Economy News Baghdad

The Ministry of Oil announced on Saturday that the refinery of Al-Samoud (Baiji) is close to half of its design capacity, indicating that the capacity of liquidation across the country is currently 700 thousand barrels.

"The refinery of Kirkuk has been rehabilitated and its production capacity has been increased from 30 to 55 thousand barrels per day, as well as the rehabilitation of the refinery and the doubling of its production capacity from 10 to 20," Undersecretary Fayyad Nima said in a statement quoted by the official newspaper Al-Sabah. Thousand barrels a day. "

He added that "the works also included the rehabilitation of the Chinese refinery and increase refining capacity from 20 to 30 thousand barrels per day, in addition to the operation of a modern refinery by 16 thousand barrels per day," stressing that "the most important achievements of the Ministry and the effort of local staff, is the restart of refineries (Baiji) by 20 percent of its previous refining capacity of 350 thousand barrels per day. "

He pointed out that "the technical and engineering staffs continue to rehabilitate the other parts of the refinery, and it is hoped that the operations of other units will be completed by 20 percent over the next six months, and the refinery will be re-produced by 40 percent of its design capacity, which fills a large proportion of the country's needs for oil derivatives "He said.

He stressed that the refineries of Al-Sumoud (Baiji) have been severely damaged as a result of booby-traps and explosive devices and deliberate sabotage by the "da'ash", which affected all its joints, which requires the import of backup materials from international companies to rehabilitate, and therefore the ministry contacted international companies and was concluded Contracts for the supply of these materials as soon as possible, noting that "the rehabilitation work continues with Iraqi hands and materials available within the country."

Economy News _ Baghdad

The Kurdistan Regional Government (KRG) announced on Sunday that its crude oil export ceiling will rise to 400,000 bpd.
The government said in a statement read by "Economy News" that production in the field (Vishkhabur), near the city of Dohuk, increased by 50 thousand barrels per day.

The increase "compensates for the shortage in the field (Tawke) near the town of Zakho, whose production has decreased since July 2017 from 107 thousand barrels to 80 thousand barrels per day only."

The statement added that the government of the province has set up a pumping station for oil in the town of Sheikhan in Dohuk province, which will raise the capacity of export pipelines in the region by 900 thousand barrels per day, adding that the region is now able to export 400,000 barrels of crude oil per day.

KRG Update on Oil Production and Operations

Tawke Licence:

The Kurdistan Regional Government notes the updates by DNO and Genel Energy on November 1st regarding production increases under the Tawke Production Sharing Contract (PSC).

The KRG is pleased with the efforts of the Tawke PSC Contractors in the Peshkabir area of the Tawke PSC Licence, where production has risen to over 50,000 barrels per day (bpd) within 18 months, exceeding expectations.

The recent boost in production at the Peshkabir area has more than compensated for the natural decline of the main Tawke field area, where production is now down to about 80,000 bpd, from 109,000 bpd in July 2017. Overall production under the Tawke PSC Licence reached 126,000 during October, compared to 114,000 bpd in July 2017. The current average is around 130,000 bpd (click here to view the chart).

Pipeline Upgrades:

The KRG has also recently completed an upgrade of its export pipeline by installing another pumping station at Shaikhan, which boosts capacity of the pipeline from 700,000 bpd to 1 million bpd. This extra capacity will accommodate future production growth from KRG producing fields, and can also be used by the federal government to export the currently stranded oil in Kirkuk and surrounding areas.

Oil Export:

The KRG currently exports over 400,000 bpd of crude oil. The KRG’s policy of maintaining consistent and timely payments to its producing oil companies has led to more investment in its oil fields, stabilising production levels and paving the way for further production increases during 2019. These export achievements generate more revenues that will help to reduce the KRG’s overall debts and aid the economic revival and sustainability of the Kurdistan Region. The KRG’s policy of supporting its producers provides further evidence that Kurdistan’s PSCs are a win-win for investors and the citizens of the Kurdistan Region.

