khalid Al-Otaibi

CAIRO, Dec 27, (KUNA): A Kuwaiti lawmaker on Tuesday urged Arab states to modify investment laws to lure businesses and called for action to prevent terrorists from attaining financial resources. Khaled Al-Otaibi, a member of the National Assembly and the Arab Parliament, said some Arab states adopt discouraging laws for investors.

It is necessary that such difficulties facing the businesspersons be tackled; along with creating a lucrative environment for attracting Arab capitals, he urged. MP Al-Otaibi was speaking to KUNA on sidelines of a session by the Arab Parliament financial and economic affairs committee. Noting that the Europeans have accomplished progress after establishing joint economic entities, Al-Otaibi called for securing all requirements for setting up the Arab Joint Custom Union. He also called for monitoring movement of Arab capitals for some of them “have been ending up in some cases” in the hands of terrorists. The Kuwaiti parliamentarian said participants in the meeting discussed plans, memos and some members’ failure to pay their financial dues to the Arab Parliament.

Meanwhile, Askar Al-Enezi, also a member of the Kuwaiti Parliament and the Arab Parliament, noted in a statement to KUNA on margins of a meeting by the commission for social and cultural affairs Kuwait’s keenness on bolstering Arab solidarity. The commission deliberations addressed a document for higher education in the Arab world and plans for tackling plight of the refugees and the displaced, he said.

Meanwhile, Iraqi Prime Minister Haidar Al-Abadi has praised Kuwait’s willingness to host a conference of global donors for the reconstruction of Iraq after the defeat of the so-called Islamic State group. In a news conference, Al-Abadi said on Tuesday he was grateful to His Highness the Amir Sheikh Sabah Al-Ahmad Al- Jaber Al-Sabah for welcoming Kuwait’s hosting of the event early in 2018. Al-Abadi blamed an “incorrect image in the minds of some on the security situation in Iraq” for Baghdad’s decision not to host the conference itself.

The destruction inflicted by the group is worse in some areas than it is in others, he said, hoping that the global assistance would extend to investments from businesses as well as state financial grants. In another report, Arab ministers of higher education and scientific research began their 16th summit in Cairo Wednesday.

The summit aims at discussing issues related to educational, technical, and scientific development. “Improving scientific research and developing technical abilities are a must to achieve economic development in every Arab country,” Arab League Secretary General Ahmed Abul Gheit said at the opening ceremony. Ahmed Abul Gheit stressed the need to intensify cooperation with private sector institutions and to involve them in developing university curriculums to balance between the outputs of education and the need for the labor markets.

He touched on the Arab Strategy for scientific and technical research and innovation, adopted by the Arab League Educational, Cultural and Scientific Organization (ALECSO), which aims at reducing the gap between the Arab and international research institutes and bring down the number of Arab scientists migrating to other countries.

With the beginning of the new year begins a new phase in the age of change witnessed by Iraq is the emergence of victorious from the strongest battles of presence and is now required to restore the Iraqi house and erase the effects of destruction.
Thus, the start of the reconstruction of Iraq by Prime Minister Haider Abadi in the first look at the beginning of the new phase, declaring the need for Iraq to 100 billion dollars for reconstruction, which brings confidence and hope.
This statement comes a day after our expectations that the settlements in our previous column and on this particular page in the same angle.
Which looks at this large figure first comes to mind that it can build a modern state of Iraq's geographical area, which means that the reconstruction of this amount will be rebuilt with no doubt about the equivalent of countries that have achieved urban and civil strife.
The hope is that we will see a resurgent Iraq and the requirements of realizing this dream as pillars and pillars for the success of this important step.
The most prominent of these pillars and pillars provide a systematic plan in light of the available possibilities to ensure the essential to ensure the success of reconstruction goals.
This plan of action must be supported by quick decisions and legislation to stop the chaos of abuses on the basic designs of cities throughout Iraq as well as random expansion at the expense of the remaining infrastructure services projects.
This step has to be taken before the start of reconstruction.
On the other hand, it is gaining more importance and more. It is necessary to stop the work of the projects that fall within the reconstruction plan and adopt it within the new plan because of the lack of efforts and intersections intersections with the reconstruction plan as well as maintenance of the costs of waste.
This step will ensure that reconstruction is consistent with the basic design requirements of all cities and their modernization, as well as the volume of services needed to accommodate population expansion and modern construction.
The plan of action also requires setting the priorities of the start of the reconstruction according to the need of each city or province and that the process of the distribution of projects complementary and serve the provinces adjacent.
Here is the need to launch the census process to know the population density and real numbers to drop projects according to each province in private.
This is what we mean by the plan of action at the forefront of our press column in order to adopt decisions on the facts of things and in the quorum, and
here highlights the important question of where to start the success of the reconstruction plan?
It is certain that the infrastructure of road and bridge projects will be implemented to assist in the speed and accuracy of the completion of the reconstruction projects, which is part of this
 campaign.

I do believe it states that after 10 years it "COULD" go up.. key word COULD....not surprised your DEM FRIEND claimed 5 years, typical half truths from them,,,,,,,,,,,,,,,,I would suspect well before the 10th year there will be many adjustments made.....?

chinadawg: You are correct, the Middle Class Tax deduction is scheduled to vanish in 10 years, along with its benefits. Whoever is in the W.H. , Congress and Senate at that time will have the responsibility to pass and extension, or make this Middle Class Tax deduction permanent at that point. That is the if'y part of this deal. Recall this is the best deal that the Dems and other swamp monsters would allow to be past .  But they cracked the vail of their swamp monster obstructionism .
