We have seen them stomp on this document and how do you gage what will happen if they can do so? IDK. So really all you can do is read it and understand it and only then can you guess at any outcome. I wish I could do better than that but with all the carping and griping now days I will just send you to the constitution and let you come to your own conclusions as to what is or is not correct. It's actually pretty easy to read for a government document. From what I read it seems that they don't have anything specifically in place if they don't select someone to form a government within 30 days, probably because they couldn't imagine something so idiotic. Article 64 is the only possibility and that basically says that the Council of Representatives can be dissolved if the majority of members vote that it is OR "upon the request of 1/3 of its members by the Prime Minister with consent of the President." If the Council is dissolved, then new elections are held. Technically since Maliki is still the PM and he controls 89 of the 108 seats needed to get to the 1/3 number mentioned above, IF he could get Talabani's permission and IF Maliki could get about 20 other people to his side, he could force the dissolution of the Council and then request new elections. I don't think that will happen for several reasons including the fact that if the Iraqi people aren't happy how things are going now they would probably go ballistic then, but at this point Maliki is so desperate to hang on to power I wouldn't put anything past him. Not a thing Madman. These politicians take dragging things out to an art form. My guess is that once the government is actually seated that things can then move on to the next step and whatever the next step is (ending Chapter 7, RV, etc.) will be out of the politicians hands. JC1970 Posted July 7, 2010 Report Share Posted July 7, 2010 Also the forum to some capacity has brought the payroll question to the surface in the past.....Some if not all of these politicians have very lucrative incomes and are probably in fear of losing such positions along with their monetary benefits,security for there families,luxury life styles..etc.... Intentional Procrastination I believe has been exercised along with malicious self centered bureaucracy but hopefully the clock is ticking in favor for the iraqi people...
