Kuwait's oil, electricity and water minister Essam al-Marzouq announced on Sunday the agreement with Iraq to import 50 million cubic feet of gas as a first stage to reach 200 million feet per day for 10 years, adding that the Iraqi side promised to increase these quantities later. 

Al-Marzooq told reporters on the sidelines of the 99th meeting of the Council of Ministers of the Organization of Arab Petroleum Exporting Countries (OAPEC) on Sunday that Kuwait is in the final stages of the adoption of imported gas prices from Iraq, "noting that" its import will not be immediate but there will be arrangements for the construction of a new pipeline "He said. 

He added that the current line is somewhat old and will be renovated and the construction of facilities to purify the gas before entering the Kuwaiti gas system. He pointed out that the laying of the foundation stone for the zor projects and the launch of the zor project and liquefied natural gas facilities last Thursday, which is expected to be completed by the end of 2019, "adding that" liquefied gas facilities in the Zour area will satisfy the needs of Kuwait for 30 years to come. 

He pointed out that the LNG import facilities in the Zour area are eight gas storage tanks to accommodate gas tankers with a depth of 17 meters. "These facilities are sufficient for the future needs of Kuwait," he said.

For his part, Iraqi Oil Minister Jabbar al-Luaibi said that "Kuwait and Iraq have gone a long way about importing Iraqi gas," adding that "there are final negotiations on prices and an agreement will be reached soon." 

Al-Allaibi said in a similar statement that "a delegation from the Iraqi Oil Ministry will come to Kuwait next week to finalize the agreement," pointing out that "the date of signing will be linked to some logistical matters and prices." 

On the agreement signed by his country with Iran on Sunday, al-Allaibi said that "it was reached with Iran to export between 30 and 60 thousand barrels per day in exchange for the Iranian side to export to Iraq the same quantities in the southern export facilities to overcome the logistical obstacles facing Iran in the north "He said.

An Iraqi delegation will visit Kuwait next week to finalize an agreement to export gas to Kuwait, Iraqi Oil Minister Jabbar al-Luaibi said, stressing that negotiations with Kuwait are about exporting 50 million cubic feet per day of gas to 150 million and 200 million.
Al-Liibi’s remarks came during a press conference on the sidelines of the preparations for the OAPEC meeting in Kuwait.
He said Allaibi that “an Iraqi delegation will visit Kuwait next week to finalize an agreement to export gas to Kuwait,” pointing out that “the gap narrowed between the Kuwaiti and Iraqi sides on the price of gas exports to Kuwait.”
“The negotiations with Kuwait revolve around the export of 50 million cubic feet per day of gas increases to 150 million and 200 million,” he said.
The Iraqi Oil Minister pointed out that “the OAPEC meeting in Kuwait did not discuss the use of oil paper to put pressure on the issue of Jerusalem.”
“I expect oil to remain at $ 60 a barrel in 2018,” he told reporters.
He pointed out that “the current production of Iraq is between 4.350 million barrels per day and 4.360 million barrels per day.”
“We intend to finish the pipeline between Ceyhan and Kirkuk in one year,” the Iraqi oil minister said of his country’s efforts to build the pipeline between Ceyhan and Kirkuk.
On the development of oil production from the fields of Kirkuk revealed Allaibi said, “I plan to visit the Kirkuk field next Thursday, accompanied by the CEO of BP to activate the agreement.”
“We have a memorandum of understanding with BP to assess the Kirkuk field in order to increase its production and improve the reservoir,” he said.
On the oil agreement announced by Baghdad yesterday with Iran on the export of oil from the fields of Kirkuk through the basin to Iran, said Allaibi “Our agreement with Iran to exchange crude oil between 30 and 60 thousand barrels per day and one year, we look at the possibility of renewal.”

Jarallah noted that the next conference for the reconstruction of Iraq will be headed by five parties, represented by the European Union, Iraq, the United Nations, Kuwait and the World Bank.

