(Reuters) - Iraq's monthly revenues from oil exports exceeded their highest levels, reaching $ 7.91 billion last September.

Iraqi Oil Company Plans Major Production Hike

Basra Oil Company, which accounts for the bulk of Iraq’s crude oil production, plans to increase its production to 5 million bpd from the current 3.2 million bpd by 2025, S&P Global Platts reports, citing the company’s Director General, Ihsan Ismaael who spoke at an industry event in Turkey.

Ismaael said the plans would involve the construction of new oil pipelines and that this level of production will be sustained for as long as two decades. Currently, Basra Oil Company produces 75 percent of Iraq’s crude oil.

Most of the additional production, the executive said, will come from fields that are operated by international oil companies, but some will come from BOC-operated projects. The foreign-operated fields will contribute 1.8 million bpd to the higher production. These include West Qurna-1 operated by Exxon, West Qurna-2 operated by Lukoil, Rumaila with BP as operator, and Zubair, operated by Eni. The increase will happen over the next three to five years.

 

The BOC-operated fields will add 700,000 bpd to overall production by 2024.

Along with the increase in production, BOC will also expand its export capacity by as much as 3 million bpd by replacing old pipelines with new ones. This would also solve a problem that the current infrastructure is having, with one of the pipelines that takes the crude from fields to the export terminals operating at below 50 percent of capacity due to the risk of rupture.

 

Iraq’s government earlier announced plans to boost oil production considerably, but analysts from IHS Markit forecast this will be tough to accomplish, projecting instead only a marginal increase in production to a total of 5 million bpd, because of continued political instability and economic troubles. The country has a capacity to produce 7 million bpd.

Iraq had oil reserves of 153 billion barrels as of last year, but earlier this year Oil Minister Jabar al-Luaibi said the actual reserves could be twice as large. If the higher estimate proves true, it would make Iraq the largest oil-rich country in the world, even ahead of Venezuela, which claims its reserves are just above 300 billion barrels, and also ahead of Saudi Arabia, with 260.8 billion barrels.

South Korea Cuts Iran Oil Imports To Zero

South Korea has stopped importing crude oil from Iran ahead of the U.S. sanctions that will enter into effect on November 5, Reuters reports, citing customs data. The country imported zero Iranian oil in September for the first time in six years.

The news is the expected end of a process: since the start of 2018, South Korean imports of Iranian crude had fallen by 49.1 percent from 2017, as of the end of September, to a total 7.15 million tons. The country’s total September imports also declined on an annual basis, by more than a tenth to 10.83 million tons.

The share of U.S. crude went up fivefold to 668,704 tons in the reported month, while imports of Saudi crude declined by 6.9 percent to 3.41 million tons.

South Korea is the world’s fifth-largest crude oil importer, and as such an important client for Iran’s oil alongside China and India. Yet South Korea is a close ally of the United States, and it is no surprise the country opted for full compliance with Washington’s insistence on importers to cut their intake of Iranian crude to zero.

Perhaps the country’s government hopes it will be rewarded with a sanction waiver so it can restart purchases of Iranian oil, although it would be at a much lower rate in all likelihood. Since the start of the Iranian year, in late March, South Korea had been buying Iranian crude at a daily rate of almost 300,000 barrels.

Earlier this year, reports emerged that South Korea was planning to stop buying Iranian oil in July, but official Korean sources refuted the claims, made by unnamed sources. In September, Bloomberg reported that South Korea had stopped importing Iranian earlier, in August, citing shipping data. Yet with Iranian tankers cloaking their journeys to crude oil buyers, official tracking data may not be as reliable as it used to be.

ERBIL, Kurdistan Region — The Kurdistan Regional Government (KRG) ordered the closure of hundreds of “illegal” oil refineries; additionally, other facilities which are licensed are subject to review. 

The KRG interior ministry has tasked a committee to work on the closure of 164 "illegal refineries,” said Sami Jalal, a relevant official from the ministry.

"They will not just be closed down, but completely removed so they cannot be restored to operate again," said Jalal, who is in charge of monitoring refineries in the Kurdistan Region.

He hinted that other refineries "do have shortcomings, despite holding licenses.” 

The government has warned those facilities to improve or they will face permanent closure.

"Some 28 refineries have shortcomings. They will be given a two month ultimatum to fix their shortcomings or they will be closed and face investigations," he explained.

The KRG Ministry of Natural Resources repeatedly vowed to remove the illegal refineries, but has not followed through.

“These refineries have caused great damage to the environment and health. Examples from Erbil and Sulaimani were discussed where refineries have caused great damage to water resources and agriculture, and they are a main cause for the spread of some diseases,” read a government statement after a meeting of the KRG’s Oil and Gas Council in late July.

Oil sales provide the bulk of the KRG’s revenues. Several multinational oil firms operate in the Kurdistan Region, which has privatized its energy sector. Elsewhere in Iraq, the energy sector is state-owned.

Illegal operations and refineries have plagued the environment. Waste is frequently dumped untreated into waterways in the Kurdistan Region.

In April 2017, the KRG shut down 61 illegal refineries and pledged to address the problem of an additional 129 locations.

After the loss of oil-rich Kirkuk in October 2017, the KRG says oil revenues were nearly halved. Baghdad has refused to export oil from Kirkuk through the Ceyhan pipeline. Economic insiders say the decision has cost Iraq $5 billion so far. Around 300,000 bpd pumped from Kirkuk to the Turkish port daily.

Smaller international oil companies have explored more difficult oil deposits and have reported promising results for investors. The KRG remains committed to repaying oil debts to several firms which left the Kurdistan Region during the economic crisis that was coupled with the ISIS conflict and an influx of 1.8 million IDPs and refugees.

Iraq is seeking to produce seven million bpd through the newly established National Oil Company and export four million bpd in 2019, Iraqi Oil Minister Jabbar al-Luaibi said on Saturday .

Al-Allaibi said in an interview with state television that Iraq hopes to export one million barrels per day through the Jordanian port of Aqaba, without specifying a date. He said gas burning from oil extraction would be halted by 2021 .

 

Al-Luaibi said the Baiji refinery in the north of the country had returned to production of 70,000 bpd.

The governor of Dhi Qar, Yahya Naciri, announced on Wednesday the signing of the project of the new Nasiriyah refinery with a capacity of 150,000 barrels per day. 
In a statement received by Mawazine News, Naciri said that "Dhi Qar is facing an important and historic achievement after signing with the signing of the Nasiriyah oil refinery to a Canadian company."

The Ministry of Oil announced the total oil exports and revenues achieved for the month of September, according to the final statistics issued by the Iraqi Oil Marketing Company (Sumo), which amounted to more than 106 million barrels. 
The spokesman for the Ministry of Oil Assem Jihad in a statement received by "Economy News", the total quantities exported crude oil for the month of September from the oil fields in central and southern Iraq amounted to (106) million and (795) and (22) barrels, (7) billion and (919) million and (848) thousand dollars, while not recorded statistics exports from the fields of Kirkuk. 
Jihad said the average price per barrel was (74,159) dollars. 
He pointed out that the exported quantities were loaded by (38) international companies of different nationalities, from the ports of Basra and Khor al-Amayah and monoliths on the Gulf.

Iraq suspends oil exports to Iran and resumes with Turkey
(Reuters) - Iraq will stop transporting crude from the Kirkuk oilfield to Iran in November to comply with US sanctions on its neighbor, two sources familiar with Iraqi oil exports said on Friday.
The sources told Reuters that "Iraq currently exports less than 30 thousand barrels per day of Kirkuk crude to Iran by truck."