Economy News Baghdad

The Ministry of Natural Resources in the Kurdistan Regional Government said that the pipeline was updated to export oil to a capacity of one million barrels per day compared to 700 thousand barrels at the moment.

The crude pipeline passes through Kurdistan to a measurement station in Vishkhabur near the Turkish and Syrian borders before feeding another pipeline that carries oil to the Turkish coast overlooking the Mediterranean.

The Federal Government (Baghdad) can also use them to export the oil that is currently being exported to Kirkuk and the surrounding areas, "the ministry said in a statement.

The statement added that Kurdistan currently exports more than 400 thousand barrels of crude.

Exports from Kirkuk oilfields have been stalled since the Iraqi government seized control of Kurdish fields last year in response to a referendum on independence held by the region despite opposition from Turkey, Iran and Western powers.

While reading this thread, I can't help but wonder why the HCL is not being concluded. IF I recall correctly, the main purpose of the HCL is to make sure the oil funds are evenly distributed to the provinces. (If I'm wrong, correct me) So, with the increase of the production of oil/crude, then common sense ( I know, I know, we are discussing Iraq 😏) would indicate it is time to complete the HCL. Thoughts anyone?

WASHINGTON (Reuters) - The administration of President Donald Trump is seeking to restore oil production in the so-called "divided" region between Iraq, Kuwait and Saudi Arabia by mediating with the two , a US newspaper reported .

The Wall Street Journal said on Sunday, November 4, 2018, that "the administration of US President Donald Trump is seeking to mediate a deal between Saudi Arabia and Kuwait to restore oil production in the so-called neutral zone" divided "between Iraq, Kuwait and Saudi Arabia, mediating with The latter, and stimulate Iraq to export oil from the Kurdistan region. "

The Saudi-Kuwaiti neutral zone, known as the "neutral zone", covers an area of 5,770 km2, located between the borders of Saudi Arabia and Kuwait. The border remained unknown between December 2, 1922 and January 18, 1970.

The "Neutral Zone" contains rich oil fields, the largest of which is Khafji and Al Wafra, with production between 500,000 and 600,000 barrels per day (bpd) between the two countries, before the closure of these fields between 2014 and 2015 for reasons that both governments said were "environmental and operational" The former Kuwaiti oil minister, Ali al-Ameer, said that the crisis of the oil production in the neutral zone between Saudi Arabia and Kuwait is not only a technical crisis, but a "political crisis."

Mubasher: A recent report said that the State of Iraq is close to agreements with foreign companies to modernize the production capacity of its oil fields, as well as the development of exports of crude.

Iraqi Oil Minister Thamir al-Ghadhban said Tuesday that his country would soon reach agreements with foreign international companies to modernize oil production and export capacity, according to Reuters.

The minister pointed out that his country aims to link the capacity of production estimated at 5 million barrels per day during 2019, expected to average export of Iraqi crude to 3.8 million barrels per day.

Al-Ghadhban pointed out that Iraq seeks production capacity of 8.5 million barrels per day in the coming years, after the modernization of the infrastructure of the sector.

He added that the updated production capacity will ensure 6.5 million barrels of oil fields in the south, and another one million barrels per day after completion of the construction of a new pipeline between Kirkuk and Jihan.

The minister said that his country received three offers from foreign contractors to build a giant water treatment plant, which he described as necessary to strengthen Iraq's oil production capacity, expected to start work in early 2019, and the cost of billions of dollars.

The Iraqi minister said today that the shortage of oil supplies caused by the new US sanctions on Iran has not been measured before the OPEC meeting scheduled for next month.

He concluded that knowing the actual decline was necessary before Baghdad and other members of the organization decided how to deal , and whether to compensate it, producers of OPEC or other countries.

By 5:31 pm GMT, the price of Brent crude futures fell 2.3% to $ 71.51 a barrel. The price of Nymex crude for December delivery fell more than 2.4% to $ 61.58 a barrel.

