ERBIL, Kurdistan Region – In a bid to boost the economy, the Iraqi Central Bank has earmarked $5 billion for small business loans to be issued through government and private banks. The loans are interest-free and borrowers are charged only for services amounting to 5.5 percent of the total loan.
 
"We provide loans more for those projects that have stopped work due to the economic crisis or have problems funding projects. For new projects, we have to carry out benefit investigations to make sure to what extent the project will become successful when it goes into effect," said Rihab Mati Hannah, head of Mosul Bank’s loans department.
 
"It is better for us to support those projects that have already started, even those that have started a year ago now," Hannah added.
 
Some of the Kurdistan Region's banks have already applied to have share in the sum earmarked by the central bank.
 
Cihan Bank and Kurdistan International Bank have each received funds amounting to two billion Iraqi dinars ($1.7 million). RT Bank and Erbil Bank are in the process of completing legal measures to also receive a share. 
 
"These kinds of loans are very beneficial for society, serving small and mid-sized businesses. At this time, these businesses need a party to support them to escape a crisis they suffer," Noora Rafid, a Kurdistan International Bank representative, told Rudaw.
 
Rafid added the largest loan they offer is 50 million Iraqi dinars ($42,700). 
 
"If you need six million, 10 million or 15 million, you could receive it," she said, adding "the loan will be in line with how much the borrower and the project need."

The Kurdistan Region has been suffering an economic crisis since early 2014 due to a triple shock – budget cut from Baghdad, the ISIS war, and a dramatic drop in oil price, the Region's main source of revenue.

I dunno, folks. Were these loans in KD (Kuwaiti Dinar) over the past year???!!! This announcement is 3 months old (10 June 2017)!!! If in Kuwaiti Dinar, these are some serious loans!!! Maybe a way Kuwait is being reimbursed (paid) for the 1990 invasion with the interest on these loans???!!!

 

I would think nominally 33 to 165 million USD would be a range needed to build quality world class hotels for tourism and other business purposes.

 

Maybe just a typo but the last two articles noted KD.

I think this student loan news is really Good News from a couple different stand points.

 

Iraq has nominally 38 million people with nominally 50% of the population 19 years old or less.

 

For illustration purposes only, say college enrolled Iraqis for Bachelors to Doctorate degrees are 18 - 24 years old. As an estimate, 24 - 18 is 6 years so 6/24 x 50% x 38 million is nominally 4.75 million potential Iraqi secondary education enrollees. Say 20% of this segment go to college and get student loans totaling 5 million Iraqi Dinars. The sum of the loans is then 20% x 4.75 million Iraqis x 5 million Iraqi Dinars = 4.75 Trillion Iraqi Dinars. Quite a chuck of Iraqi Dinars for loan purposes although at 1,184 IQD = 1 USD, this is nominally 4 billion USD. This, although nominal, is a good move from a higher education of Iraqis standpoint and the benefit is will likely have on their country not to mention the potential added liquidity these loans will bring to the banks.

On the other hand, the presence of a solid and strong banking sector will maintain the monetary mass and thus through this sector can maintain exchange rates and control of inflation in coordination with the central bank of the country, and was able to many countries to make huge jumps by the enormous funding of banking activities and economic programs, And to undertake many internal and external investments that contributed to the development of the level of growth and economic development. Indeed, the development of the banking sector is necessary, especially since current capitalism is the stage of financial capitalism, which means that the monetary policy of the banking sector is dominant in economic activity.

In a country such as Iraq, especially after the transformation of a totalitarian system in the management of state resources and a clear backwardness of the banking system, it was hoped that this important sector would be especially important in order to take its real role in building the country's economy in the correct way. On the contrary, these loans have turned to satisfy consumer needs and others to solve the problem of housing as well, which means that the housing crisis dominates all aspects of life.

Rafidain Bank announced on Monday the imminent launch of advances to retirees, indicating that the amount of the advance of three million and interest 7%. 

The bank's director Khawla Talib Jabbar said that "will soon be the launch of a predecessor to retirees of three million dinars for three years and a 7% interest."
