He said ministry spokesman Abdul Zahra al - Hindawi told the "morning": that the ministry plans to launch a new strategy for poverty alleviation, for the years (2017 2021) the middle of this year, noting that the strategy will take into account the waves of displacement caused by the "Daesh" gangs terrorist. 
It is said that the ministry was launched in 2010 national strategy for poverty alleviation, stretching from the (2010 _2014), as it put it a priority to improve the living conditions , health and education level of the citizens, while providing suitable for a slice of the poor housing environment, as well as to provide social protection for low - income people . 
He said al - Hindawi said the new strategy will mean the establishment of a social development fund, would finance projects to mitigate poverty in the country, pointing out that it is funded from the state budget and international grants and loans. 
In regard to the current rates of poverty, he said the ministry does not have any new statistics reported in the country, as it is currently working on the implementation of a special survey to her, in light of the situation experienced by the country of migrations and a decline in oil prices, explaining that this survey will include the liberated areas gangs of "Daesh" infidels. 
The ministry managed to reduce the poverty rate from 23 to 16 percent, the beginning of 2014, but the "Daesh" terrorist gangs control some provinces raising poverty rates again.

Just throwing money at the problem isn't a solution. They need to first develop an industrial, educational, service, scientific and of course a financial infrastructure; without which all efforts will eventually fail. So. the faster they make that first step, the sooner they will become a robust and progressive nation. GO IRAQ!

They are working on that as hard as they can. Many articles state this, you can just type in University in the search bar and it will provide this information. This subject in this thread is a IMF requirement.

If ya think about it Iraq has been attempting to alleviate poverty and to expand or jump start their economy for over 10yrs. There is only one thing that will do all of that and that is to,"give more purchasing power to the people". We know that Mosul will be liberated very soon, as in less than a week, and we know that will be a catalyst for the GOI and the CBI. These articles are what Shabibi called,"educating the people" , about what is coming.

Looking Iraqi officials  in the field of planning and economics with experts from international bodies, the development of a five - year plan mechanisms for the reconstruction of the sectors that the war against terrorism destroyed. 

The Minister of Planning in the Iraqi government, Salman al -Jumaili , at a press conference held on the sidelines of the first conference of the National Development Plan 2018 - 2022, which will be held in the city of Erbil, said that " the most important foundations of the plan , which are researched and developed and extended for five years, is to build partnership with the sector private, to have an active role in national development. "

For his part, he was considered a member of the Economic Committee in  the House of Representatives of  Iraq, and former Minister of Planning, Hafez al- Mahdi, the development of a future plan for the reconstruction of Iraq , " a good step", but added by saying, in a press statement on the sidelines of the conference, " The problem is not in the plan, but in its implementation and the factors constraining the implementation, such as the lack of security and stability, and the lack of implementation of government obligations. "

Mahdi acknowledged "the difficulty of implementing any plan for reconstruction because of the deteriorating security situation, even though they will be conducted with the assistance of the United Nations and the European Union."

He added that "Iraq was not able to take advantage of the vast oil wealth in it, and never will benefit if this continues the situation deteriorating  security and politicall."

Participants in the conference and looking mechanisms put reconstruction plan  through workshops, focused on economic policies in Iraq and future visions.

Previously , the United Nations referred to the need for Iraq  amounts will not be less than $ 35 billion for the reconstruction of areas devastated by war  against al Daesh , the major share of those amounts needed by the city of Mosul in northern Iraq , which Taulha great destruction, and war which continues to drive out insurgents have been going on more than six months.

Iraq to rebuild infrastructure through five year plan post ISIS

ERBIL, Kurdistan Region - More than half of the revenues Iraq obtained last year from oil sales and domestic incomes have gone outside of the country to meet internal needs, something Iraqi officials want to tackle through setting a five year long term recovery plan to rebuild the country’s infrastructure.
 
In coordination with the UN, the Iraqi government held a conference in Erbil to discuss the mechanisms of formulating the five year plan in a bid to rid Iraq of the overwhelming financial burdens it has faced in the wake of the fight against ISIS and massive flows of Internally Displaced Persons (IDPs).
 
Explaining the long term plan Iraq is working on from Erbil, Alaadin Jaafar, an official from the Finance Ministry said “the plan sets out how Iraq could increase its incomes aside from oil revenues.”
 
An estimated “$350 to $400 billion” is needed during the period for the recovery plan, he detailed.
 
Iraq’s national and foreign debts will most likely to have exceeded $125 billion before the end of this year despite growing oil production and revenues, according to the International Monetary Fund (IMF) which offers annual projections of financial conditions across the world. 

According to the predictions, the debts will land around $134 billion by the end of next year despite steady oil production. This is expected to raise the current 4,5 million barrels per day (bpd) by 10 percent to 5 billion. 
 
The Iraqi Ministry of Planning, however, says the implementation of the plan will not be easy since earmarking $400 billion is a huge amount.
 
“Succeeding the plan will not be easy as billions of dollars flow out of Iraq every year,” Dr. Mahmood Daghr, Finance Manager at the Iraqi Central Bank who was an attendant of the conference, told Rudaw.“
 
“In last year alone, $45 billion has gone abroad for goods while the Iraqi budget was $70 billion as a whole,” he noted.
 
As Daghr stated, the Iraqi government's key source of income comes from oil exports which covers 95 percent of the fiscal budget to Baghdad, but this sector is also at stake.
 
The savings of the Iraqi government had reached $90 billion in 2013, but this amount has now steadily plummeted to $53 billion, he warned.
 
Corruption and lack of transparency are two key factors leading to worsening financial stability in Baghdad.
 
Another official from the Planning Ministry said “corruption and the embezzlement of the incomes of Iraq are so high, it cannot be even counted.”
 
Based on data his ministry has collected, he warned “corruption rate in the revenues Iraq obtains have exceeded 50 percent.”
 
He mentioned that the Electricity Ministry is a major victim of corruption because “until now $36 billion has been expended in this sector, but power given to the people is only between 6 to 8 hours per day. Besides embezzlement and corruption, what other explanation can you provide when a large amount of money is spent and there is no electricity.”
 
More dangerous than that, he warned, is employing “a group of people whose job is to just embezzle money.”
 
The UN is the major player in formulating the plan to boost Iraq’s economy in the post-ISIS phase.

Iraq and the Kurdistan Region have 152 billion barrels of oil which are not drilled yet.
 
Based on $42 a barrel, Iraq has estimated to receive around $56 billion in 2017 from oil sales, according to the country’s budget. The government has an $85 billion budget for the current year.
