Received Prime Minister Haider al-Abadi, Wednesday, a written message from his Chinese counterpart confirming his desire to strengthen bilateral relations between the two countries.

Hey chinadawg,

Hope that you are doing well and hanging in there with the rest of us as best as we all can hang!  The Chinese have been in on this deal since the beginning, this is just fluff.  Why?  In a word...oil.  It WILL NOT take 3 more years!   If you go back and read my posts from 2010-2012, I had referenced it numerous times.
