Iraq and Japan signed on Tuesday, pleadings exchanged between the parties relating to the reconstruction of a loan the third phase electricity sector.

A statement by the Information Office of the Prime Minister Haider al-Abadi received (range Press), a copy of it, that "Iraq and Japan signed a mutual notes and minutes of discussions between the Government of the Republic of Iraq and the Government of Japan for the reconstruction of a loan the third phase electricity sector."

The statement added that "the Prime Minister Haider al-Abadi official delegation Japanese headed by Minister of State for Foreign Affairs Quintaroa Sonoaor attended the ceremony of signing the notes," noting that "the Undersecretary of the Ministry of Finance, Mr. Fadhil Nabi Othman, was signed by the Iraqi side and the Japanese Ambassador to the Japanese side Fumioa yuai."

Iraq has suffered a shortage of electric power since the beginning of the year 1990, but the past four years have seen an improvement in the provision of electric power after the opening of a number of power stations which (Zubaydiah in Wasit and good deeds in Karbala and Alhaidariya in Najaf and the station gas in Maysan and two stations in Diwaniya station al-Sadr in Baghdad and the Shatt al-Arab stations and Rumaila in Basra and gas station in Kirkuk), where operating hours continue to about 20 private hour with low temperatures in the operating hours are shrinking dramatically with higher temperatures and increased loads on the power plants during peak times.

JAPANESE LOANS TO HELP IRAQ REPAIR DAMAGE TO ELECTRICITY SECTOR
Iraq, January 11, 2017

Japan has agreed to lend Iraq up to 27.2 billion yen (S$337 million) to rebuild damaged electricity infrastructure, especially in areas recaptured from Islamic State of Iraq and Syria (ISIS), its Baghdad embassy said on Tuesday (Jan 10).

Tokyo also intends to sign off on another loan worth 21.5 billion yen for a project to repair a thermal power station in the southern province of Basra.

Iraq's economy has been hit by the plunge in world oil prices since mid-2014 and the country is expected to have a financing gap of 21 trillion dinar (S$25.5 billion) this year unless it can secure more funding, an IMF document obtained by Reuters last year showed.

The cost of fighting ISIS militants is another burden on the budget.

The loan was signed during a visit to Iraq by Japanese State Minister for Foreign Affairs Kentaro Sonoura.

An embassy statement said Japan intended to make additional contributions of approximately US$100 million for "humanitarian assistance and support for the stabilisation of liberated areas through international organizations."

Iraq is fighting with the help of a US-led coalition to drive ISIS militants from the north of the country.

Japan opened its consulate in the Kurdish capital of Erbil on Wednesday following meetings between the country’s Foreign Minister Kentaro Sonoura and senior Kurdish officials, including the president and prime minister. In a ceremony attended by Prime Minister Nechirvan Barzani and other senior officials, the Japanese consulate opened its doors for the first time on Wednesday, joining dozens of other countries who have representation in the Kurdistan Region. Earlier in the day, President Masoud Barzani received Sonoura and his accompanying delegation to discuss bilateral relations and the ongoing war against ISIS. “Part of Mr. Sonoura's visit to the Kurdistan Region was to officially open the Consulate of Japan to the Kurdistan Region which will inevitably lead to opening more doors of cooperation between the Kurdistan Region and Japan,” a statement from the Kurdish presidency read. Japan has provided Iraq, including the Kurdistan Region, with what it terms “strategic loans” to help rebuild infrastructure, including a major water treatment project in Halabja worth more than $100 million. PM Barzani expressed his appreciation to Japan for their continued support, “including Tokyo’s insistence on guaranteeing Kurdistan Region’s share in the loans lent to Iraq,” the prime minister’s office said in a statement following his meeting with Sonoura. Baghdad and Erbil have had disagreements since 2014 over the distribution of the country’s revenue and budget, which was then extended to whether or not Baghdad will share with the Kurdish government foreign loans received as part of packages to help finance Iraq’s struggling economy following low oil prices and the war against ISIS. Last week the Iraqi government was given a loan guarantee worth $1 billion from the US, but it is not clear whether Erbil will receive its fair share, although the US State Department said on Tuesday it would include the Kurdish region. “[W]e believe that the sovereign loan guarantee will help the Government of Iraq meet its – the needs of all Iraqis, and by all Iraqis I mean including those in the Kurdistan Region,” Deputy State Department Spokesperson Mark Toner said. According to official figures, trade between Kurdistan Region and Japan was more than $150 million in 2015.

JAPAN OPENS CONSULATE IN THE KURDISTAN REGION
Iraq, January 12, 2017

Kurdistan Regional Government Prime Minister Nechirvan Barzani met with Japanese State Minister for Foreign Affairs Kentaro Sonoura and his accompanying delegation.

In the meeting, attended by Deputy Prime Minister Qubad Talabani, the Japanese Minister reaffirmed his country’s position to further strengthen its relations with the Kurdistan Region, by opening its consulate in Erbil on Wednesday.

