US will use 'police in a box' to secure Iraq

Recommended for You

The U.S.-led coalition in Iraq has come up with a plan to keep the peace in the war-torn country after the military defeat of ISIS: A "police presence in a box" manned by Iraqi police officers.

The so-called program calls for 100 shipping containers with laptops, furniture, and Land Cruiser vehicles will be set up as makeshift, mobile police stations in Mosul and across five liberated provinces, Canadian Brig. Gen. D.J. Anderson, who is director of partner force development for coalition.

Another 100 "border guard in a box" containers will also go along crossing to Syria.

The $50 million program, paid for by the United States as part of its train and equip program, is designed to give Iraqis the sense of a police and security presence in areas damaged by fighting ISIS, Anderson said. The first two of the shipping containers were delivered this week to Iraqi police training centers.

"The contents can be unpacked and set up quickly to allow the police to immediately begin serving their citizens," he said.

The containers include a tent with a large working space, furniture, lighting, water tanks, laptop computers, phones, GPS equipment, border security equipment, and two Land Cruiser vehicles, according to Anderson.

The police boxes will be rolled out this summer and the 100 border guard boxes will come later.

With ISIS near defeat and cornered in a tiny section of Mosul, the coalition is hashing out plans to shift from military operations with Iraqi forces to what Anderson called "true-blue policing" across the liberated areas of the country.

Mosul victory imminent as Islamic State lines collapse: Iraqi military

By Stephen Kalin and Maher Chmaytelli | MOSUL/ERBIL, Iraq

MOSUL/ERBIL, Iraq Iraqi security forces expect to take full control of Mosul within hours as Islamic State's defensive lines crumble in its former de facto capital in Iraq, military commanders said on Saturday.

Dozens of soldiers celebrated amid the rubble on the banks of the Tigris river without waiting for a formal victory declaration, some dancing to music blaring out from a truck and firing machineguns into the air, a Reuters correspondent said.

The mood was less festive, however, among some of the nearly one million Mosul residents displaced by months of combat, many of whom are living in camps outside the city with little respite from the blazing summer heat.

"If there is no rebuilding and people don't return to their homes and regain their belongings, what is the meaning of liberation?" Mohammed Haji Ahmed, 43, a clothing trader, told Reuters in the Hassan Sham camp to the east of Mosul.

"We are seeing now the last meters (yards) and then final victory will be announced," a television presenter said, citing the channel's correspondents embedded with security forces fighting in Islamic State's (IS) redoubt in the Old City of Mosul, by the Tigris. "It's a matter of hours," she said.

A U.S.-led international coalition is providing air and ground support to the eight-month campaign to wrest back Mosul, by far the largest city seized by Islamic State in 2014.

Almost exactly three years ago, the ultra-hardline group's leader Abu Bakr al-Baghdadi declared from Mosul a "caliphate" over adjoining parts of Iraq and Syria.

ARTILLERY EXPLOSIONS, GUNFIRE

A military spokesman cited by the TV said the insurgents' defense lines were collapsing. Iraqi commanders say the militants were fighting for every meter with snipers, grenades and suicide bombers, forcing security forces to fight house-to-house in the densely populated maze of narrow alleyways.

Dozens of insurgents were killed on Saturday and others tried to escape by swimming across Tigris, state TV said.

"The battle has reached the phase of chasing the insurgents in remaining blocks," the Iraqi military media office said in a statement. "Some members of Daesh have surrendered," it added, using an Arab acronym of Islamic State.

Artillery explosions and gunfire could still be heard during Saturday afternoon and a column of smoke billowed over the Old City riverside, the Reuters correspondent said.

The road where the soldiers celebrated was scarred with gaping holes from explosions and rubble from a flattened multi-storey shopping mall. Rubbish and ammunition boxes were strewn around and there was no sign of civilians.

Months of urban warfare has displaced 900,000 people, about half the city's pre-war population, and killed thousands, according to aid organizations.

Prime Minister Haider al-Abadi declared the end of Islamic State's "state of falsehood" a week ago, after security forces took Mosul's medieval Grand al-Nuri mosque - although only after retreating militants blew it up.

