The Iraqi government approves the extension of an oil pipeline from Iraq via Jordan

A timetable for supplying Iraq with electricity by the end of 2021

The Iraqi cabinet approved a draft of an oil pipeline extending from Iraq through Jordanian territory to Aqaba. 

Jordan and Iraq also agreed on a timetable for the implementation of the Jordanian-Iraqi link to feed the Iraqi side with electric power from the Jordanian network by the end of 2021. 

The Minister of Energy and Mineral Resources Hala Zwati visited Iraq yesterday accompanied by the Director General of the National Electricity Company Amjad Rawashdeh to discuss the issues and other issues related to the sector between the two countries. 

A source familiar with the opinion said that the visit comes in the context of coordination with the Iraqi side and direct technical studies and secure the necessary funding to start the implementation of the project to supply Jordan to the Iraqi side of electricity through an electric connection. The source said that the approval of the Council of Ministers on the project needs to be approved by the Iraqi Council of Representatives to start the implementation of the project and put it on the private sector BOT style. 

During the visit, Zwati discussed with Deputy Prime Minister for Energy Affairs and Iraqi Oil Minister Thamir al-Ghadhban in Baghdad bilateral cooperation relations, especially the developments of Iraq's oil export pipeline through the port of Aqaba. 

Minister Zuwati briefed the Minister on the presence of the Kingdom's ambassador to Iraq, Montaser Al-Aqla, on the decision of the Iraqi Council of Ministers to approve a draft pipeline for the export of Iraqi oil from oil fields in Rumaila in Basra to the port of Aqaba through the Jordanian territories. 

She stressed the importance of the decision of the Iraqi Council of Ministers to approve the project, which transfers about one million barrels of oil per day from the city of Basra for export through the port of Aqaba on the Red Sea. 

Zwati said that the approval of the Iraqi Council of Ministers will be followed by the signing of an agreement between Jordan and Iraq and then start the implementation of the pipeline project, which will extend from the city of Basra and branch to the oil refinery in the city of Zarqa through the Kingdom's land to the port of Aqaba and to the international market. 

She pointed out that Jordan and Iraq agreed during the ministerial meeting held in Baghdad early this year headed by the two prime ministers to move forward with the project which serves the interests of the two brotherly peoples by opening a new port for Iraq's oil exports and granting Jordan the right to buy 150,000 barrels of oil per day through the pipeline Which is estimated to cost about 5 billion dollars. 

Iraqi Prime Minister Adel Abdul-Mahdi announced Tuesday that the Iraqi cabinet has approved the Iraqi-Jordanian pipeline project, stressing that any impediment to the export of oil through the Strait of Hormuz will affect the Iraqi economy, which depends on oil imports and the Cabinet is considering alternatives to find different paths And diversified to ensure the continuation of the movement of Iraqi oil exports in a streamlined manner. 

For his part, Al-Ghadhban said that the Cabinet approved the project of exporting (Rumaila-Aqaba) a capacity of one million barrels per day through the implementation of a pipeline project to transport crude oil from the oil fields in Rumaila in Basra to the port of Aqaba on the Red Sea. 

The Jordanian and Iraqi sides agreed at the end of talks for the two prime ministers of the two countries on February 2 to start studies necessary for the construction of Iraqi-Jordanian oil pipeline, which runs from Basra through Haditha and then to the port of Aqaba. 

On the other hand, the two sides discussed the latest developments in supplying Jordan with about 10,000 barrels of crude oil per day. 

Zwati explained that the necessary procedures to start the transfer in its final stages and that the transfer of oil to Jordan will begin before the end of July. 

Iraq agreed last January to supply Jordan with 10,000 barrels of oil per day of Kirkuk crude from the Baiji plant according to a price formula linked to the price of Brent crude minus the costs of transportation and different specifications. 

In another context, Jordan and Iraq agreed yesterday on a timetable for the implementation of the Jordanian-Iraqi link to feed the Iraqi side with electricity from the Jordanian network by the end of 2021. 

This came during a meeting with the Iraqi Minister of Electricity Luay Khatib in Baghdad yesterday in the presence of the Director General of the National Electricity Company Engineer Amjad Rawashdah and the Ambassador of the Kingdom of Iraq to Montaser Al-Aqla, during which they discussed bilateral relations and ways of strengthening them to serve the interests of the two countries and peoples. 

