The third to the last article in the last part of the first paragraph states, " while US President face-elect invitation to al-Abadi to visit Washington after his inauguration in January 2017, he referred to his support for Iraq in its war against al (Daesh)."

Hopefully we won't have to wait this long but possibly the post inauguration visit may be directly related to the mechanics of implementing the IQD RV.  Trump (as the newly installed president) and Abadi could hold the authority to kick the IQD RV into gear.  The IQD could be the high potency fuel to rocket the IQD economy with all the international business benefits as a reward to Abadi for his various strides in the advancement of Iraq.  Hey, with the IQD RV in place, Abadi aught to be an Iraqi Superhero and could get even more done in Iraq and a lot quicker since folks will want to eliminate the opposition (corruption) due to their newly acquiring freedoms and earning power.  Hey, Trump will be even more popular with various folks if the IQD RV happens within the first 10 (not 100) days of his inauguration!
