US-Iraq Discuss Prolonging US Military Presence After IS

ERBIL- The Iraqi government and the US administration are involved in talks to keep the American forces in Iraq for a longer duration after the war against the Islamic State (IS) is concluded, according to a report by the Associated Press.

The report quoted informed officials from both governments who underlined Baghdad and Washington have agreed that a continued US presence in Iraq would be mutually beneficial.

U.S. Secretary of Defense Jim Mattis and Iraqi officials are deliberating on how long this continued US-presence would look like and nothing have been finalized, yet.

The US forces will not be stationed in independent bases but inside Iraqi bases in at least five positions in Mosul and along Iraq-Syria borders.

As for the size of the force, the expectations are that the troops may be around "several thousands, similar to what we have now, maybe a little more," the US official was cited in the report.

Around 7,000 US troops are currently in Iraq who train Iraqi forces, coordinate airstrikes and ground operations and some (US Special Forces) also operate on the front lines.

According to the report, Iraqi Prime Minister Haidar al-Abadi intends to station a "modest" Iraqi force in Mosul which will provide security in the city and oversee the installment of a political administration in Mosul.  In 2007 US had the largest military presence in Iraq, about 170,000 troops, who were to combat the sectarian violence in the country. The number was reduced to 40,000 before the forces withdrew completely from Iraq in 2011.

Newspaper, The Washington Times, Wednesday, for the start of a serious beginning of the month of May the current secret negotiations between the US President, Donald Trump and the Iraqi government administration to keep US troops in the country, noting that Washington faces a new challenge to deal with Iraq, Obama failed to get an agreement concerning about US troops stay in Iraq after the defeat of "Daesh".

The newspaper quoted her in her report, senior US officials as saying that "the negotiations between Iraqi Prime Minister Haider al-Abadi and American officials on the new status of forces agreement began in earnest and the secret of this month."

The newspaper added that "the Convention will determine the legal and diplomatic factors that will be the long-term US military presence in the country and avoid a power vacuum that developed after the withdrawal of US troops end of 2011 to occur."

She explained that the "sensitive issue in Iraq, while insisting Abadi this month as combat troops in the country will not be after the defeat of Daesh though the Iraqi and US sides talked about the continuation of a long-term military role in the country," noting that "for the approval of the security adviser Barzani of the Kurdistan region, where pleased noted during his visit to Washington that he and his father, Massoud Barzani would support an agreement allowing US troops to stay in Kurdistan after the liberation of Mosul. "

The report said that "Despite the continuing fears of internal unrest in Iraq and in the region, the road to a new agreement on the status of US troops remains a political danger as analysts pointed out that al-Abadi's comments reflect the political tension and that he would go with some factions in the Iraqi government to complete the forces agreement with Washington rather than the death knell for any agreement on the status of those forces. The Washington Times: Trump administration negotiate Baghdad and Erbil to keep the US force in Iraq

