Iraq tops failed countries in meeting people's needs: GICJ report

Millions of Iraqis live in a disastrous situation with no drinking water, electricity or services. Just corruption.

 

Millions need food, while millions of others are unemployed and others under poverty line. This is the fact under the rule of militias in Baghdad.

 

One year of humiliation, poverty and misery was briefed in an international human rights organization's report on the situations and challenges in Iraq.

Based on a survey concluded the point of view of Iraqi people, Geneva International Center for Justice (GICJ) said the situation in Iraq by the end of 2018 and beginning of 2019 is more than bad, as millions of Iraqis are desperate for change in their country. An amount of 52.5 percent of Iraqis considered the bad economic situation (poverty, unemployment and price hikes) as the main challenges facing their lives. They are going poorer. Number of unemployed people is on the rise (60 percent of the youth). The rate of those living under the poverty line reaches more than 40 percent. More than eight million Iraqis, which is 25 percent of the total population, need assistance in one or more than one of the following basic needs. 

For Food, more than one quarter of the population live under the poverty line, estimated at $2 per day. The lack of food security is common in several regions (like Wassit, Nasiriyah and Muthanna). When the basic food is available, the price gets very high that only few people can afford.

 

For water, millions of Iraqis lack drinking water. They depend on bad sewage systems.

 

Electricity: The average amount of electricity that families in Baghdad gets in between 4-8 hours through the public network, while the rest of the country gets less than four hours per day.

Housing: Number of Iraqis deprived of suitable house gets higher every day. The slums spread across Iraqi cities, which lack the simplest services. Number of the displaced, who take streets as shelter, increase, while the government does not meet its duties. The displaced become prone to harassments as well as getting under the control of the militias and armed groups.

 

The GICJ report is entitled “People with looted will, governed by corrupt powers, with absence of law”.

 

Regarding the main challenges for Iraqis, as mentioned in the report:

52.2 percent believe economic situations are the main challenges.

32.5 percent consider fighting financial and administrative corruption top the challenges.

 

9.7 percent see security and stability as necessity.

3.5 percent refer to boosting democracy as a main challenge.

 

Militias control:

 

In light of such environment of deteriorated situation and instability, the militias, which spread sectarianism and violence across the country, gained control. The fragile situations of the people aggravated. The power of the country and the law went absent due to the weak and dependent judiciary.

 

Both the authorities and the militias used the fight against terrorism as a pretext to destroy the biggest cities in Iraq, leaving them invalid for life, which endangers the lives of millions of Iraqis. People in other cities are deprived of even thinking of the return like Jurf al-Sakhr.

 

Normally, those who peacefully protest to demand their rights are oppressed, in addition to continuous targeting of journalists. It has been proved that many leaders of the judicial bodies and the judges take bribes, ceding to the executive powers and the militias. Courts still depend on the counter-terrorism law no.13 for the year 2005 to make unfair verdicts against many innocent people that could reach death sentences, in a way that conforms to wishes of the officials and militia leaders. The weak judiciary has led to chaos in the country including the widespread of weapons, violence and depending on tribes to resolve conflicts.

 

Although regular elections take place every two years since 2003, these elections, including the 2018 one, are totally away from democracy. The main reason behind this is depending on constitution that targets preserving the current sectarian regime, although the majority of the people demand change.
During all these elections, according to the report, the voters cannot differentiate between people who represent the different coalitions, as no enough information is provided about their names. Moreover, no specific electoral programs are provided. Thus, the people can depend on nothing but the false promises by the candidates who take advantage of the deteriorated situations in the country to get more votes. Here, corruption and bribes increase on a regular basis, while voters are urged to cast ballots on sectarian basis.

 

The 2018 elections was considered one of the worst, as it took place in light of wide boycotting by the people. Reports and observations by hundreds of observers in Iraq show that less than 20 percent took part in the elections, which was highly flawed. There were also accusations among the participating political parties, as every party offered evidence on the flaw by the other parties. After the agreement on the manual count of the votes in one of the balloting stations, it was burnt with all the ballot boxes inside.

The corrupt regime:

 

Millions of Iraqis lack drinking water.