The growth of the oil sector in the Kurdistan Region compared to Iraq
The growth of the oil sector in the Kurdistan Region compared to Iraq

Report / Shahriar Hakhalr

Oil is for most exporting countries wealth, is the engine of the economy and a major source of securing the general budget of the country, so the success of countries in their plans associated with increasing their capacity to produce and sell the oil level, the standard head of the evaluation of their government 's capabilities.

In this report, after reviewing the two phases of the oil sector in the Kurdistan Region, we will compare it with the oil sector in Iraq to enable us to provide a better analysis of the progress of the oil sector in the Kurdistan Region and identify a section of its problems.

According to the data of the Ministry of Natural Resources in the Kurdistan Region, the region has more than 45 billion barrels of crude oil and more than three trillion cubic meters of natural gas, according to these data, the region owns about 25% of Iraqi crude oil reserves and 60% of natural gas . After 2003, this natural wealth attracted the attention of a large number of international oil and gas companies and major countries to invest and participate in development projects.

The most important oil fields of Kurdistan are: Khurmala, Tauke, Sheikhan, Atroush and Taqtaq. Khurmala field is considered one of the rich fields with an estimated reserve of two billion barrels.

The growth in the oil sector of the Kurdistan Region until 1994-1996 was limited to the drilling and extraction of oil from two wells in the field of Taqtaq, and until 2003 did not see the current borders of the Kurdistan Region production of little oil, it can be said that the wealth of oil and gas in the Kurdistan region has remained a virgin until In 2004.

The acceleration of the growth of this sector after 2003, especially during the period 2005 to 2014 very dramatically and was a strong engine for the growth of the economy of Kurdistan, so it is necessary to remove the obstacles to this engine and the plan of a court to adopt an oil sector in Kurdistan professionally with global foundations and identity.

The Kurdistan Oil Sector during the period 2003-2009:

Kinnal Energie Turkish company was the first international oil company to pay attention to the Kurdistan Region, based on an agreement with the Kurdistan Regional Government concluded in 2002, this company began work on the development of Taqtaq oil production field, Has been discovered since 1978 and began production from two wells in very modest quantities during the period 1994-1996, and is considered the oil of Taqtaq in terms of quality of the best types of oil globally.

After the formation of the Ministry of Natural Resources in 2006, was issued in 2007 the oil and gas law for the Kurdistan Region and the establishment of official institutions for the development of this sector. Then, through the division of the Kurdistan Region into 48 sectors and eight oil regions and the start of production in the field of Taoki, began to attract foreign companies.

The most important gains of the oil sector in the Kurdistan Region during that period:

Until 2004:

- Signing the first oil contract with a foreign company to develop the field of Tawke.

- The arrival of five foreign companies (Knell Energy, Pete Oil, Prime Natural Resources, DNO and Western Zacros) to Kurdistan and the signing of contracts.

Until 2006:

- Formation of the Ministry of Natural Resources.

- Signing seven contracts with foreign companies, the most important of which is the contract with Knell Energy to develop the field of Tawke.

- The arrival of KNOC, Reliance, Heritage, A & T and Assaks companies to Kurdistan.

- Drilling of the first well after 2003 in the field of Taoki in 2005.

- Start the project of drilling and drilling in eight wells.

- The division of the Kurdistan Region into 48 sectors and eight oil regions.

Until 2009:

- Contracting and agreeing on half of the regions and oil sectors.

- Half of the fields being explored, discovered after 2003.

- About 30 international companies went to Kurdistan.

- The arrival of 16 new companies to Kurdistan, and most famous DanaGaz, Hunt Oil and Golf Keystone.

- Production reaches 50,000 barrels per day.

- Start exporting oil abroad.

- Signing seven more contracts for development and production in the main fields in the Kurdistan Region.

- Oil exploration projects have accelerated significantly.

The news of the development of the oil sector in Kurdistan in the light of security and stability in the Kurdistan Region, has attracted the attention of other companies also despite the continuing threats by the Government of the Center, and this period of six years is an important period in the history of the Kurdistan Region oil sector.

