https://www.iraqinews.com/business-iraqi-dinar/iraq-signs-bp-deal-for-kirkuk-oilfield-development-ministry/

Baghdad (IraqiNews.com) Iraq intends to sign a contract with British Petroleum for the development of oil fields at Kirkuk province, the oil ministry said on Friday.

Ministry spokesperson Assem Jihad was quoted by Alsumaria News saying that “Oil Minister Jabbar al-Luaibi will attend tomorrow, Saturday, a signature ceremony for the development of Kirkuk oil fields by the North Oil Company and BP”.

According to Jihad, “the purpose of that contract is the development of Kirkuk province fields and laying down the required plans to boost their productivity”.

He explained that the British company will conduct required surveys and assessments of the technical issues with the province’s oil fields, pipelines and wells.

Iraq exported 100 million barrels of oil in April, a daily rate of 3.3 million barrels, the ministry had declared. Those yielded revenues worth USD6.474 billion, according to the ministry.

Production from Kirkuk province halted in October following a crisis between the Iraqi government and the Kurdistan Region authorities after the region voted for independence from Iraq in September, a step Baghdad deemed unconstitutional. Iraqi forces took over the province’s oil facilities in October as a response.

US report: Iraqi approach to extend an oil pipeline towards Syria

  •  July 20, 2019 - 11:10
  •
  •  Number of readings:

BAGHDAD - The Iraqi government is moving to diversify oil export outlets in a way that avoids damage caused by the security situation in the Gulf region, where Iraq exports most of its crude oil production, the US Monitor said.

"Prime Minister Adel Abdul-Mahdi said at a press conference on July 9 that he discussed the possibility of exporting through Syrian and Jordanian territory. He added that Baghdad is" concerned about the current events in the Strait of Hormuz and its possible impact on the Iraqi economy. "

Iraq's production of crude oil last month reached 3.52 million barrels per day exported through the port of Basra on the Gulf, and through the pipeline from Kirkuk to the Turkish port of Ceyhan, while Iraq agreed with the Jordan in February to activate the agreement to extend an oil pipeline from Basra To the port of Aqaba with a capacity of 2 million barrels per day, and some reports also indicate Baghdad's intention to create a new pipeline to Turkey, instead of the current pipeline, which is subjected to ongoing sabotage.

"The ministry is studying the extension of an Iraqi oil pipeline through the Syrian territory, to the Mediterranean Sea, and is in the process of preparing economic feasibility and to discuss the conditions and the geographical and security atmosphere appropriate," said the spokesman said that this idea has been in place since 2004 , And was postponed due to unstable security conditions in both countries.

As for the project of the oil pipeline in the direction of Jordan, Jihad said that "this project was voted upon by the Council of Ministers after it was agreed to implement with Oman and will reach Iraqi oil to the port of Aqaba at a rate of one million barrels per day, and we are studying investment offers from international companies that will provide the pipeline For a share for each source barrel. "

"The goal is to increase Iraqi export outlets to match the ambition of increasing oil production, not because of the security situation in the Gulf, because the construction of the pipeline takes between 4 and 5 years, and perhaps the current situation in the region may Changed ", which is contrary to the statements of Prime Minister Abdul Mahdi, who talked about the increasing threats to navigation in the Strait of Hormuz, which Iran has repeatedly threatened to close, which passes through daily equivalent to one third of the world production of crude oil.

Two Norwegian oil carriers were attacked last June in the Gulf after a similar attack on Saudi Arabian tankers off the coast in May. Washington confirmed that Iran was behind the attacks, To disrupt the export of oil across the Straits of Hormuz, which links the Gulf to the Indian Ocean.

The pipeline from Kirkuk to the Syrian port of Banias on the Mediterranean Sea was suspended after Damascus supported Iran in its war with Iraq in 1980, After 2003, the tense security conditions on both sides of the border did not allow for the construction of the new pipeline. The desert areas were and still are controlled by terrorist groups such as al-Qaeda and Da'ash.

According to the former adviser to the Iraqi Oil Ministry and expert Hamza al-Jawahiri, "Britain's position in the seizure of the Iranian tanker in Gibraltar, which was destined for Syria, made Iran on July 4 pressuring Iraq to supply Syria with oil," after Gibraltar police announced the arrest of a tanker captain Iranian oil destined for Syria last week, days after Britain accused Tehran of trying to prevent a British tanker from entering the Gulf. It is not the first time that Iranian vessels are heading to Syria via Gibraltar as it avoids passage to the Suez Canal. Saudi Arabia controls a large portion of its quotas. The sanctions imposed on the export of Iranian oil prevent the supply of official and official oil products to Bashar Assad. This is done by smuggling.

If the approach between the Iraqi government's project to extend an oil pipeline to Syria, and Iran's need to support Assad with oil, is reminiscent of a tweet on the leader of the Progressive Socialist Party in Lebanon, Walid Jumblatt, which he launched in January, : In the book A line in the Sand by James Barr about Sykes-Picot , it was agreed after a bitter conflict between the British and the French on the Kirkuk-Tripoli-Kirkuk-Haifa oil pipeline with the Rosneft in Tripoli. "Tomorrow Basra-Banias Zarif-Lavrov) is the title of the new Middle East, between Russians and Iranians, "in reference to Tu The Russian economic influence in Beirut and the prediction of linking Basra oil to Syrian ports before the Iraqi government announced the study of this project after weeks.

For his part, said the Chairman of the Committee on Oil and Energy in the Iraqi Parliament, Hibt Halbusi said that his committee "does not know the details of the pipeline project between Iraq and Syria, and seeks to know the objectives of the competent government agencies," and Abizaid: "We believe that increased export outlets reduce the damage of the conflict Expected in the Gulf on Iraq, so we support in principle this project. "

Iran's motives behind the project are not limited to the oil pipeline project, but are also present in the railway project between the Imam Khomeini port in Iran and the Syrian port of Latakia through Iraq, all of which may be subject to internal and international sanctions that prevent the Iranian side from breaking the economic siege.