He pointed out that his country has started contacts with the World Bank through the Kuwait Fund for Arab Economic Development to formulate the picture and nature of the next conference. Every once in a while, the natural gas price spikes on the Henry Hub. Long term, the Kuwaiti demand for $3/MMBTU natural gas pricing is far more in line than Iraqi demand for $5/MMBTU.

 

Besides, Iraq made a really bad deal with Iran on the natural gas pricing and shouldn't be trying to make up for their bad deal with Iran by forcing the Kuwaitis to pay a higher price.

 

Besides, the "natural gas" from Iraq is likely mostly the off gas from the crude oil extraction process and likely has C2s and higher compounds with H2S (nasty, nasty poisonous gas) unless Iraq processes all the "natural gas" proposed to being sent to Kuwait to remove the C2 and higher compounds along with the H2S.

 

Iraq needs to get over it and agree to the $3/MMBTU price the Kuwaitis are demanding and have scheduled and prescriptive pricing renegotiating clauses in the contract. Iraq should also redo and force the Iranian contract with similar schedule and pricing renegotiating clauses.

 

With all the moving parts and countries involved, I can't help but wonder this is one piece that needs to be agreed since the Chapter VII lifting was (if I remember right) partially based on this deal under agreement with Kuwait. With the Kuwaiti conference for the reconstruction of Iraq occurring February 12-14, 2018, I suspect this deal will get a whole lot more attention prior to the conference.

Al-Jarallah pointed out that Iraq would be paying the compensation due to Kuwait in cash, after backing down from the agreement to pay it in kind, with Iraqi gas. He added that payments would continue until 2021.

With regards to property belonging to Kuwaitis held in Iraq, the official stressed that it is all there and preserved. He said that he is communicating with Iraq regarding the restoration of the property to Kuwaiti citizens.

OK, let me get this straight:  Iraq makes a deal with Kuwait to pay them back with gas instead of cash (because they're broke), BUT ALL OF A SUDDEN, they have cash to use money now ( or very soon )?

 

I gotta think that SOMETHING has changed recently.  Stretching out the payback deal means nothing, one can always pay off a debt early.  

This sounds like Iraq made a deal with Kuwait that was grossly in Kuwait's favor (great deal on the gas) in order to get the Chapter 7 monkey off their back, but now that (maybe) their money may be suddenly worth more, it's cheaper to go back to the financial route.  Why go through all of this?  They don't trust each other 100% yet, and this affords them both guarantees in the event something or someone disappoints the other.  

 

In fact, this may have been part of the original deal anyway.

Kuwaiti Oil Minister and Minister of Electricity and Water Bakheet Al-Rashidi said that the import of Iraqi gas in the final stages and that the agreement on the matter will be within months

Al-Rashidi said that talks with Iraq on the import of gas from Iraq in the final stages expected to be an agreement within months.

He pointed out that the transfer of gas from Iraq to Kuwait will be "through the pipelines, where Iraq is responsible for the lines extended in its territory while Kuwait is responsible for the lines extending in its territory."

On the investment of Kuwaiti oil companies in Iraq, Al-Rashidi said that a Kuwaiti private oil company is currently investing in Iraq, wondering "Why do not we have investment in Iraq as long as it is stable?"

The conference, which is being organized by the Kuwait Chamber of Commerce and Industry, will take place on Tuesday at the Kuwait International Conference on Iraq Reconstruction.

The opening session of the conference will discuss the environment for private sector participation in the reconstruction of Iraq, with the participation of Kuwait Chamber of Commerce and Industry President Ali al-Ghanim, head of the Iraqi National Investment Commission Sami al-Araji and Iraqi Planning Minister Salman al-Jumaili.

The conference will discuss the investment environment in Iraq, the reform program and the means of reconstruction as well as reviewing the private sector opportunities through presenting successful investment experiences, the main investment opportunities in Iraq and the role of the International Finance Corporation in this regard.

The conference will also consider the main investment sectors in Iraq in the fields of oil and gas, transport, industries, real estate, economic zones, energy, agriculture, health and others.