Iraqi oil sector between 2003 and 2009:

While the Iraqi oil sector until 2003, has more than 102 billion barrels of crude oil, and in 2001 produced more than 2.523 million barrels per day, and in 2002 was produced more than 2.116 million barrels per day , As well as the fact that Iraq is one of the founders of the Organization of Petroleum Exporting Countries (OPEC) and a well-known oil, the growth of the oil sector during 2003-2009 was very weak compared to growth in the Kurdistan Region.

While the Kurdistan Region signed until 2009 more than 22 contracts for the development and production of oil fields in areas within the administrative boundaries of the region, the Iraqi government failed in the first round of licenses to display its oil and gas fields famous foreign companies, and reached only one agreement with BP and CNPC On the Rumaila field, which is the fourth oil field in the world and the reserve of oil more than 17 billion barrels (about 15% of the total Iraqi oil reserves), and in the second round offered ten oil fields, and got contracts for seven, and did not show any company willing to work in three Fields.

Iraqi oil production continued during this period, depending on the previous infrastructure for 2003, the same as the previous ratios, and this comes while Iraq produced in 1989 about three million barrels per day.

Thus, it is possible to say that the oil sector of Kurdistan Region, which was not known before, was during 2003-2009 more successful than the Iraqi oil sector.

Kurdistan Oil Sector in the period 2010-2018:

After 2009, after the success of oil plans for the Kurdistan Region, the international companies expressed readiness and willingness to invest in the oil sector in Kurdistan. Exxon Mobil, Total, Chevron and Gazprom were contracted to one or more fields, which led to the improvement of the reputation of Kurdistan oil.

Up to 2014, more than 180 oil wells were drilled, 55-60% of which were produced.

A number of new fields were also discovered during the period, including: Sergla, Banabawi, Suara Tikka, Banana, Atruch, Fishkhabur, Bakherman and Shwa Shin. The pipeline was also transferred to the Turkish port of Ceyhan and was connected to the Turkish pipeline. Production began in a number of new fields. Production reached 250,000 barrels per day in 2014, benefiting Kirkuk and Bay Hassan. Production exceeded 650,000 barrels per day in 2015. Until then, the number of countries that buy Kurdistan oil ten countries, and Kurdistan oil is no longer a problem in marketing.

The most important gains achieved by the Kurdistan Oil Sector until the end of 2014, is:

- 16 new international companies directed towards Kurdistan, the most famous are: Exxon Mobil, Chevron, Total and Hess.

- The productive capacity of the fields of the Kurdistan Region increased to more than 400,000 barrels per day.

- Exports rose to more than 300,000 barrels per day.

- Registration of 36 new discoveries in the fields of Kurdistan, and the reserve of ten fields suitable for production and economic glory.

- Production in four main fields is remarkable, exceeding 300,000 barrels per day.

The high level of oil production in the Kurdistan Region in 2015, although declining in 2016, to 597000 barrels per day, and to 268 thousand barrels after 16 October 2017, was a major victory in the legal field as well as in the field of technology and oil marketing, because this production exceeded at least The production of three members of the Organization of the Petroleum Exporting Countries in 2017 (Gabon 200,000, Guinea 133,000, and Congo 252000 barrels per day) comes as these countries have for years been a member of the Organization and contribute to the formulation of global oil policy.

These developments come at a time when about half of Kurdistan's fields (in number) are in mountainous areas or close to the border and from an alarming danger (2014-2017), which makes these achievements even more important.

During the period 2010-2017, a section of the companies operating in the Kurdistan Region stopped their work and were unable to achieve their goals. This was in part linked to the decline in oil prices and investment expenses in those fields, which made the continuation of these projects uneconomical. Delayed payment of shares of companies, and has threatened threats to stop the activity of some companies such as: Exxon Mobil and Chevron. But did not leave one company Kurdistan because of lack of confidence or because of problems related to contractual terms, and is expected to lead to higher oil prices to more than $ 85 a barrel to activate the stalled projects.