Stripped of Mosul, Islamic State's dominion in Iraq will be reduced to mainly rural, desert areas west and south of the city where tens of thousands of people live. The militants are expected to keep up attacks on selected targets across Iraq.

The United Nations predicts it will cost more than $1 billion to repair basic infrastructure in Mosul. In some of the worst affected areas, almost no buildings appear to have escaped damage and Mosul's dense construction means the extent of the devastation might be underestimated, U.N. officials said.

The fall of Mosul also exposes ethnic and sectarian fractures between Arabs and Kurds over disputed territories or between Sunnis and the Shi’ite majority that have plagued Iraq for more than a decade..

During their impromptu victory celebrations, some of the Iraqi soldiers waved pictures of Hussein, the grand son of prophet Mohammed who is immensely revered by the Shi'ites.

Mosul is a majority Sunni city who has long complained of being marginalized by the Shi'ite-led governments installed after the 2003 U.S.-led invasion of Iraq.

Meanwhile, Iraq's regional Kurdish leader said this week that the government in Baghdad had failed to prepare a post-battle political, security and governance plan.

Pessimistic Speculation Shared The Kurds And The Sunnis In The Fate Of Nineveh After Liberation

Bullets victory fills the sky of the city of Mosul to celebrate the return in full to Iraq

Are GMT 14:37 2017 Saturday July 8

Arabs today - bullets victory fills the sky of the city of Mosul to celebrate the return in full to Iraq

Security forces in the old city of Mosul
BAGHDAD - Najla Tai

Security forces began in the old city of Mosul, the last strongholds Daesh in Nineveh, firing bullets victory, to celebrate the return of Mosul fully into Iraq and freeing its people from the control of the organization Daesh, while the restoration of the city of Mosul from the organization Daesh nearing the end of time amid the ruins of the old quarter of the city began a campaign, but the conflict over the future of Iraq is still far from the end.

An informed source said in a press statement, said that "the joy of victories began to flare up in the old city of Mosul, with the last minute to announce the full liberation from the control of the organization Daesh."

The source added that "the federal police forces in Mosul, celebrated the great victory, and pending the issuance of a statement by the commander of the armed forces Haider al-Abadi, to officially announce the liberation of Mosul completely from the control Daesh."

But the fall of Mosul also reveals ethnic and sectarian divisions that have plagued Iraq for more than a decade.

Vanasr involves the risk of provoking new violence between Arabs and Kurds because of the disputed territories or between Sunnis and Shiites over control of power, which are intensified with the presence of external forces painted the future of Iraq since the invasion of the US-led invasion in 2003 toppled the Sunni minority led by Saddam Hussein and make the Iranian-backed Shiite majority to power up.

For Iraq, which surprised him organize Daesh attack on Mosul in 2014 and the collapse of his army, this victory may turn eventually to the problem at least in the magnitude of the defeat.

The collapsed federal model which was drafted under the British-American occupation and on the basis of power-sharing agreement between Sunnis, Shiites and Kurds, and Iraq witnessed the massacres of ethnic sectarian violence fueled by al Qaeda, which was on the scene before the organization Daesh.

But now, with the face of a military defeat of the organization, the unit that was gathering Iraq began to collapse.

One challenge is the future of Mosul itself, a city suffered brutal rule during the organization's control Daesh latest and worst-powered attack from the United States with thousands of deaths and the displacement of about one million people.

According to Western and Iraqi officials, and in response they are surprised to ignore the Iraqi authorities to prepare a plan for governance and security in the post-battle.

They said that the KRG and the Baghdad government and the forces of the military coalition led by the United States formed a committee at a high level to help Mosul leaders to rebuild the city, but they have never met.

Said Hoshyar Zebari, a well-respected figure internationally and served by the positions of the Ministers of Finance and Foreign Affairs, "Prime Minister (Haider) Abadi been slowing down. Every time raise this issue with him say: let's wait until the end of military operations."

Zebari said that " the entire city corruptible. Look at the extent of the contribution of the government, as if the matter was not interested."
It came the first indication of the potential for conflict in the future when Massoud Barzani , president of the Kurdistan Region announced a referendum on September 25 on the establishment of an independent state.

