Theft of Iraq’s oil has been in the news since the occupation in 2003. The government failed to quell the allegations and continued to insist on the correctness of its procedures.

Zaid Sandook, former head of Custody Transfer Measurement of Oil and Gas Department in the Ministry of Oil, recently wrote an open letter to the Minister of Oil Jabbar Luaibi in response to statements by Ministry officials regarding the measurement system.

The letter was prompted by reports on alleged corruption and theft of exported oil. He stressed that the Ministry had worked hard for years to establish a measurement system for oil and gas in accordance with international standards. And in awarding the preparation of the system to Shell and BP, who had a vested interest in establishing the system to safeguard their contractual rights.

Sandook insists that installing meters is not sufficient by itself to guarantee correct measurements. The system is much more than that in the sense that it involves procedures, regular inspection and providing specialised departments, training and third-party inspectors to witness, approve and certify all steps.

He assures us that the Ministry and its companies spent millions to get the system ready and bought meters, but that the rest of the system was not properly applied.

The latest announcements by Ministry officials disappointed many, including Sandook. They insisted on the correctness of the procedures — including ullage rather than metering measurement — and approval by third-party inspectors to the satisfaction of the parliament’s Energy Commission and Commission of Integrity. Legal action

He quotes former oil minister Ebrahim Bahr Al Ulum as saying “Oil and fuel smuggling networks have grown into a dangerous mafia, threatening the lives of those in charge of fighting corruption.”

He also quotes the director of Basra Oil Products as saying that “influential political people and parties are running these smuggling operations.”

The latest accusation reported by Al-Monitor came from Sadiq Al Mhana, a member of parliament, who “revealed that they are in possession of documents that prove the theft of 300,000 barrels of Basra oil by officials who modified the counters [meters].”

Al-Monitor goes on to say that “the ministry responded without offering any proof.”

Mhana also said: “The National Security Service addressed a letter to the Ministry of Oil confirming the theft of 100,000-300,000 barrels of Basra oil per day. Furthermore, the ministry’s periodic meetings with the international testing company have underlined this huge squander. Iraq is losing around $20 million (Dh73.4 million) daily due the wastage in oil exports, which amounts to annual losses of $7 billion.”

The parliament Oil and Energy Committee concurred and its member Aziz Kadhim said “Iraq is using Aldhirah [ullege] system that measures the size of the carrier. It is an inaccurate method that allows oil smuggling.”

For years, the Ministry failed to explain the differences between oil production and its dispensation of exports and domestic use. In a February report, domestic use is estimated at around 1.3 million barrels a day, which is outrageously erroneous. It cannot be more than 750,000 barrels a day at best.

I agree with Sandook that the damage to the Ministry’s reputation comes from a lack of transparency rather than exposures of theft and smuggling.

The new hydrocarbon laboratory, located in the port of Khor Al Zubair, will support the increased demand for quality assurance solutions in the petroleum industry across Iraq and will soon be offering octane engine fuel testing of gasoline for the first time in the country.

The launch of the 1,300 square feet laboratory allows Intertek to offer its services in this fast-growing market and in this highly strategic location. A member of the Board of Trustees of the Extractive Industries Transparency Initiative, Mohammad Rahim, said that the President of the Council, Oil Minister Thamer Ghadhban decided to publish the final accounts of the national oil companies within two weeks.

Rahim said in an interview with "Economy News" that "the Board of Trustees during a meeting held today in the decision of the Ministry of Oil, decided to publish the final accounts of national oil companies, whether it was certified by a final or not certified," adding that this comes "in application of transparency standards In extractive industries ".

He added that the Council directed to publish them within a period of time not exceeding two weeks.

BAGHDAD (AP) - Deputy Prime Minister and Minister of Oil Thamir al-Ghadhban on Monday (April 8th, 2019) addressed the companies of his ministry concerned with the extraction of oil by publishing their final accounts on their sites in the electronic network.

Al-Ghadhban said during his meeting with the Board of Trustees of the Extractive Industries Transparency Initiative (EITI), according to the Ministry of Oil's statement that "this measure comes in order to enable citizens to learn about their detailed financial activities." He affirmed his ministry's commitment to all international standards of transparency and corporate governance oil and gas".

On Monday, April 8, 2019, Al Ghadhban met with the visiting international verification team, who expressed his admiration for the progress of the performance of the representatives of the initiative in Iraq and its keenness to implement international standards.

"I am fully convinced that the International Initiative Council will decide to lift the temporary suspension of Iraq's membership at the upcoming Council meeting in Paris next June.

"Robinson suggested that the Iraqi delegation participating in the international conference to be held in Paris in June to highlight this progress to participating countries and take the lead role as an example and a leading experiment in the application of standards of disclosure methodology."

Al-Rubaie said that "Robinson concluded his letter to the angry, referring to the decision of the Council of the initiative to approve the request of Iraq, except for the Kurdistan region of the reports of the initiative for the years 2016 to 2018 because of the challenges faced by the initiative to obtain data extraction sector in the region.

Oil Minister Thamer Abbas Al-Ghadhban said in a statement received by Alsumaria News that the ministry is keen to disclose monthly through the media, newspapers and official websites about the export quantities achieved from oil fields, export outlets and financial revenues achieved, in addition to announcing the names of international companies and their nationalities. Which is contracted in the marketing of crude oil, in addition to disclosing the rates of production and consumption and the average price of a barrel through the official website of the Ministry.
 
 

Ghadhban added that the government and the ministry support all activities and activities aimed at enhancing the confidence of the international community and international organizations concerned with the ministry and government institutions responsible for the management of oil activity in the country.

The minister praised the role of oil formations in cooperation, praising the role of civil society organizations in following up the reports and activities related to the oil sector in order to achieve our goals in reaching the most accurate international standards in this context.