Iraqi oil sector between 2010 and 2018:

After 2009, the Iraqi Ministry of Oil was able to contract a number of old fields with large reserves, such as Zubayr, Missan and Qurna. Within the framework of the third round of licenses, it was able to contract for three gas fields: Akas, Mansourieh and Siba. In the fourth round, in 2012, only three of 12 fields were contracted and the Iraqi Ministry of Oil did not succeed in this round. In the fifth round, four fields were neglected and there were contracts on seven fields.

Companies that came to work in Iraq during the period 2009-2018 were of less importance when compared to companies that came during the period 2003-2009, it was less technology and capital, that was then declined in contrast to what happened with the Kurdistan Region oil sector where companies The largest and most important after 2009 to the Kurdistan Region.

Despite the status of Iraq in OPEC and the oil market, the Iraqi oil sector has not been able in the last nine years to contract the development of a number of fields and sectors of oil, and many companies that entered into the contracts of the first has been reduced or sold shares, Exxon Mobil that sold 35% of its shares in Qurna 1, or Shell or Pieberonas, which left the field of Majnoon, while the reserve of these two fields of 7.21 billion barrels of crude oil (that is equivalent to half the reserve of all oil in the Kurdistan Region, and about 15% of Iraq's oil).

The Iraqi oil sector was able to produce Rumaila (which produces more than 1.445 million barrels per day, other large fields such as Zubair, which produces 475,000 barrels per day, and Qurna 1, which produces 475,000 barrels per day), increased its production compared with 2002, Infrastructure and supplies to achieve the goal of producing 12 million barrels per day, not even to achieve the goal of nine million barrels, which was adopted later, to set himself a target of a minimum of six million barrels only, indicating the magnitude of the problems facing the Iraqi oil sector seems to be part of those The problems are related to the contract forms and the work system in Ala This comes at a time when Iraq enjoys an important oil reserves and extends its production history to ninety years and most of the southern oil fields (Basra and neighboring provinces) located in non-mountainous areas of the past work has been done.

It is not possible not to pay attention to the role of falling oil prices, which is a major part of the problems of the oil sector in both Iraq and the Kurdistan Region, as well as the problem of war, which not only consumes a large part of the budget, but rather to create problems for development projects, Least in fields near combat zones.

Conclusion:

Despite the criticism of many economists, technicians and experts of the oil sector in the Kurdistan Region, it can be said that this sector during the last 15 years, was successful to a large extent compared to his Iraqi counterpart, although the obstacles were more, and this sector has achieved a large part of its goals and More successful in implementing his plans.

It is also clear that the security and political stability in the Kurdistan Region and its environs (especially in the period before 2014) had an important impact on the achievement of some of the objectives, and that failure to achieve some of the objectives is linked to the decline in oil prices and losses of international companies, The threats and complaints of the Center's government have a negative impact on the oil sector in the Kurdistan Region. In addition, the formulas of contracts that needed investment and capital of oil companies, is another part of the reasons for disruption of projects in the Kurdistan Region.

Iraq ends the deal to resume oil exports Kirkuk through the Kurdistan Region

Iraq ends the deal to resume oil exports Kirkuk through the Kurdistan Region

The Iraqi newspaper "Financial Times" on Saturday that Baghdad has completed the deal to resume oil from the province of Kirkuk through the territory of the Kurdistan Region.

"Baghdad is approaching an agreement with the semi-autonomous Kurdistan Regional Government to resume oil exports from the disputed region as the US sanctions on Iran's energy sales increase," the newspaper said in a statement published today.

Two sources familiar with Iraq's oil export operations said late October that Iraq would halt the transfer of crude from the Kirkuk oil field to Iran in November to comply with US sanctions on its neighbor.

The news agency "Reuters" that exporters told them that Iraq currently exports less than 30 thousand barrels per day of Kirkuk crude to Iran by truck.