Among other vows Shi'ite factions backed by a campaign of Iran gathered under the banner of the popular crowd that the government managed to spread along the Kurdish areas and progress towards the Syrian border, driven by the desire of Iran to join Iraq and Syria and establish a corridor from Tehran to Beirut.

Said Ali Akbar Velayati, senior adviser to Iran's Supreme Leader Ali Khamenei last week, "Today by rapid resistance from Tehran starts up to Mosul, Damascus and Beirut."

All of this comes against the backdrop of simmering rivalry between the regional powers Iran and Turkey, and above all the decline of American power and Iran's attempts to strengthen its control tireless efforts in Iraq.

Although US President Donald Trump's management does not consider to Syria and Iraq only in the framework of the military campaign to destroy the organization Daesh, the local militants simply Simetzjon populations have gathered again to start a new insurgency.

Agree largely Sunni and Kurdish leaders in Mosul and its environs with this prognosis pessimistic after ruling over concern Abadi refused to even discuss the future of the rule of Mosul and doubt that Iran would move things.

And extends the disputed territory along the strip of land inhabited by an ethnic mixture and separating the Kurdistan region in northern Iraq, part of the mainly Arab majority in the south.

The Liberation of Iraq, which was the governor of Nineveh when Daesh dominated the provincial capital of Mosul in 2014, "we came back shop what we. Want to keep these liberated areas where lax is not a security or political systems."

"Until now there is no plan in Mosul and Baghdad did not open up room for dialogue on the future of Mosul."

He went on saying, "There are two wings in Shiite wrestling and all has wing visions. A wing extremist Shiite leaders and they want to impose victor conditions on Mosul and all the liberated areas in Iraq, and there is a moderate wing who realize that this is not possible and lead to the emergence of extremism in Iraq, and I estimate that Iran It supports both parties. "

He added Nujaifi, a Sunni now assume the leadership of an armed force trained by Turkey, he left his post as governor but he did not leave politics. "The Sunni leaders suffer from the problem of significant weakness because all of the powerful Sunni leaders are marginalized and excluded from the prosecution or arena."

Sparked talk about the independence of the Kurds discussions on whether the Sunni Arabs must create a separate state although most officials say that this is impractical because the Sunni territory lacks the oil base owned by Shiites and Kurds as the organization Daesh experience will continue to be a ghost haunts any entity in addition to the new year , significantly Mnglglun in various aspects of Iraq.
Some Sunni leaders and the Kurds believe that one of the solutions is to make Mosul , an autonomous region of Kurdistan , such as smaller units with self - rule in order to adapt to the large number of minorities , which say that the Constitution allows it.

Zebari said: "Before, the Sunnis feel very sensitive to believe that (the transfer of power to smaller units) would lead to the separation and division of Iraq, but they are now starting to accept that."

The Sunnis are not the only party that rejects the Baghdad government, which is dominated by Shiites. Kurdistan Region has decided to hold a referendum to move from autonomy to an independent state.

Barzani said that the timing of independence after the referendum "is flexible, but it is not infinite."

Zebari, a senior official in the Kurdistan Democratic Party led by Barzani, who is making efforts in Baghdad since more than ten years for the success of power-sharing, it was time for independence.

"We have lost hope and confidence in the new Iraq, which we have built. The government failed us in every item and every constitutional provision for the establishment of a new country equal citizenship, without discrimination, and in partnership. All of these dreams have evaporated."

The problem is that senior Iranian officials did not leave room for doubt that their top priority, of establishing a corridor of Shiite forces across the north takes discipline, which recruits Shiites, outweigh anything else.

He added, "They are standing on our heads the Kurdish front line from Sinjar to Khanaqin along."

"We adapt to the situation so far and be patient and we coordinate to prevent skirmishes or sudden things, but this is growing."

Here is a twitter map showing full control of Mosul by Iraqi Forces:

Other maps had shown the area in and around the Yarmouk district retaken by ISIS but that area is not shown as controlled by ISIS here.

Hopefully all of Mosul is fully, finally, and permanently taken back from ISIS.

Maybe Abadi will announce something to that effect shortly. It is about 9:45 pm in Iraq now.
