ERBIL — The Kurdistan Regional Government (KRG) Prime Minister Nechirvan Barzani says the Kurdistan Region will hold a referendum on independence this year.

When asked by Trudy Rubin from the American Philly website about the referendum on Kurdistan Region independence, Barzani said "there will be a referendum this year. No question," noting that "the outcome doesn't mean we will immediately embark but it will show the international community what the population wants."

It's time for Washington to refocus on the future of the Iraqi Kurds since they have the closest relationship with the US in the Middle East after Israel, Rubin said, adding that Kurdistan Region is currently the most stable and tolerant part of Iraq, and it has become a refuge for Christians and other minorities fleeing the Islamic State (IS).

During the battle against IS, the Kurdish Peshmerga forces have reclaimed many disputed areas which they consider theirs, including the city of Kirkuk.

"We can't go back to the old days," says Barzani, arguing that "Iraq after Mosul is not the same as Iraq before Mosul."

Regarding Kurdistan's secession from Iraq, Barzani said "our position is to have a serious dialogue with Baghdad and come to an amicable solution," reiterating that there has been "no progress at all" in meetings between the top Kurdish and Iraqi officials.

PM Barzani further noted that "if the Americans want a united Iraq, in practical terms it doesn't exist anymore," adding that "if they want stability, they have to deal with the core issue of Kurdistan."

ERBIL, Kurdistan Region (Kurdistan24) – The result of a Kurdish independence referendum will show the international community what the people of the Kurdistan Region want, said a senior Kurdish official on Thursday.

The Prime Minister of the Kurdistan Region Nechirvan Barzani stated there was no question the Kurdistan Regional Government (KRG) would hold a referendum in 2017.

“The outcome doesn’t mean we will immediately embark, but it will show the international community what the population wants,” Barzani stated in an interview with the American Philly media network.

The people of the autonomous Kurdistan Region have long-awaited the national aspiration of gaining a sovereign state of their own.

Kurdish officials claim there is no real partnership in governing Iraq, and the Baghdad government treats them as guests rather than partners in the country.

Following the emergence of the Islamic State (IS) in northern Iraq in June 2014, the Kurds fought the extremist group and liberated large swaths of area. These areas included the “disputed territories” between Erbil and Baghdad.

The Kurds continue to consolidate their gains and refuse to give up on what they have liberated since 2014.

“We can’t go back to the old days,” Barzani said. “Iraq after Mosul is not the same as Iraq before Mosul.”

The KRG seeks a peaceful dialogue to reach an amicable divorce from Iraq which they believe would resolve problems like boundaries, oil, administration, and finances.

Turkey, which is one of the neighboring countries of Kurdistan, has good economic and political ties with the autonomous region.

“Officially, we have not addressed this issue with Turkey, but we think they are ready to listen,” the Prime Minister continued.

Commenting on establishing a US military base in the Region, the PM said, “If the United States is in need of having a base in Kurdistan our leadership would welcome it.”

Moreover, PM Barzani explained today’s reality showed a united Iraq did not exist.

“If the Americans want a united Iraq, in practical terms it doesn’t exist anymore,” he stated.

“If they want stability, they have to deal with the core issue of Kurdistan,” PM Barzani concluded.

Kurdish Independence could possibly happen! Along with Israel, and Kuwait, Kurdistan is America's strongest allies in the Middle East! Kurdistan would be a buffer government whose land separates shite Government Iran, and shite Government Iraq! It's my understanding there is already a new US Embassay being built in Erbil at present. I believe the outcome all depends on the current central Iraqi government's full compliance with Kurds terms with solid binding agreements that should be happening rather quickly! So, how would this all affect the IQD Revaluation? Significantly, but not disasterously! There is still plenty of oil, gas, and other precious minerals and resources in other parts of Iraq, south of Baghdad, for example, thus, a significant RV could still happen, even if the Kurds did become their own independent government. That's my view on this possible scenario. I do think, the US will make another attempt to unify the Kurds and Central Iraqi government before this happens. Yet, in the event there is no compromise, Erbil will be the Kurdish new Government Capitol! Again, my opinion.

I think if the Kurdish people voted to leave it would immediately trigger the RV because Iraq would need to either turn over it's Gold in exchange for the Dinars (in the Kurd's procession) or it's US Dollars and in either case that would hurt the Iraq's central bank system. If the ICB tried to devalue the dinar it would collapse the dinar under a wave of run on the banks in exchange for USD or Gold and the current Iraq economy and Iraq political parties would not survive the outcome. If Iraq was smart it would give in to the HCL and the other Kurd's demands before Iraq is no more than an Iran extension.