The two sources said that the former Iraqi federal government reached an agreement in mid-October with the Kurdistan Regional Government to resume the export of crude to the Turkish port of Ceyhan across the Kurdish region.

They said the deal was subject to final approval from newly appointed Iraqi Prime Minister Adel Abdul Mahdi and oil minister.

Oil expert Hamza al - Jawahiri

Ruudao - Erbil

Oil expert, Hamza al-Jawahiri, said Saturday, November 10, 2018, that the Iraqi government wants to export oil through the pipeline of the Kurdistan Region.

Al-Jawahiri said in a statement to the media network Roudao that Iraq's reserve as advertised is little of the reality, because the reality is much more according to the scientific studies that took place, it should be followed by an exploratory effort to ensure that the existence of oil and gas can then raise the stock either Was in Kurdistan or Iraq "

With regard to oil in the disputed areas between Erbil and Baghdad, said jeweler that" oil in the disputed areas is not the property of the Kurdistan Region as it is located in the disputed areas, "referring to" the fields discovered within the administrative boundaries recognized by Before the government "They do not make up anything."

The Iraqi expert that "the reserve located in Kurdistan only 5% of the total Iraqi reserves, and 25% of the reserves in all the disputed areas in Kirkuk, Diyala, and Nineveh."

He added that "Kurdistan contracts with oil companies are contracts share production, is not allowed in terms of the Constitution to bring any foreign partner or even local, because oil belongs to all the Iraqi people."

He pointed out that "more than the law of oil and gas at the level of Iraq by the federal government, but the biggest obstacle is the issue of compatibility, that is, the region refuses to deal with the federal government on these laws," pointing out that "a solution can be found if the dialogues are Among specialists. "

Baghdad / News

The newspaper 'Financial Times' British, there is a prospective agreement between the federal government and the Kurdistan Regional Government, to resolve the issue of oil exports from the disputed areas and Kirkuk.

Negotiations between Baghdad and Erbil on the re-export of oil from the disputed areas began last year. In recent weeks, talks between the two sides have reached an advanced stage, with the two sides expected to reach a final agreement this month, the paper said in a report.

The newspaper quoted three sources, who asked not to be named, saying that the new Finance Minister Fuad Hussein, and oil Thamer Ghadhban joined the negotiations between Baghdad and Erbil.

She pointed out that 'an agreement between Baghdad and the territorial government could add up to 400 thousand barrels per day to Iraqi exports'.

Talk of an agreement on the re-export of oil and disputed Kirkuk, the days after the validity of the second package of US sanctions against Tehran, which caused high global oil prices

The State Department said last Thursday that Iraq must increase its share of oil exports to world markets to meet the shortfall in Iranian crude exports.

Iraq stopped the export of oil from Kirkuk after the redeployment of federal forces in the province mid-October 2017, after the withdrawal of Peshmerga forces from Kirkuk and disputed areas.

  • yota691 changed the title to "Financial Times": Baghdad is close to the agreement with Erbil to re-export Kirkuk oil

Sunday 11 November 2018 7:20 pm| Number of readings:

Washington presses Baghdad to resume Kirkuk oil exports! (Expanded report)
The Iraqi oil fields in the disputed Kirkuk region gained new importance after the United States reintroduced oil sanctions on neighboring Iran. Washington is pressing Baghdad to resume exports, which were halted last year.

Iraq aims to raise its export capacity to 8.5 million barrels per day in the coming years from less than 5 million barrels a day, of which can reach one million through Kirkuk. But this appeal is not just about turning the tap back.

Why is Kirkuk so important?

Size and revenue. The suspension of exports from Kirkuk stopped nearly 300,000 barrels per day from Iraq towards Turkey and international markets, causing a net loss of revenues of about $ 8 billion since the end of last year.

Most of Iraq's exports come from southern fields, but Kirkuk is one of the largest and oldest oil fields in the Middle East and is estimated to contain about 9 billion barrels of recoverable oil.