Prime Minister Barzani expressed his appreciation to the people and government of Japan for their continued support to the Kurdistan Region Government, including Tokyo’s insistence on guaranteeing Kurdistan Region’s share in the loans lent to Iraq. Japanese loans have financed a number of strategic projects across the Kurdistan Region.

Mr. Barzani also commended Japan for opening its consulate in Erbil, stating his government’s support to the Japanese diplomatic mission in Kurdistan.

Japan plans to grant $ 100 million extra for Iraq
{Baghdad} Euphrates News announced the Japanese Embassy in Iraq, her government's intention to grant an additional $ 100 million for Iraq.

The Government of Japan has provided US $ 6.7 million to the International Organization for Migration in Iraq to support the humanitarian response for displaced people due to the ongoing military operations to liberate Mosul, in addition to support returnees and the host community for the displaced.
 
The head of the International Organization for Migration Thomas Luther Weiss in a press statement, "The contribution of the Government of Japan enabled the International Organization for Migration in Iraq to support the thousands of Iraqi displaced families with emergency assistance and livelihood."
 
He explained, "We are delighted to continue the partnership with Japan in coordination with the Government of Iraq and humanitarian partners to improve the displaced people who are still facing the challenges of returning to their homes in areas that have been liberated from the grip of the terrorist organization Daesh circumstances."
 
He noted Japan's ambassador to Iraq, Fumio Iwai out that "Japan's contribution emphasizes its strong commitment to meet the needs of displaced people in Iraq crisis as part of a new batch of humanitarian support to counter terrorism and to the stability of society in Iraq, which amounts to about US $ 100 million."

JAPAN PROVIDES support TO IRAQ’S COMMUNITY POLICE CENTERS
Iraq, May 8, 2017

The Government of Japan is continuing to support activities of UNOPS in the Middle East region, providing new funding of over USD 16 million, of which USD 3,122,500 are dedicated to those in Iraq.

The “Improving the Impact and Effectiveness of Community Police in the Newly Liberated Areas in Iraq” project will be implemented by the United Nations Office for Project Services (UNOPS), in partnership with the Government of Iraq and the Office of the High Commissioner for Human Rights in Iraq.

This project will support the community police centers in selected newly liberated areas of Iraq, in contribution to the stability in Iraq.

The project will support the construction of pre-fabricated caravans or rehabilitation of community police centers, procurement of necessary equipment and vehicles, and provision of training to improve the impact, effectiveness of new and existing police officers with improved sensitivity on human rights and gender.

H.E. Mr. Fumio Iwai, Ambassador of Japan to the Republic of Iraq, said, “Japan assists not only IDPs and refugees from humanitarian aspect but also those returning to the liberated areas for their stabilization through this project, in conjunction with demining projects to eradicate the threat of improvised explosive devices”, praising the responses by UNOPS to security challenge.

JAPAN GIVE ADDITIONAL $16.7M TO STABILIZATION IN IRAQ
Iraq, May 9, 2017 

The Government of Japan has contributed an additional US$16.7 million to UNDP’s Funding Facility for Stabilization (FFS) and Iraq Crisis Response and Resilience Programme (ICRRP) to promote stabilization, recovery, and resilience-building in areas liberated from the Islamic State of Iraq and the Levant (ISIL), and in areas with large displaced populations.

This new funding brings Japan’s total contribution to FFS and ICRRP close to $60 million since 2014.

Based on priorities identified by the Government of Iraq and local authorities, FFS helps quickly repair public infrastructure, provides grants to small businesses, boosts the capacity of local government, promotes civil engagement and community reconciliation, and provides short-term employment through public works schemes.

Japan’s additional contribution to FFS will support the rapid rehabilitation of key infrastructure and provide livelihood support in newly liberated areas, including in Mosul.

Japan’s contribution to ICRRP will support grants to small businesses, employment activities and the rehabilitation of infrastructure and housing in areas with large populations of displaced people as well as in newly liberated areas. Funding for ICRRP will also be used for community reconciliation and peace education amongst different ethnic and religious groups.

Secretary General of the Council of Ministers, received Mahdi Keywords, on Thursday, the Japanese ambassador to Iraq , Fumio Iwai, the two sides discussed the development and rehabilitation projects for electricity and water, and the development of the financial sector policy in Iraq.


A statement by the General Secretariat of the Council of Ministers, "Tomorrow Press" received a copy of it, "Keywords praised the efforts made by the Japanese government to support Iraq at various levels, especially with regard to the Japanese loan for the rehabilitation and reconstruction of infrastructure", pointing out that the "Keywords expressed during a meeting Japanese Ambassador to Iraq , Fumio Iwai, in his office, prepared by the Secretariat of the Council of Ministers to make the necessary efforts for the success of the Japanese assistance.
