Iraqi parliament Speaker Mohammed Halbousi has proposed postponing reparations to Kuwait over his country's destruction of its neighbour's oilfields and infrastructure during the Gulf War in 1991.

Mr Halbousi said he will form a parliamentary committee to visit Kuwait’s parliament and ask for a delay in payments in light of Iraq’s recent budget revision for 2019.

"Halbousi proposed forming a parliamentary committee to visit the Kuwaiti National Assembly and discuss the possibility of postponing or maintaining the same percentage,” a statement carried by Mr Halbousi’s office said.

Failing that, he will ask the Kuwaiti parliament to suspend demands that Iraq pays a higher percentage of the overall amount owed.

Last year, Iraqi and Kuwait agreed that payments would increase from 0.5 per cent of Iraqi oil proceeds in 2018 to 1.5 per cent in 2019, and 3 per cent in 2020 and 2021.

April 2018 saw Iraq pay $90 million dollars to Kuwait, the first sum transferred since payments were suspended in October 2015, over security and financial problems faced by Iraq in its fight against ISIS.

Kuwait Petroleum Corporation claimed $14.7 billion (Dh54 billion) in damages as result of the Iraqi invasion of Kuwait and their scorched earth retreat, which turned Kuwait’s skies black as Iraqi soldiers set more than 600 oil wells alight. The operation to extinguish the fires took nine months, longer than Iraq’s occupation of its southern neighbour.

The United Nations Compensation Committee, set up in 1991 in the wake of the Gulf War, assessed the damage and ordered Iraq to pay $52.4 billion to Kuwait.

Iraq’s budget includes projected revenues estimated at 105 trillion Iraqi dinars (DH 323 billion) for 2019, similar to its budget last year.

Meanwhile, Iraqi Prime Minister Adel Abdul Mahdi said his country would not take part in the sanctions against Iran, as they have been granted a temporary exemption to ensure the continued flow of Iranian gas.

“We were able to explain to the Americans and the others involved, including Iran, that we are defending Iraq, and we don’t want to confront any country, we just want to defend our national interests,” the Prime Minister said.

Iraqi-Kuwaiti relations have improved in recent years, with Kuwait offering aid during the summer protests over the electricity crisis and Iraq moving to align its policies closer to its Gulf neighbours.

So they got a 2.5 year reprieve, oil prices went up up up. Then they paid part of this year and...……...waaaaaaaa, Maliki took all the auction proceeds so we can't pay you now. I thought Kuwait was in the driver seat on the repayment thing. Iraq....you got b@lls.

Iraq should pay them 4 trillion in Dinar and tell Kuwait that one day after they RV the 

4T will be worth so much more.  That should hold them off for another 10 years. 

We all bought that story, should work on Kuwait too.  These people don’t want to pay anyone back.  They just want the world to give them loans and buy their oil. 

 

Im beginning to think we should just invade Iraq again and claim it as our territory. Change the name to Texaco and RV the damn Dinar.  I guarantee you the people would be better off than they are now.

I would say too, that Iraq, is to tight with Iran,and when you go against sanctions that the U.S.has put on Iran, some how you always pay the price, and isan't it interesting that Trump had mentioned that the US needs to be paid??? Not one time but twice??????? and now Iraq bending the rules with Iran ,this not going to play out good . On a side note there are a lot of oil drilling rigs being brought back to the USA to start drilling for oil here ,the middle east might have been a big player in the past, but according to Lindsay Williams there is a lot of oil right here,in fact we will be the number 1 oil exporter in the world according to his connections ,this does not look good for our investment,I hope I am wrong, been waiting 15 yrs.