Zwati said that the first phase of the project includes the implementation of a high-voltage transmission line connecting the eastern region of Jordan (Al-Risha) with the western region of Iraq (Al-Qaim) with an approximate length of 300 kilometers at an estimated cost of 140 million dollars. The two sides defined the responsibility of each party to establish, Part of the project within its boundaries and bear each of the cost of parts of the project located in its territory. 

According to Zawati, the two sides agreed to complete the technical and economic studies required for the implementation of the second phase of the interconnection and mutual exchange between the two countries, which requires the completion of the internal networks inside Jordan and Iraq and strengthening the exchange capabilities and capabilities to contribute to the synchronization of the Arab networks in the eight linkage countries. The stage is 2025. 

The Jordanian and Iraqi sides signed a Memorandum of Understanding (MoU) at the end of last December to frame the agreement between the two countries to study the implementation of the direct link between the two sides in terms of technical, economic, legal and commercial and subsequently signed the mechanism of implementation which provides for the completion of the project by the end of 2021. 

On the other hand, the two sides discussed the mechanisms of feeding the loads (economic city border) agreed by Jordan and Iraq in February, which will be provided by the Jordanian electricity network.

An Arab newspaper reported on Saturday that billions of dollars were stuck between Iraq and Jordan, saying that the issue had not been resolved for 25 years.

"Negotiations between Jordan and Iraq over the settlement of the financial file that have been stuck between them for more than 25 years have yet to be resolved," a senior Jordanian official was quoted as saying .

 

"The reason for the failure of the negotiations is due to the great difference in the data provided by each party regarding its financial claims from the other," the Jordanian official said, speaking on condition of anonymity.

Jordan's debts to Iraq , according to the most recent report of the Central Bank of Jordan, include delayed assets on the Central Bank of Iraq , which amounted to more than 1.1 billion dollars, which arose in implementation of the trade agreements and payment facilities, and that the collection of these debts depends on the final outcome of negotiations between the two countries.

 

According to the Jordanian official, "the biggest problem lies in the lack of accurate data on the Iraqi side on the financial file, whether its deposits or debts to Jordan."

A Jordanian official said in a statement to the "New Arab" that the negotiations between Jordan and Iraq on the settlement of the financial file that have been stuck between them for more than 25 years, there is still no formula for the solution so far. 

The Jordanian official, who asked not to be named, said the reason for the stalled negotiations was due to the huge difference in the data each party provides on its financial claims from the other. 

The Jordanian government says it has debts owed to Iraq for many years, while Iraq demands the release of deposits frozen in the central bank and banks, since the era of Saddam Hussein.

"The available data indicate that Iraq has between 3 and 5 billion dollars deposited in Jordan since the time of Saddam Hussein, and there is no real Jordanian disclosure on this matter," said Hoshyar Abdullah, a member of the Iraqi parliament's finance committee. 

Abdullah added: "I think it is time to open the file of funds and dues that we or us with Jordan, and there are responsibilities on both sides," explaining that "so far there is no serious move from Baghdad to the Iraqi funds in Jordan, and there are at the same numbers on Iraq as a religion for Jordan also there is no resolution on it, it is important that there is a movement of the file from both sides or at least revealing to restore each party's right. 

According to the Jordanian official, the biggest problem lies in the lack of accurate data on the Iraqi side on the financial file, whether its deposits or debt to Jordan.

Jordan and Iraq agreed in February to strengthen bilateral cooperation in various fields, especially economic ones. Iraq exempted more than 300 goods exported from Jordan from customs duties, and trucks were allowed to enter its territory directly, in addition to agreeing to establish a joint economic zone on the border between the two countries. 

The Jordanian Energy Minister Hala Zwati said this week that Iraq will begin supplying Jordan with ten thousand barrels of crude oil per day, while it was agreed to accelerate the process of extending the pipeline from Iraq to Jordan. 

But this agreement received opposition voices inside Iraq, especially in the province of Basra, which sees the economic rapprochement with Jordan to damage their interests in affecting the commercial port.
