Twilight News / Information Office of the Prime Minister Haider al-Abadi said Thursday that the latter agreed with the Kurdistan Region delegation to remove all the obstacles that prevented the application of Article 140 of the Constitution concerning the disputed between Arbil and Baghdad areas.

According to a statement issued by the office, said al-Abadi on Wednesday received in his office a delegation of the Kurdistan region.

The statement added that it was agreed to stick to dialogue and calm and focus on the participants and commitment to constitutional and legal frameworks to ensure Iraq's unity and coexistence among all components and not be allowed to be drawn into side battles and focus on the fight against terrorism.

The statement noted that it was agreed to remove the obstacles that have prevented the activation of Article 140 and to emphasize the importance of configuration requirements for the population census after the completion of the liberation of all land and eliminate Daesh terrorist gangs.

The statement continued, it was also emphasized the importance of joint action to serve the interests of all citizens of the same country.

BAGHDAD — A joint delegation of Kurdistan Democratic Party (KDP) and Patriotic Union of Kurdistan (PUK) on Wednesday met with Salim al-Jabouri, the Iraqi Parliament Speaker, who agreed upon the fact that holding an independence referendum is a natural right Kurds have to determine their future.

Secretary of KDP Politburo, Fazil Mirani, told reporters following the meeting that there is a good understanding between the Kurdish delegation and Iraqi officials over the case. However, he made it clear that holding the referendum does not mean an immediate declaration of independence will follow.

“Kurds will be holding the referendum to allow the people express their will,” Mirani stated.

According to the official, the sides agreed to continue the talks until they reach a conclusion.

ERBIL — The case of Kurdistan independence does not belong to any political party but it is a natural right of the people to decide on their fate, said the Secretary General of Kurdistan Socialist Democratic Party.

Mohammed Haji Mahmoud, who also serves as a commander of Kurdish Peshmerga forces, also urged the Kurdish political parties to stay united and support the will of the people on statehood.

On his party’s position, Mahmoud reiterated his full support for independence and welcomed any talks on preparations for a referendum this year.

Earlier this week, Kurdistan Democratic Party (KDP) and Patriotic Union of Kurdistan (PUK) agreed to intensify efforts and prepare the ground for independence referendum before the end of 2017. Following the meeting on Wednesday, they deployed a joint delegation to Baghdad to kick off the first phase of talks with the central government.

BasNews previously quoted the secretary of KDP politburo saying that they have met with the Iraqi parliament speaker who supports the referendum as a natural right of Kurds, but negotiations are said to be continuous.

SOFIA — The President of Iraq, Fouad Masoum and the Prime Minister of the country, Haider Al-Abadi, agreed that the problem of raising the Kurdistan flag alongside the Iraqi flag in the city of Kirkuk should be resolved through dialogue and in accordance with the Iraqi constitution.

The agreement came during a meeting between the two Iraqi officials on Wednesday, concurrently with a visit by a Kurdistan delegation to Baghdad, Kuwait News Agency reported. 

Both Abadi and Masoum agreed that the issue regarding the Kurdistan flag being raised along with the Iraqi flag in Kirkuk should be dealt with through dialogue and in accordance with the constitution of the country, as it is the only right way to solve the problem. 

Earlier the same day, a delegation from the Kurdistan region arrived in Baghdad to discuss with the Iraqi officials the issue of raising the region's flag in Kirkuk. During the meeting, the Iraqi President once again stressed on the importance of holding constructive dialogues amongst political parties to reach an acceptable and better understanding.

ERBIL — Kurdistan Region's visiting delegation in Baghdad met with the Shi'ite National Alliance on the second day of their trip to Baghdad and discussed the independence referendum in the Kurdistan Region.

A joint delegation from the dominant parties in the Kurdistan Region, Kurdistan Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK) arrived in Baghdad on Wednesday where they are conducting meetings with Iraqi officials and political factions for discussions over the Kurdistan independence and referendum.

In a press conference after meeting with the Shi'ite National Alliance, Adnan Mufti, PUK politburo member, said they have frankly exchanged views, stating that everyone agrees that the referendum is the right of any nation.

"Kurds have the right to self-determination and a referendum does not mean that immediately after the referendum Kurdistan will declare independence," said Mufti.

Regarding the issue of the Kurdistan flag in Kirkuk, Mufti said the flag will remain hoisted until the implementation of the Article 140 which will settle the issue of the disputed areas.

Ali al-Allaq, a leader from Dawa Party within the Shi'ite National Alliance, also said at the press conference that there was a mutual understanding between the two sides during their meeting that Article 140 of the constitution needs to determine the rights of all components of the disputed areas.

He added that Peshmerga have made immense sacrifice in defending the disputed areas in the battle against the Islamic State extremists.
