US-led coalition welcomes Iraqi announcement of end of ISIS caliphate

June 30, 2017

A spokesperson for the US-led coalition on Thursday welcomed the statement of the Iraqi Prime Minister Haider Al-Abadi announcing victory over ISIS, but also added there is still tough fighting ahead.

“We are seeing the end of the fake Daesh state, the liberation of Mosul proves that. We will not relent, our brave forces will bring victory,” Abadi said in a statement after Iraqi forces captured the historical Nuri mosque.

“We will continue to fight Daesh until every last one of them is killed or brought to justice,” Abadi added.

“ISIS’ so-called caliphate is crumbling; from the outside and from within,” Army Colonel Ryan Dillon said on Thursday. “The Coalition will continue to support our

“Iraqi grit, determination, and support from the Coalition will lead to the imminent liberation of Mosul,” he said.

“This morning, in a dawn assault, Iraqi CTS [Counter Terrorism Service] pushed further into the Old City, successfully liberating the alNouri Mosque area,” he confirmed.

However, he said fighting is still going on in two remaining ISIS holdouts.

“Iraqi Security Forces continued their advance on the remaining two ISISholdouts: the Old City and the alJamouri Hospital complex,” he said.

Experts expect that the battle for Mosul could be over within one or two weeks. However, there is still the risk of sleeper cells carrying out suicide attacks.

Col. Joe Scrocca, the US-led coalition’s Director of Public Affairs, told ARA News that they welcome the Iraqi PM’s statement.

“The Coalition welcomes Prime Minister Abadi’s statement on the demise of the fake-caliphate,” he said.

“There is still tough fighting to be done but the Coalition will continue to stand side-by-side with our Iraqi partners

Brig. Gen. William Turner, the US-led coalition’s Deputy Commanding General for Sustainment, said in an exclusive interview with ARA News last month that the defeat of ISIS in all of Iraq “is still months away”.

“As you describe, we have seen ISIS elements in Hawija vicinity, out towards Tal Afar, Euphrates river valley, and Iraqi security forces are well aware of it and they understand there is still fighting going ahead, when they complete operation in Mosul its not going to be end of this, the eradication of Daash in Iraq, is still, I think still several months away as they continue to do those operations, what they going to do immediately next sure, I have no indication of that,” he told ARA News

Iraqi forces

An updated version of Mosul's map showing the latest developments in the battle to oust ISIS from the Old City in Mosul's right bank has been obtained by The Baghdad Post.

The areas in green illustrate the completely regained ones, areas in orange show the areas currently witnessing clashes while the areas in white are still controlled by ISIS terrorist group.

On Thursday, Iraqi forces recaptured Great al-Nuri Mosque in Mosul's right bank.

PM Haider Abadi declared the crucial defeat of ISIS was so imminent.

Security forces, backed by International Coalition air raids and logistic support of the US army, have retaken eastern Mosul and most of its western part after eight months of battles. These forces are focusing now on liberating Old City's districts that are still under ISIS control.

It is estimated that there are a few of ISIS terrorists left in the second largest city of Iraq. It is expected that they will desperately defend the last pocket of the city that has been once their main stronghold in Iraq.

Open the Flood Gates and let Iraq pour through . . . I hope they don't loose this momentum with a bunch of bureaucratic foot dragging and we're left wondering " When ? "

The United Nations called on the Iraqi government on Friday June 30, to intervene to stop forced evictions "imminent operations" for many of the people suspected of organizing "terrorist Daesh" from the city of Mosul.

A spokesman for the United Nations Human Rights, Rupert Colville, said that hundreds of families have received threatening letters set a deadline to leave, especially in the context of tribal agreements that are considered "acts of revenge."

He said at a news conference in Geneva. "We urge the Iraqi government to take action to stop this impending evictions, or any kind of collective punishment, and the promotion of the formal justice system to bring the perpetrators to justice."

ISIS Revenue Falls 80 Percent as Militants Lose Ground in Iraq, Syria

by ALASTAIR JAMIESON

LONDON — ISIS has seen its income drop by 80 percent in two years as it loses territory and the oil and tax revenue that comes with it, according to a study of its finances.

The self-declared caliphate has seen average monthly income plunge from $81 million in the second quarter of 2015 to just $16 million in the same period this year, according to IHS Markit, a global data monitoring company.

The report came as Iraq declared victory over the terror group in Iraq after government forces recaptured a key mosque in the former ISIS stronghold of Mosul on Thursday.

Iraqi Troops Capture al-Nuri Mosque and Claim Victory Over ISIS 0:30

In Syria, rebel forces have advanced into the outskirts of ISIS-held Raqqa while government forces backed by U.S.-led airstrikes are threatening to dislodge its positions near Deir al-Zour.

Shrinking territory is a big problem for the militant extremist group. Unlike other terror networks such as al Qaeda, ISIS regards itself as a state, running sharia courts, schools and even its own currency. It has been meeting the high cost of this apparatus by seizing assets such as oil refineries and imposing taxes and fines in the areas it controls.

ISIS’ self-declared caliphate last week spanned an estimated 13,980 square miles — roughly the size of Maryland — according to IHS Markit. That’s 40 percent smaller than at the start of the year, and 60 percent less than in January 2015, when it covered an estimated 35,060 square miles.

“ISIS as we’ve known it is looking very much on the way out, but something else could replace it”

“Territorial losses are the main factor contributing to ISIS’ loss of revenue,” said Ludovico Carlino, senior Middle East analyst at IHS Markit. “Losing control of the heavily populated Iraqi city of Mosul, and oil rich areas in the Syrian provinces of Raqqa and Homs, has had a particularly significant impact on the group’s ability to generate revenue.”

While the Iraqi government appears assured of its victory in Mosul, there is still fighting in areas of the city populated by civilians. Between 15,000 and 20,000 noncombatants are trapped in the Old Mosul neighborhood, which still needs to be cleared, according to Joint Operation Command spokesman Brigadier General Yahya Rasool.

Still, IHS Markit's findings echo a similar report published in February by the International Centre for the Study of Radicalisation and Political Violence (ICSR)at King’s College, London, which said ISIS’ income had dropped by more than half from an estimated $1.9 billion in 2014 to $870 million last year.

David Butter, an associate fellow at U.K. think tank Chatham House, said ISIS had developed various ways to extract money from its enclaves — but all were ultimately dependent on controlling territory, so imperiled by the recent sweeping battlefield losses.

“When it really came to the fore in July 2014, it had already developed financing streams within Iraq from protection money and from under-the-radar taxation,” he told NBC News. “There was a very broad tax base on farmers and traders … anything that moved would be taxed, and even things that didn’t move.

“However, its longer-term model depended on controlling assets and territory that it could tax or derive revenue from and that’s slipping away from them," he said.

Airstrikes have also disabled many of the oil facilities that had fallen into militant hands.

IHS Markit said it was not just oil and tax that was in decline for ISIS, but also income from smuggling, confiscation and other illicit activities — forcing it to concentrate on finding money for its fighting forces.

ISIS declares defeat in Mosul, designates new base of operations

ISIS has declared its defeat in Mosul, saying it was due to use the fight-or-flight strategy, a local source said on Friday. The source asserted that ISIS declaration of defeat came in a speech by an ISIS top leader Abu al-Baraa al-Mousali in Tal Afar. Al-Mousali also designated Tal Afar as a temporary base of operations for the group. This comes in the wake of ISIS defeat in the right bank of Mosul as Iraqi Prime Minister Haider Abadi announced, upon the recapture of Grand al-Nuri Mosque's site in the right bank of Mosul.