Truly Iraq has been led by Criminals who's only aspirations were to line their own pockets and the pockets of their minons.  This is what happens when corruption is the center of a country's economy.  The Rule of Law has not existed in Iraq since before Saddam.  He had to rule with an iron fist and play favorites with his cronies to keep his rule in place. The Baath's, loyal to Saddom were the educated class who controlled most of the economy in Iraq.  The discriminated uneducated Shia after Saddam was dipposed were given the oppunity to rule Iraq under Maliki and they chose corruption instead of Rule of Law.  So here they are today, trying to get honest educated heads of ministries and the corrupt are still interfering.  Sadr, who won the popular vote appears to be for implementing the Rule of Law for the people has met much interferrence, by the corrupt.  His choice for Mahdi was a good choice, but as you can see Maliki and Ameri are going to do any thing they can to get a piece of that pie.  As far as stopping payments to Kuwait, that is an extremely bad decision.  Kuwait, is one of the only countries in the Middle East who has put guarantees of investment into Iraq. If Iraq can't pay Kuwait, their credit goes from bad to worse.  They already are considered to be selling junk bonds.  Has anyone heard anything about the last set of Bonds being sold for the first time on the ISX?  I haven't.   Halbousi runs the Parliament, not the government.  I would not think he has the power to make such a decision.  Right now for Iraq to meet all their monetary obligations, reconstruct  their economy and infrastructure, they need to pay their debts and THE PRICE OF OIL NEEDS TO GO UP!

In September 2017, the State of Kuwait issued Amiri Decree No. 217 of 2017 approving the memorandum of understanding between the Kuwaiti and Iraqi oil ministries on the exploitation and development of joint oil fields between the two sides .

According to the decree published by the official newspaper of Kuwait, the agreement stipulates the development and exploitation of the border fields between Kuwait and Iraq, which includes the fields of the trunk and Abdali in northern Kuwait, and the Iraqi side includes Rumaila and Safwan fields in southern Iraq .

Iraq has 24 oil fields shared with Iran, Kuwait and Syria, including 15 fields are not exploited.

Al-Ghadhban said that "this agreement was made during the previous government and I personally have not yet discussed it seriously because I am new in the ministry, but we will study it and our position will be based on positive data."

 
 


"We exported gas to Kuwait in the 1980s and from the same place, but for the sake of knowledge, Iraq has a great need for gas and most of the newly established power plants rely on gas," Ghadhban said. 

The first meeting of the Council of Ministers of the Organization of Arab Petroleum Exporting Countries (OAPEC) was held in Kuwait today. The delegation of Kuwait is headed by the Minister of Finance and Acting Minister of Oil and Electricity Dr. Nayef Al Hajar.

The Council of Ministers of OAPEC reviews and makes appropriate decisions on the recommendations of the FAO Executive Board for the year 2019, the report of the appointment of an auditor for the Organization for 2019, the discussion of the facts and recommendations of the 11th Arab Energy Conference and the report on the world oil situation and the special account With the assistance of the Organization of Arab Petroleum Exporting Countries to the Arab countries importing oil and the need for assistance in addition to the development of the Arab Oil Institute for Training and based in Baghdad and reports on the activities of the Secretariat and its participation and events organized Studies completed during 2018.

In a major progress in the file of the oil fields shared between  Iraq and Kuwait, is the first of its kind in decades, Iraqi Oil Minister Thamer Ghadhban said that  Kuwait and Iraq have chosen an adviser to study the oil areas on the border between the two countries, and will determine the production policy based on the study, In Baghdad for the "New Arab", that his country is determined to end this file in full, and there is a similar intention from the Kuwaiti side.

The oil minister told reporters on the sidelines of a meeting of oil ministers of the Organization of Arab Petroleum Exporting Countries (OAPEC) in Kuwait on Sunday that the consultant will study the two areas adjacent to the border between Iraq and Kuwait, and "based on the study data will take a rewarding productivity policy of the parties." The minister did not mention the name of the consulting firm, but confirmed that it was "a well-known global foreign company conducting consultancy."

This comes as the first practical step taken by the two sides with regard to the file of the oil fields in common, most notably the fields of rice, sea, Sabriya, Zubayr, Qurnah, Majnoon and Rumaila.