The United States also sees Kirkuk as an option to help offset the global shortage of oil supplies because of the sanctions it has imposed on Iran, which prevent the purchase of Iranian oil.

Oil industry sources said Washington had pressed Baghdad to suspend all shipments of oil to Iran and resume its flow from Kirkuk to Turkey.

What are the stressful exports and what are the obstacles that still exist?

Exports have been suspended since October 2017 when Iraqi government forces seized Kirkuk from semi-independent Kurdish authorities in northern Iraq in response to a referendum calling for Kurdish independence.

The Kurds took control of Kirkuk and its oil fields after he expelled elements of an organization calling for the Iraqi army in 2014, and Kurdish forces in turn expelled the terrorists.

The resumption of exports from Kirkuk depends on negotiations between Baghdad and the Kurds.

The pipeline used by Baghdad for export through Turkey had been destroyed by the Islamic state - leaving only one pipeline, built and controlled by the Kurds. The Iraqi government must use it, or build a new pipeline. She is studying both options.

WHO controls oil flows Kirkuk?

On paper, Baghdad. But if Iraq decides to use the Kurdish pipeline to export oil, it needs to negotiate.

The Kurds are likely to seek a larger share of Iraqi oil revenues in return. Baghdad may also have to confront Russian Rosneft ( ROSN.MM ), which bought the Kurdish part of the pipeline last year.

When Kirkuk exports resume, how?

As soon as Baghdad and the Kurds reach an agreement - and then the American pressure to do so. If no agreement is reached, Iraq will have to build a new pipeline, which could take about two years.

The Kurdish authorities said that the Rosneft pipeline was developed to become 1 million barrels per day, which can accommodate 400 thousand barrels per day coming from other oil fields in Kurdistan, in addition to 300,000 barrels per day from Kirkuk.

Iraqi authorities say they still need to feed local refineries - where Kirkuk's current output is being diverted - so even if exports from Kirkuk resume, they will not exceed 100,000 barrels per day, meaning that total exports through Kurdistan will be only 500,000 barrels per day .

That would be less than the peak of Kurdish exports by 700,000 bpd before the failed referendum, and not enough to help Turkey reduce its dependence on Iranian oil.

Will US sanctions affect the Iraqi oil sector?

Iraq and Iran traded only small amounts of oil before imposing new sanctions - about 30,000 barrels a day in every direction, including Kirkuk - but the Iraqi economy as a whole depends heavily on trade with Iran.

Iranian gas supplies feed Iraqi power plants, for example. Washington has given Iraq a concession to Iranian gas as well as food, but says it is only temporary, causing uncertainty in Baghdad.

Prime Minister Adel Abdul Mahdi, agreed on an 'oil' proposal to extend a pipeline through the Kurdistan region, and to be exported from 250 thousand barrels per day, 300 thousand of Kirkuk oil to Turkey, Tukan former Prime Minister, Haider Abadi have reserved it.

"We offered at the beginning of 2018 to Abadi a proposal to extend a pipeline through the Kurdistan region, and to export from 250 thousand barrels per day, 300 thousand of Kirkuk oil to Turkey, and revenues return to Iraq as a whole," the spokesman of the government of Kurdistan, Sven Dziyi, told reporters in Erbil. Abadi did not respond to him. '

Dzei pointed out that 'weeks ago we submitted the same proposal and idea to the Prime Minister Adel Abdul Mahdi, was welcomed the proposal', noting that 'the current federal government welcomed only, did not enter the proposal in the framework of practical implementation'.

And hopes the issuance of a decision from Baghdad on the export of Kirkuk oil through the Kurdistan region, especially with the start of economic sanctions imposed by America on Iran, 'stressing that' global markets need Kirkuk oil, and the export of 300,000 barrels of Kirkuk could fill part of the shortage Which will happen because of those sanctions on Iran '.

He pointed out that 'the decision had been issued from Baghdad earlier this year, Iraq would have achieved more than 6 billion US dollars financial revenues from Kirkuk oil'.
