The passport of Japan is the best and most powerful passport in the world, according to the index of the "Henley & Partners Passport Index" of 2018, with four Arab countries, including Iraq.
 
According to the Henley Passport website, the Japanese passport allows visits to 190 countries, making it superior to Singapore, which gives the holder the right to enter 189 countries without a visa.  Japan's advantage over Singapore comes after Japan earlier this month authorized its citizens to enter Myanmar without a visa.  Germany, France and South Korea shared the third place with passports to visit 188 countries.  The United Arab Emirates has been the best passport among Arab countries, giving its holder the opportunity to visit 161 countries without a visa.  Last year, the UAE launched the UAE Passport Enhancement initiative, which aims to place the UAE passport on the list of the top five passports in the world. And replaced 4 Arab countries list, where Yemen came in 103, Somalia and Syria shared 105th place, while Iraq ranked at 106th and the last with Afghanistan.

BAGHDAD, Iraq — Following a new survey that ranks the Iraqi passport as the lowest in the world, the foreign ministry says that Iraqi citizens will be able to travel to several new countries visa free beginning next year thanks to a series of agreements reached with foreign governments.

"The foreign ministry continues its efforts and we've signed a few memorandums of understanding about our diplomatic, service and ordinary passports and traveling for tourism visa free," Ahmed Mahjoub, the spokesman for the foreign ministry said on Thursday.

Mahjoub said the world passport ranking was outside the control of the Iraqi foreign ministry and countries draw their visa rules "by taking into account the security and economic situation" of other countries.

According to Henley & Partners Passport Index, the Iraqi passport ranks 106th in the world, allowing its holders visa free travel to 30 countries.

The Japanese passport comes out on top, allowing visa free travel to 190 countries.

Mahjoub told the media that things will improve in the first half of 2019 "because negotiations with some countries have had really good results."

The foreign ministry spokesperson said that "the reciprocity policy" is what decides what countries give visas to the citizens of another country "and for that same reason getting an Iraqi visa is among the most difficult."

Currently, Series A passports are issued to Iraqi citizens in all provinces and valid for eight years with final approval coming from the central government in Baghdad.

Passport Index: Iraqi passport remains second worst in world

ERBIL (Kurdistan 24) – According to Passport Index 2018, Iraq ranks second worst in the world regarding how many countries its passport holders can travel to without prior application for a visa.

Passport Index recently released its 2018 ranking of passports around the world based on how many countries the holders of each country’s passport can travel to without prior request for a visa.

Singapore and Germany are top of the list. Its nationals can travel to 165 countries around the world with visa-free entry or receive a visa on arrival.

The two countries are followed by Denmark, Sweden, Finland, Luxembourg, France, Italy, Netherlands, Spain, Norway, South Korea, and the United States where passport holders of these countries can travel to 164 states visa-free or receive a visa on arrival.

The United Arab Emirates (UAE) is the top climbing passport, ranking in fourth place.

“The United Arab Emirates’ positive diplomacy, focus, and determination helped boost its passport power. Newly ranked in fourth place by The Passport Index, UAE’s Visa-Free Score (VFS) jumped to a high of 162,” a Passport Index report read.

“Emiratis can visit over 80 percent of the world visa-free or with visa-on-arrival.”

The Passport Index is an interactive online tool that provides users with insights on passports with the ability to compare and rank the world’s passports. The ranking is based on freedom of movement and visa-free travel open to holders.

Afghanistan is at the bottom of the list. Its nationals can only travel to 31 countries without prior visa request. Iraq is above it with its holders only allowed visa-free entry to 34 states.

According to the 2018 Henley Passport Index, both Afghanistan and Iraq stay in the bottom of the list with visa-free access to 30 destinations.

Iraq is considered one of the most dangerous countries in the world to visit, mainly due to the rise of the Islamic State (IS), which occupied vast swaths of territory in 2014.

On Oct. 14, the spokesperson of the Iraqi Foreign Ministry, Ahmed Mahjoub, released a statement to clarify the Iraqi passport’s low rank on the international level.

“The classification of the passport in the world depends on international quality standards related to security and economic stability,” he explained.

Mahjoub noted that the ministry had signed many memorandums of understanding on diplomatic and service passports in addition to opening dialogues in the framework of facilitating visas for Iraqi tourists to several countries in the world according to specific measures.

Iraq declared victory over IS in December 2017, but the group continues to launch insurgency-style attacks, kidnappings, and ambushes in provinces like Anbar and Nineveh and the disputed areas of Kirkuk, Diyala, and Salahuddin.

passport issuance

Unless I'm missing something this isn't stopping CURRENT passport holders from traveling.  

 

This is just a temp delay in issuing NEW passports. I don't see any connection to an RV--may just simply be logistical issues or census issue or a myriad of other reasons, but can't make any connections directly to an RV

He stressed that his administration is working to expedite the completion of the process of archiving the records of citizens registered in civil status departments, which have not yet opened, and then closed and turn the system of work to the issuance of the unified national card. 
The Director of the National Card Project pointed out that his directorate, in cooperation and coordination with the Police Martyrs' Fund, completed the technical studies related to the importation of the national card verification systems to be distributed among the state departments to be a substitute for the mechanism of requesting validity of the issuance as it enables the concerned departments to access the personal information required for the national card holder .
On the other hand, the Directorate of Civil Status, Passports and Residency denied the ministry's intention to stop working on the identity of the conditions and the nationality certificate at the present time, and that no date has been specified by the ministry, especially that the Directorate is still continuing so far in the process of closing civil status departments throughout the country, To operate the new electronic system.
