BAGHDAD: The United Nations on Monday hailed Iraq’s “credible” vote recount, which paves the way for a government to be formed nearly three months after polls.

Iraq’s May 12 parliamentary elections were marred by allegations of fraud, prompting the country’s supreme court to order a partial manual recount.

As an official announced the checks had concluded, the UN said it had observed the recount and found it to be “conducted in a manner that is credible, professional and transparent”.

“We are very pleased that it’s been concluded and we look forward to the next steps in this process towards the formation of the new government,” said a statement by Alice Walpole, a UN envoy to Iraq.

Iraqi officials have not specified when the results will be announced, after which lawmakers will take their seats in parliament, elect a president and begin the process for forming a government.

Judge Laith Hamza, spokesman for the electoral commission, said Monday the recount “in all polling stations in Iraq and abroad where complaints were registered has ended”.

The commission decided not to undertake such checks for Al Russafa, one of the largest voting districts in eastern Baghdad, where a fire in June ripped through Iraq’s biggest ballot warehouse.

In the arson attack “882 ballot boxes entirely went up in smoke”, Hamza said in a statement, despite authorities at the time suggesting the votes were saved.

Three police officers and an electoral commission employee were arrested over the blaze.

“The official results will be announced shortly,” said Imad Jamil, responsible for the vote in Al Russafa.

The recount will not however change the balance of power in the new parliament.

Each list should keep the same number of seats announced in May, but the lawmakers elected could be modified, according to experts.

BAGHDAD: The election commission in Iraq on Monday announced the end of a partial recount of ballots from parliamentary elections in May after complaints of vote rigging.

 

The preliminary results showed losses for many prominent Shiite and Sunni parties and figures, prompting them to question the results and claim widespread fraud.

 

An investigation committee formed by the cabinet suggested the voting process had been rigged and in response, the Iraqi parliament voted to amend the electoral law to allow the manual re-counting of all polling stations and centers

 

The Federal Supreme Court, however, allowed just a partial recount, limited to polling stations and centers where the complaints were made.

 

No final election results were announced on Monday but the Independent High Electoral Commission, IHEC, said counting had been canceled at the Baghdad-Russafa election office because all the devices used to verify the results and the ballot boxes themselves, were severely damaged by a fire in June. This made it “impossible to conduct the process of manual counting,” Judge Laith Jabr, an IHEC spokesman said.

 

The Tigris River divides Baghdad into two parts: Russafa and Karkh. Russafa, which lies east of the river is the largest one that hosts the biggest Shiite communities in the capital. 

 

The preliminary results showed a big victory in Baghdad for the Saeiroon List, which was formed and sponsored by Muqtada Al-Sadr, the influential Shiite cleric, and the Fattah List which includes members of the pro-Iranian Shiite armed factions such as Badr Organization and Assaib Ahl Al-Haq.

The State of Law Coalition headed by Nuri Al-Maliki, the former Iraqi prime minister, also performed well.

 

The biggest surprise result in Baghdad was made by Saddiqoon, the political wing of Assaib Ahl Al-Haq, which won six out of the nine seats for Fattah. Most of the votes were gained in Russafa, IHEC, security officials and Shiite political leaders within Fattah told Arab News.

The sudden rise by Sadiqqoon to win 15 seats in nationwide compared to one seat in 2014, has raised many questions and doubts over their results by both rivals and allies. 

 

Many Shiite leaders have suggested in private conversations that Assaib Ahl Al-Haq have manipulated and falsified results for the benefit of their candidates, especially in Baghdad.

 

The fire which tore through the warehouses where the IHEC had stored its equipment and ballot boxes for Russafa in June, has only strengthened these doubts.

 

The IHEC did not make clear on Monday how it will deal with the results of Russafa. There has been no word from the investigation into the fire about who may have been responsible.

 

“Their (Assaib) results were unreasonable and there is no legal way to achieve such success in this very short time,” a senior Shiite Fattah leader told Arab News.

 

“We are almost sure that they (Assaib) had manipulated the results in favor of their candidates.”

 

Iraq has been in political limbo since the election with efforts to forma a coalition large enough to form a government stalled as tensions between the rival factions and their international backers heightened.

ERBIL - The Special Representative of the United Nations Secretary-General (SRSG) for Iraq, Ján Kubiš, has welcomed the completion of a manual recount of ballots from Iraq's May parliamentary election, hoping that the rest of the process will successfully end in timely matter.

Iraqi Independent High Electoral Commission announced on Monday that it has completed the manual recount of ballots from the parliamentary election, noting that its process didn't include the votes from eastern Baghdad due to the fire that engulfed a warehouse where ballot boxes and electronic equipment were stored.

"I now encourage the Board of Judges and relevant state institutions to devote their attention to the timely announcement of provisional results and the speedy resolution of any outstanding appeals," SRSG Kubiš said in a statement published by the United Nations Assistance Mission for Iraq (UNAMI).

“Throughout the recount process, an experienced team of United Nations electoral experts has followed the process, providing advice and assistance. The United Nations remains available to provide further expert advice and assistance to the Board of Judges as they supervise the tabulation of recount results and all subsequent stages in certification of the results by the Federal Court,” SRSG Kubiš added.

Iraqis casted their votes in May in hopes of building a new government in their country, but the final results of the process are yet to be finalized which have also affected the formation of the next cabinet for the country.

He stressed that «dialogues and understandings continue with all political parties have reached very good stages in dialogues with the Kurdish parties and the rule of law and the rest of the victory and is open to all political forces wishing to form the largest bloc within the constants of national and constitutional».

BAGHDAD - The legal expert Tariq Harb stressed on Tuesday, August 7, 2018, the need to avoid the absurd electoral complaints that there is no realistic field to answer even if the legal scope for its impact.

"The stage following the announcement of the results is the stage of complaints about the electoral results provided by the losers in the elections as provided for in Article VIII of the Electoral Commission of the elections," said Harb, in a leaflet on his Facebook page.

He added that "the recent electoral results were the most accurate or the highest electoral justice on the election results in the elections in 2006, 2010 and 2014, and this is clear from the manual counting and counting, in addition to the previous electronic counting and sorting."
