Jordanian Minister of Industry, Trade and Supply Yarbouk al-Qudah announced on Sunday that the Iraqi government has agreed to exempt more than 300 Jordanian goods from customs duties. 

The judges said in a press statement that the exemption of these goods from customs duties came at the request of Jordan earlier this year 2017, under the bilateral free trade agreement signed between the two countries, which is the only between Iraq and an Arab country.Adding that the Iraqi side, the reality of the industrial sectors of Jordan, wishing to export to Iraq, as the goods that will be issued and will benefit from the decision is of Jordanian origin. 

Iraq has imposed customs duties on all imports from different countries by 30%, as of last year, as part of a plan aimed at the Iraqi government to protect domestic products and increase tax revenues. 

The Minister of Industry and Trade of Jordan expected that the exemption of goods from customs will contribute to increasing Jordan's exports to the Iraqi market, which has declined significantly in the last five years due to the security situation in Iraq and the closure of land borders between the two countries. 

The border crossing between Iraq and Jordan was reopened at the end of last August, after being completely entangled since 2014 because of attacks on a large number of western Iraq before it was liberated. 

The Jordanian minister said that "Iraq is one of the most important export markets for Jordanian products," noting that "many of the Jordanian factories were established for export to the Iraqi market." 

Jordanian exports to Iraq last year amounted to about $ 695 million, while before the unrest it was about $ 2 billion.

Jordanian exports to Qatar were also affected after Saudi Arabia announced the closure of the land crossing with Doha, through which Jordanian trucks were passing through.

Jordan is heading to African markets, a consumer market of more than 1.2 billion people in an attempt to reach some countries offset by closing the border of its neighbors.

Official statistics indicate that the value of total exports to Jordan during the first nine months of last year decreased by 2.8 percent to 3.8 billion dinars (5.35 billion dollars).

The decrease in exports led to a rise in the Jordanian trade deficit by 11.2 percent year-on-year in the first nine months of this year compared to the same period of 2016.

The deficit amounted to 6.7 billion dinars (9.44 billion dollars) at the end of September, compared with 6.03 billion dinars (8.5 billion dollars) in the same period last year, according to the Jordanian Department of Statistics.

** Difficult situations

The head of the Amman Chamber of Industry, Ziad Al-Homsi, said that "Jordanian exports were significantly affected by the turmoil in the surrounding countries, especially as these countries were also a way and a market for those industries."

"Al-Homsi," he added, adding that the local market, too, had experienced a downturn due to the difficult economic situation in the country, which had lost part of its market share.

Abadi pointed out that the mechanism of work of the project is that "Iraqi oil exports from the fields of Basra through the Iraqi territory and to the Kingdom to the port of Aqaba," explaining that Jordan "will spend money for oil passing through its territory, and these amounts used by Jordan to pay Iraqi oil Which imports from Iraq at a preferential price, and cost the Kingdom billions of dollars annually.

Abadi said that Iraq is keen to develop its relations with the Kingdom, as this is a pipeline of strategic projects between the two countries, which is expected to contribute to expand the horizons of economic relations, and provides additional employment opportunities and develop the economic reality and living thanks to economic imports of both countries, Iraq, which is witnessing an increase in its oil exports, "needs multiple outlets linking its oil to global markets."
On the other hand, oil sources confirmed that the project pipeline from Basra to Aqaba, "is an investment project primarily, and a consortium of companies to create and spend it and then recover part of its investments after the operation," adding that "Iraq will not spend on this project any money, Which is extending the pipeline. The agreement includes supplying Jordan with a portion of the quantities of oil that pass through its suburbs at the prevailing price and according to its needs. The other part of the oil goes to export, which confirms that it will be a strategic line that will hopefully reach North Africa via Egypt. 
The cost of the pipeline project Basra - the final obstacle estimated at 18 billion dollars, and extends 1,700 km, the amount of oil that will reach the port of Aqaba through one million barrels per day, to be converted 850 thousand barrels to the Jordanian oil refinery, and 150,000 barrels covering Local Jordanian Needs.

The Jordanian judges said allowing Jordanian trucks to enter Iraq and Iraqi trucks to enter Jordan will give a great boost to the trade exchange between the two countries in various fields, stressing that Iraq is one of the most important export markets for Jordanian products and that many Jordanian factories were established for export to the Iraqi market.

The trade exchange rate between the two countries increased after the re-opening of the border crossing at the end of last August, where the value of Jordanian exports to Iraq to 450 million dollars in 2017, but it did not return to normal levels years ago, amounting to two billion dollars. 
For his part, the head of the Union of truck owners Mohammed Khair Aldawood said the decision to lift the ban on the entry of Jordanian trucks to Iraq will contribute to the return of life to the movement of land freight between the two countries and to remove this sector of the crisis suffered by more than five years because of the unrest experienced by Arab countries, particularly Syria, Yemen, Libya and Iraq, are still being removed. 

He added that more than 17 thousand Jordanian trucks were operating on land freight lines between Jordan and Arab countries, including Iraq, noting that the land shipping sector suffered cumulative losses of about 1.3 billion dollars because of the crises in the neighborhood.

Al-Daoud pointed out that this port is considered one of the strategic outlets for Jordan, Reduces the cost of operating on trucks along with the low cost of transportation through it, and the time it takes to travel the truck does not exceed two days. 
The port of Trebil is the only crossing connecting the flow of commercial goods between the two countries, while there are other outlets but not for those commercial operations.

The paper added that "the Jordanian government will not bear any cost to implement the project; it will be implemented as a full investment by the International Diamond Company, which was referred to the project tender earlier."

A Jordanian newspaper reported on Tuesday that Jordanian trucks were waiting for the green light to enter Iraq, while stressing that the volume of trade between the two countries was still “modest”.
“Jordanian trucks loaded with various types of goods unload their cargo on the Jordanian-Iraqi border daily,” the Jordanian Jordan Times reported.
“Jordanian trucks unload their cargo, which is then loaded into Iraqi trucks,” said the head of the association, Mohammed Daoud. “The volume of trade is still modest.”
Before the Iraqi border with Jordan was shut down in 2014 after much of the West’s control over Iraq, some 600 trucks were used to enter Iraq daily, Daoud said.
Following the reopening of the Tarbil border crossing between Jordan and Iraq in late 2017, Jordanian exports resumed.
“Although there are about 80 trucks carrying goods to the Iraqi border every day now, we are still not satisfied,” he said, adding that “trucks going to the border crossing are carrying vegetables, steel, wood, industrial products and other goods.”
“Jordanian trucks in Iraq are expected to be allowed to reach their destinations in neighboring countries in the next few weeks, which will increase the number of trucks operating on the commercial route,” he said.
A truck driver and a resident of Mafraq, Abdullah Isser, said he hoped “Jordanian trucks would be allowed to enter the eastern neighbor as soon as possible.” He said it was “futile to unload our cargo on the border.”
“The Iraqi road was one of the busiest roads for Jordanian trucks, and the work was very good in the past before it was called,” he said. “We have suffered a lot over the past years and we hope to compensate for the losses in the near future.”
Last year, Iraq awarded a contract with a security firm to secure the road linking Baghdad with Berybil, which was seen as a major step to restart trade.
