For one thing the original version says the central will control ALL production and development in ALL provinces. The Kurds will never agree to that. It is the key to their independence to retain control of their fields and keep Bagdad out. They will deliver oil as they see fit now because the oil ministry is the most convenient way to market it .. BUT they will NEVER allow SOMO into their fields. They could pass a law in Bagdad but the Kurds will not give in. Also remember that the original intent was to distribute profits after deducting cost of government to the PROVINCES not individuals. BUT the over the last 5 years or more the costs have exceeded income so there was nothing to distribute! Now that they have resorted to borrowing to meet expenses those loans will have to be covered in the future budgets so for years there will be nothing to distribute even IF the price of oil rises . 1 Quote Link to comment Share on other sites More sharing options...