 

Since 2003, the corruption went deep through the country. It became hard to carry out any project, big or small, without paying bribes to get the official approvals. It became difficult to get job without bribe to get it.

The other side of the government corruption is stealing the public money, which is mainly stolen through fake projects, so the allocations are taken abroad by the senior officials. Until the end of 2018, the electricity projects, bridges, roads, hospitals, schools, universities and others were ink on paper as their allocations were seized by the officials.

 

$1 trillion smuggled outside Iraq:

 

According to data from the court in Baghdad and some experts, the sums that were smuggled outside Iraq was $1.14 trillion. By the end of 2018, Iraq occupied an advanced position among the countries with the highest corruption and the lowest among countries with international transparency.

 

Deteriorated education:

 

The report shows the huge deterioration in the education, which suffers due to the destruction of educational buildings across the country. 84 percent of the Iraqi higher education institutions were burnt, looted and destroyed directly after the invasion. The government failed in rebuilding the education system and banning the use of those facilities as military basis or headquarters for the militias.

 

Over the past ten years, the Education Ministry destroyed more than 700 schools saying there was no need to reconstruct them. However, no plans for real reconstruction was carried out. As a result, according to the 2016 human development report, the literacy rates among the adults in Iraq saw a sharp decline, after Iraq managed to fight illiteracy in the eighties. Around 40 percent of Iraqis cannot read or write. Likewise, women’s rights saw a retreat, after Iraq was leading in this field.

 

There has been deterioration among the situation of children in Iraq in 2018, that the children suffer complicated issues like the loss of one or both of the parents.

 

Around five million children in Iraq are orphans. Most of them do not get suitable education or health care. Many has to work or beg. Number of the dropouts and the displaced are on the rise. Those children mainly become victims for dangerous violations like drugs, sexual assaults or human trafficking.

 

The women issues are much more complicated in the refugee camps, which represent a big crisis after the end of war against ISIS.

 

Two million displaced persons:

 

There are more than two million displaced Iraqis due to the instability and the militias actions. The displaced are the weakest as they totally depend on the human aid to survive. However, the aid usually is not enough to cover the basic needs.

 

Although the fight against ISIS ended, the center said hundreds of thousands cannot return to their houses as they destroyed or due to being banned by the militias, like the case in Jurf al-Sakhr in Babylon. The militias and some members of the local government stand behind preventing the authorities from taking actions to allow those people return to the regions, from which they were displaced.

 

The militias are becoming more active in Iraq. The crimes they commit range between abduction, illegal detention, execution in public, torture, violence or ethnic cleansing.

 

100 militias:

 

The militias role become bigger as some of its leaders reached the parliament in 2018. Today, there are more than 100 militias in Iraq without being penalized for the crimes they commit.

 

The report concludes warning against torture, executions and disappearance, urging the authorities and the government to not oppress the freedom of protesting. It confirmed that the use of power and violence against protesters will make officials in power be held accountable internationally.

I would like to say that I’m completely and utterly shocked by this, however, having been involved in this investment for what is now my 16th year.....uh, NO. . . and we all know the reasons why NONE OF US ARE SHOCKED BY THIS !

 

Now, I’m going to to pour myself a double Scotch and watch the dream to continue to unravel.....I mean UNFOLD.

After pondering. I started to think about us here in the best country in the world. Just change a few words like malitias to street gangs and I think you will get my point. We have our own problems also.  What is this world coming to. I also believe that Trump is doing his best to get us back on the right track. If only the dems could unveil themselves and put their own politics aside we could reunite the country. Look what the dems stand for, and it wasn't long ago they would have been considered the anti-Christ.

" 
He added that "this visit to the province of Muthanna came in order to stand close to the reality of the province, which suffers from significant development problems, and high rates of poverty and deprivation, and work on the basic service projects to achieve as soon as possible and as the economic and financial conditions of the country." 
He called Dulaimi, "the local government in Muthanna province to unite efforts and focus, in the implementation of these projects and provide services to citizens," stressing that "

According to the Iraqi News Agency, the agreement will be signed by the Iraqi side and Minister of Planning Nuri Sabah al-Dulaimi with the World Bank team .

The governorates that are supported during the current year, the names of the regions in each of the governorates covered, and the details of the projects and the amounts allocated will be announced.