 translation: Range

While talking US and Iraqi officials about the impending defeat of the organization Daesh in Iraq, President Trump faces a challenge for the conclusion of President Obama 's failure to stick to an agreement: an agreement with Baghdad to keep US troops in Iraq after the end of fighting.
Senior US officials said the negotiations between Iraqi Prime Minister Haider Abbadi and US officials in Baghdad on a new agreement on the status of US forces began in earnest this month.
Will determine the Convention , the foundations of legal, diplomatic and standards underlying the long - term US military presence in the country and avoid the power vacuum that occurred after US troops pulled out in December 2011.
This issue is sensitive in Iraq, Mr. Abadi insisted this month that he would not be there . " combat troops "in Iraq after the defeat Daesh, although the two sides said that the talks on the long - term role of the US military in the country is well under way. The official , who traveled to Baghdad with Defense Minister James Mattis , "is not finished anything."
The estimated number of US troops in Iraq , including nearly 7 thousand , including several hundred special forces fighters who advise the Iraqi army in the siege of Mosul. The total number of US troops in Iraq peaked when President George W. Bush decided to step up combat operations against terrorist groups before the rise of the organization Daesh, where there were about 170 thousand US troops in Iraq.
He received the new agreement on the status of forces on the support of a prominent Iraqi Kurdish leader.
He said the Security Council was pleased Barzani of the Kurdistan Regional Adviser and the son of the President of the Kurdistan Regional Government Massoud Barzani in a visit to Washington that he and his father would support an agreement allowing US troops to remain in Iraqi Kurdistan after the restoration of Mosul.
Iraqi officials said Daesh now controls only two areas in eastern Mosul, where the majority of the city are subject to Iraqi control after months of fierce fighting.
Barzani said in a speech , "We always support the presence of US troops in the country." "We have to prepare for the post, Daesh."
The potential Kurdish payment for the establishment of an independent state is one of the sources of instability in Iraq. Mosul clashes have raised some tensions between Sunnis and Shiites
and headed the Barzani Kurdish delegation in the meetings of high - level talks with senior officials on the continuation of American military and political relations between Washington and the Kurdistan Regional Government.
Despite their cooperation on the battlefield, it has been the relationship between Erbil and Baghdad tense. The Kurds claim, among other things, that the central government has failed to provide the funds and resources promised by the Kurdish regions of Iraq.
Despite continuing fears of renewed unrest in Iraq, the road to reach agreement on a new agreement for the survival of troops still faces political risks.
Shortly after the spread of news about the talks on the survival of US forces in Iraq after the restoration of Mosul, Mr. Abadi reiterated his assertions that there is no US combat troops in the country. According to the Associated Press news agency reported that US military advisers working alongside Iraqi security forces will allow them to stay to ensure "full alert" inside the country to face any "future security challenges."
Analysts said his comments reflect the embarrassing situation of, and will be forced Mr. Abadi to talk with the parties in the Iraqi government and bring them in line for the completion of forces agreement with Washington, rather than giving up any agreement on the status of forces.
Said Jim Phillips, a senior analyst in the Middle East in the "Heritage" Foundation, said that "public discourse by Mr. Abadi , makes it close to Massoud Barzani and other political intermediaries to conduct negotiations with Trump 's management."
Among the other parties that are likely to have an opinion in the talks , former Prime Minister Nuri al - Maliki and former president and Kurdish leader Jalal Talabani and Muqtada al - Sadr , a Shiite cleric and politician.
Other figures that could have a significant impact also Interior Minister Qasim al - Araji , and Defense Minister Irfan Hayali.
Mr. Araji several times by US forces in Iraq have been arrested on charges of weapons used to smuggle to attack US forces before the US and coalition forces Taathacd to start military operations against al Daesh in 2015 and controlled by his ministry on most of the Iraqi security services, including federal police,
Mr. Hayali , the commander of the Iraqi special forces , known as the "golden band" before Abadi appointed defense minister. The band led Iraqi forces attack on Mosul, under the control of the organization Daesh in October and inflicted heavy losses of the organization. "
As the commander of the Iraqi forces, Mr. Hayali also has links to allow him to speak with factions of the popular crowd.
He criticized Trump publicly invasion of Iraq in 2003, You will have to market other long - term and other military participation to public opinion , which is tired of the war, a work that is likely to be on the smelting of Mr. Trump 's adviser Jared Kushner.
In April, Mr. Kouchner , a helmet placed on his head and wore a bulletproof vest and the a visit to Baghdad , accompanied by the Chief of Staff of the Strkh Gen. Joseph F.. Donford for a discussion with senior military commanders in Iraq on the face of the organization Daesh Mr. Kouchner was also one of several senior officials of the national security, including the US national security adviser.
The troubled talks between Mr. Obama and Mr. Maliki, took place in while Mr. Obama has promised to end US combat missions and long - term in both Iraq and Afghanistan, and revealed the diplomatic and military mines that will have to navigate what the two sides , including fields.
Obama administration officials wanted legally binding guarantees that US troops stationed in the post - war Iraq will not be subject to Iraqi jurisdiction. Which he was not ready to accept al - Maliki , recalling cases of torture and abuse of Iraqi personnel by US forces at Abu Ghraib prison , notorious and elsewhere in the country. This caused the impasse ultimately stopped the talks and led to the withdrawal of US forces in late 2011.
However, Mr. Phillips of the Heritage Institute says that Mr. Obama deserves much of the blame for his insistence that the approval of any agreement to keep troops through the vote of the Iraqi parliament instead to be issued as an executive agreement with al - Maliki. This led the demand to bury the agreement.
Phillips said: "They knew it was a way to escape," he said , adding that the Obama administration knew that al - Maliki does not have the political will to pass the agreement after the war within the Iraqi parliament.

Military adviser: America needs to keep 20 thousand fighters in Iraq

20-05-2017 01:38 PM

Euphrates -

The former official in the US Department of Defense Eric Aaldelman said that Washington needs to keep 20 thousand fighters in Iraq even after the expulsion of the organization Daesh in order to contribute to the stability of the country.

Military Adviser Aaldelman said in a press statement, Washington is currently considering retaining between 4-8 thousand fighters in Iraq may be enough to help local forces to ensure security in Iraq, where they will deploy these fighters as advisers rather than combat Kqguat. And that US forces will remain in Iraq, will provide Iraqi forces military support to maintain its strength on the battlefield and stand against state regulation.

US officials said the organization Daesh lost all its territory in Iraq almost, it is expected that the presence of the organization in Mosul ends over a short period, despite the enormity of the losses incurred by the Iraqi forces there. Experts believe that there is a necessity for the US presence in Iraq in the post Daesh to ensure the country 's security and the inability of the organization again.

This comes at a time when Iraqi Prime Minister Haider al - Abadi is negotiating with US officials to develop a framework agreement that allows US forces to stay long - term in Iraq. The paper quoted political officials in the White House administration as saying that the presence of US troops in Iraq in the post Daesh will provide cover for Mr. Abadi against his political opponents, especially the Shiites who reject the American presence, particularly Shi'ite cleric Moqtada al - Sadr, as well as for the rest of the Iranian - backed armed Shiite groups .

Abadi is expected to proceed to bypass the House of Representatives on the subject of the agreement will be signed with Washington and proceed to operational procedures require US troops to stay in Iraq.

Perhaps the 2014 events and the arrival of the organization Daesh to the outskirts of Baghdad are very message of the Iraqi political forces of the importance of acceptance of a US presence of long - term to prevent a repeat of 2014. The experience of

Iraqi Shiites are divided about the long - term survival of US forces agreement after Daesh while Sunnis and Kurds with this agreement because they believe that the presence American is a balancing factor is essential in the face of Iranian influence. The fear now is that Iran is deliberately, through its growing influence and a network of Shiite militias scattered across Iraq, known as the popular crowd forces to oppose this military presence through armed operations, according to the newspaper.

It adds that the conflicts were latent in Iraq among the various political forces and the Iraqi entities because of the existence of an existential threat to it by state regulation, it will appear to the surface in a negotiable days, which may pose another complication to the US presence in Iraq is expected.

Yota Thanks,  DV,  Our President DJT & SEC DEF Mattis are 100% handling their business.   We will no longer allow terrorism and Iran to cause havoc in Iraq because our soldiers on the ground will deter anything related to ISIS, Iran militia, etc.   There is a New Sheriff in town and things will be 100% different going forward for darn sure....:D