Truer words were never spoken, Iraq and the Shia have treated the Kurd's like crap for years, who wouldn't want to leave? I agree, Drunk Viking, I don't think this is disastrous for the dinar but it sure doesn't help anything.

imo this isnt going to happen for a long time. The kurds need baghdad because the other kurdish factions in syria and turkey do not have land of their own right now, and i cannot see the northern division of syria to the kurds for a long long time. If they were too do this it will not hurt the dinar in any way shape or form, Iraq has so much gold they cant mine it fast enough, their tourism is going to be worth more than their oil, their sulfur is another huge economic plus. Their natural gas is another huge wealth for iraq. I think if their are concessions on article 140 you will see the kurds back off for awhile. ;)

The President of the Kurdistan Regional Government Nechirvan Barzani, said the independence referendum will be conducted in the region this year, stressing Kurdistan ready for the opening of a US military base in the region.

He said in an interview with the press, "the Philadelphia Inquirer," the American said that "the referendum is important for the international community knows no option be approved by the people of the Kurdistan Region, independence or remain in the framework of Iraq."

He stressed that "Erbil wants to resolve its problems with Baghdad through dialogue and understanding Tnfsla from each other," adding that "the talks in this aspect did not come the results desired."

He continued that "the result does not mean that we will declare independence immediately, but the referendum will show the desire of people to the international community."

On the situation in Iraq, Barzani said "major changes have taken place in Iraq over the past two and a half years, and will not return Iraq to a state that it was before entering the Daesh."

The debate about the independence of the Kurdistan Region with Turkey, he said he "did not discuss the matter formally, but we believe that Turkish officials are ready to listen to this."

In another aspect of the interview, Barzani spoke about the establishment of a military base in the Kurdistan region, saying "if the United States were in need to a military base in Kurdistan, the Kurdish leadership welcomes it."

He went on to say "if the United States wants a united Iraq, this state no longer exist on the ground, and if they want stability, it must deal with the fundamental issue of Kurdistan."

SULAIMANI — The Kurdistan Region’s Independent High Electoral and Referendum Commission (IHERC) said a referendum on the region’s independence will not be held without Kurdistan Parliament.

IHERC Spokesman Shirwan Zrar said during NRT’s Tawte program on Sunday (March 26) the Kurdistan Region’s Presidency (KRP) has decided to hold an election but the referendum will come from parliament.

I believe that authority comes from the Kurdistan Parliament’s Presidency,” Zrar said. “Kurdistan Parliament is the only institution for a decision and mandate regarding the decisive subjects, according to the first and second term of Article 56 and Law No. 1 in 1993.”

The IHERC spokesman said the Kurdistan Parliament should be reactivated and a law on the referendum should be made, noting, “That law is very important.”

Kurdistan Regional Government (KRG) Prime Minister Nechirvan Barzani said on 23 March that a referendum on the independence of the Kurdistan Region was set to take place this year to gauge support for leaving Iraq.

Masoud Barzani announced on November 16 last year that the Kurdistan Region would not need to hold a referendum on independence if an agreement with Baghdad was reached to allow the region to become independent and maintain friendly relations between Erbil and Baghdad.

Kurds are often described as the world's largest ethnic group without their own state, with populations divided among Turkey Iraq, Iran and Syria since post-World War I.

Kurdish leaders are likely to face opposition from neighboring countries, including Turkey and the central government in Baghdad.

ERBIL — The Kurdistan Region of Iraq will hold an independence referendum this year through which Kurds will decide on their future, Kurdish officials say.

Hoshyar Zebari, former Iraqi Finance and Foreign minister, told BasNews the people of Kurdistan Region will decide on their future through an independence referendum which will take place in 2017.

Zebari, who is a member of the Kurdistan Democratic Party (KDP) politburo, also stated that the people of Kurdistan need to make this historic decision at this stage.

Moreover, Arif Rushdi, an advisor to the KDP politburo, revealed to BasNews "a referendum [on independence] in the Kurdistan Region is expected to be held this year," stating that the outcome of the referendum will determine the desire of the people for independence.

Rushdi called on the international organizations and the United Nations to oversee the referendum.

He added that the referendum topic will be discussed with the UN delegation which is set to visit Erbil on Thursday.

The UN Secretary-General António Guterres arrived in Baghdad on Thursday and he is expected to head to Erbil on the same day where he is set to meet with the Kurdistan Region President Masoud Barzani.

The Kurdistan Regional Government (KRG) Prime Minister Nechirvan Barzani also said earlier this month that the Kurdistan Region will hold a referendum on independence in 2017.

ERBIL — The independence referendum in Kurdistan Region will be held this year and the United Nations (UN) and the US will have a supporting role in the move, said Muhammed Haji Mahmud, Secretary General of Kurdistan Socialist Democratic Party.

Mahmud told BasNews on Saturday that Kurdistan Region President Masoud Barzani is insisting on organizing an independence referendum in 2017, a move supported by all Kurdish factions.

The Kurds won't be supported by the mountains alone this time, the US and UN will also support the imminent process, said the Kurdish political leader.

He further said that during his latest visit to Europe, Barzani made it clear to all the world leaders he met on the sidelines of the Munich Security Conference that Kurds seek to determine their future and declare statehood.

Mahmud added that the UN has partially agreed to oversee the referendum.

Barzani said, during a meeting with the UN Secretary-General António Guterres on Thursday, that Kurdistan Region will soon hold a referendum on independence to show the will of the people to the world.

ERBIL, Kurdistan Region – With the goal of holding a referendum on Kurdish independence this year, a joint committee from the Kurdish political parties is to be tasked with deciding on the timing and mechanism of such a vote. 

The Kurdistan Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK) held a high-level meeting on Sunday presided over by President Masoud Barzani. In a joint statement released after their hours-long meeting, the two main ruling Kurdish parties announced they would form a joint committee to prepare for a referendum on independence for the Kurdistan Region.

The spokesperson for the KDP, Mahmud Mohamad, told Rudaw following the meeting that both parties agreed to hold the referendum this year. 

The joint statement declared that the Kurdish nation is entitled to vote on its future through the practice of self-determination as it is the “natural right of the nation of Kurdistan to decide on its political and administrative path in a referendum and an entity of an independent state.”

“The two sides, through a joint high committee, [are tasked to] discuss this issue with the political and national parties of Kurdistan to form a joint committee in order to set the timing and mechanism to hold a referendum,” the statement continued.

The joint PUK-KDP committee will start visiting other Kurdish parties as early as tomorrow, the KDP spokesperson added. 

Mohamad also said that the Kurdish parties will open negotiations with Baghdad and neighbouring countries on the issue of independence.  

The parties’ statement also touched on the flag controversy in Kirkuk and defended Tuesday's vote by the Kirkuk Provincial Council to hoist the Kurdistan flag next to the Iraqi one. 

“The two sides believe that the Iraqi government keeps on ignoring the implementation of Article 140 of the Iraqi constitution. That is why, just as the Iraqi government has the right to have its flag in Kirkuk, the Kurdistan Region also has the right to raise the flag, because the constitution makes clear reference to Kirkuk and some other places as disputed areas. Hereby, for Kurdistan, raising the Kurdistan flag is legal and constitutional,” the statement read.

A Kurdish delegation formed by the two parties will visit Baghdad later this week to discuss the flag issue, according to Mohamad.

President Barzani earlier welcomed the decision to raise the Kurdistan flag in Kirkuk, calling it “normal and legal.” Kosrat Rasul, the PUK deputy-secretary-general, not only hailed flying the Kurdistan flag in Kirkuk, but also called it the Jerusalem of Kurdistan, referring to an old sentiment that Kirkuk is the heart of Kurdistan. 
 
Rasul said that the decades-long struggle of the Kurdish Peshmerga was “to raise the sacred flag of Kurdistan over every inch of our country, in particular in the head of Kurdistan, the Jerusalem city of Kirkuk."
 
Both President Barzani and Rasul were taking part in Sunday’s meeting. 
 
Sirwan Zahawi, a legal expert on constitutional matters, told Rudaw on Saturday that a vote from the Iraqi parliament to lower the Kurdish flag in Kirkuk is not binding, adding that Kirkuk did not need to pass a vote in the Council because the local government, in accordance with the current Iraqi constitution and laws, already had the powers to raise the Kurdistan flag.
 
“Not raising the Kurdistan flag is unconstitutional,” Zahawi argued as he explained that the province falls into what is called the disputed areas, as defined by Article 140 of the Iraqi constitution, and by definition, both Baghdad and Erbil have the same claim in the province on an equal basis. 
 
Article 140 was put into the Iraqi constitution after the removal of the Baath party in Iraq. It concerns areas claimed by both Erbil and Baghdad, such as Kirkuk and some areas in Nineveh.

The constitution requires that Iraqis displaced by “Arabization” be compensated and moved back to their original areas, a process that has been resisted by many Arabs who have lived in disputed areas for decades. Kurds see Article 140 as a way to remedy the injustices of “Arabization” policies and strengthen the Kurdistan Region.
 
Kirkuk, though it falls under Article 140, has been secured by the Peshmerga since mid-2014 and the local government voted to raise the Kurdish flag over government buildings in the city last month. The local government in Kirkuk raised the Kurdistan flag alongside the Iraqi one over the Kirkuk governorate building last week after a vote by the provincial council. Some Turkmen and Arab representatives in the Kirkuk council boycotted the vote.
 
The council also named March 28 — the day the flag was hoisted — a day to be celebrated annually.

BEIRUT, LEBANON (10:10 A.M.) – Iraq’s Prime Minister, Haider al-Abadi, has warned against an independent Kurdistan in northern Iraq, claiming it would only harm the Kurds.

“That is totally objectionable. We are serious about Iraq’s territorial integrity,” Abadi said in an interview with the Iraqi Kurdistan region’s Rudaw media outlet.

“I have asked the Kurdish leaders not to out us or themselves in an embarrassing situation,” the Iraqi prime minister said.

“I don’t like prolonging the issue of referendum because the result is already obvious. But the question is whether they will act on the results or not?” he said.

“Separation now and in the past has done the Kurds harm because your neighbors do not accept that either,” Abadi concluded.
