ERBIL, BAGHDAD AND UN SIGN DEAL ON AIDING EXPECTED MOSUL IDPS 
Iraq, October 15, 2016
Baghdad, Erbil and a UN agency signed an agreement Thursday on assisting internally displaced persons (IDPs), as waves of people are expected to flee Mosul in the wake of an anticipated offensive to drive the Islamic State (ISIS) out of its Iraqi stronghold.

The three-way deal was signed at a ceremony in Erbil by the Kurdistan Regional Government's (KRG) interior ministry, the Iraqi Ministry of Migration and the United Nations Assistance Mission in Iraq (UNAMI).

It coordinates preparations to receive the IDPs at newly-built camps as well as the allocation of funds by the KRG and Baghdad to house and feed them.

"As the KRG, we have done everything we could to prepare ourselves to respond to the IDPs' crisis, in coordination with the Iraqi Migration Ministry and the UN,” Karim Sinjari, the KRG’s interior minister, told reporters after the signing.

“We hope we could provide anything they need in terms of humanitarian aid,” he said, adding that the deal signed Thursday is important because the KRG is already overstretched with some 2 million refugees from Syria and IDPs from other parts of Iraq that it already hosts.

That is why "we have tightened coordination with the federal government and the UN,” he explained.

He added that Baghdad has already provided funds to the KRG to spend on families expected to be displaced from Mosul and its surrounding areas during the battle for the city, which is expected to begin this month.

"A sum of money has been given to the provinces to build camps. Apart from that help, the UN has expressed readiness to help us as well," Sinjari said, explaining the funds had come from the Iraqi Ministry of Migration and will go to Duhok, Erbil and Sulaimani.

Asked if the KRG was capable of taking in another wave of refugees that could double its existing burden, Sinjari replied: "We will do anything we can. We have seen waves of refugees and IDPs coming to the Kurdistan Region in the past."

Lise Grande, the Deputy Special Representative of UNAMI, signed the agreement on behalf of her organization.

Meanwhile, Iraqi Minister of Migration Darbaz Mohammed said that many refugee camps are under construction now and will be ready soon to take in the IDPs. "In 30 to 40 days they will be finished," he said.

Mohammed explained that many other families have been returned to their homes in areas that have been liberated from ISIS by the Iraqi army and Peshmerga forces, lifting some of the burden on the KRG.

"Until now, 200,000 families have returned to their homes, which is about 1.2 million people."

As the battle for Mosul is getting closer, the Prime Minister of Iraq, Haider al- Abadi, announced his plans to liberate Hawija before liberating Mosul. 

 

Abadi met with provincial and military leaders, who are ahead of the operation in Hawija, during his first visit to Kirkuk on Friday. After inspecting military units and speaking to security officials in northern Iraq, Abadi expressed his ambitions and preparation to conduct further operations, aiming to liberate more Iraqi territories from the Islamic State (IS) control, starting with Hawija. 

 

“We are fighting to liberate our people, and by the determination of our heroic forces we will liberate the people of Hawija, Riyadh and Rashad from the terrorist gangs” Abadi said. 

 

Liberating Hawija before Mosul, would help decrease any possible threat to the Iraqi, Peshmerga and coalition forces, who by that point will be fighting IS in Mosul. 

 

Hawija is located approximately 100 miles south from Mosul and is the last IS stronghold in the Kirkuk Province. According to security sources, about 1,200 IS insurgents are inside the city and the surrounding areas. 

 

Experts explain that the liberation of Hawija would come as a significant step forward for the coalition forces, especially before entering Mosul.

Battle for Mosul: Bid to retake Iraqi city from IS 'begins'

A military operation to recapture the Iraqi city of Mosul from so-called Islamic State (IS) has begun, Prime Minister Haider al-Abadi says.

An offensive to retake the city, Iraq's second largest, has been planned for months.

Mosul has been under IS control since June 2014.

The UN has warned that the humanitarian impact could be "enormous", and possibly affect up to 1.2 million people living in and around the city.

"The time of victory has come and operations to liberate Mosul have started," Mr Abadi said in an address broadcast on state television.

"Today I declare the start of these victorious operations to free you from the violence and terrorism of Daesh," he said, using another name for IS.

Thanks ''magawatt''....This seems to be more political than military...I don't foresee to much of an offensive from a bunch of spineless cowards who seized a entire city of innocent citizens that included women and children, to gain an advantage to nothing...Any warrior knows ''...war is not made from women and children...''  I'm just hoping that this Mosul campaign is ''smoke-n-mirrors'' to buy time for the real reason behind the trees that hide the forest...The monetary reform campaign.... It just seems the entire object to this last military hold-out...Is that it's ''The Last Holdout''...

Iraq Starts Offensive to Retake Mosul From Islamic State

The Iraqi army backed by Shiite militias and the U.S.-led coalition has begun a long-awaited offensive in a bid to retake Mosul, the country’s second-largest city, from Islamic State.

“We will soon meet at Mosul to celebrate the victory and will all stand together to punish Islamic State,” Prime Minister Haidar al-Abadi said early Monday in a speech broadcast on state television. “We will restore order and stability in Mosul."

U.S. Secretary of Defense Ashton Carter said in a statement that the offensive is "a decisive moment" in the campaign to deliver Islamic State a lasting defeat. "We are confident our Iraqi partners will prevail against our common enemy and free Mosul and the rest of Iraq from ISIL’s hatred and brutality," Carter said using a common abbreviation for the terrorist group. 

Islamic State captured Mosul -- the capital of Nineveh province in northern Iraq -- in June 2014, merging it with territory it already held in Syria, including its de facto capital Raqqa. The retaking of Mosul is a key strategic and symbolic goal for Iraq and the U.S.-led coalition as it was the first major city in Iraq to be claimed by the Islamic terrorist group and where it declared a caliphate on June 29. Along with continuing setbacks in neighboring Syria, it would deprive Islamic State of a key staging ground and claim to legitimacy.

Abadi said only Iraq’s army and national police will enter the mostly Sunni city, calling upon residents to cooperate with security forces. Kurdish forces will also be involved. Brett McGurk, the U.S. special presidential envoy for the global coalition to counter Islamic State, wrote on Twitter: "Godspeed to the heroic Iraqi forces, Kurdish #Peshmerga, and #Ninewa volunteers. We are proud to stand with you in this historic operation."

Islamic State dug trenches and rigged roads and buildings with explosives ahead of the expected offensive to dislodge the militants from Mosul. Iraqi Defense Ministry spokesman Naseer Nouri said earlier this year that an offensive could unleash a new wave of refugees, adding that as many as half of the city’s remaining inhabitants are expected to flee once Islamic State’s defenses start to crumble.

U.S. Defense Department spokesman Capt. Jeff Davis said last week that he expected the offensive to be a difficult operation. He also said that Islamic State is “demoralized” and “having a harder time exercising command and control over their own forces.”

Turkish Tensions

The offensive is also likely to stoke tensions between Baghdad and neighboring Turkey. Officials in Ankara last week said their military would join the mission against Islamic State in Mosul, as President Recep Tayyip Erdogan dismissed protests from Baghdad with a string of insults on national television.

“You are not my interlocutor, you are not at my level, you are not my equivalent, you are not of the same quality as me,” Erdogan said, referring to Abadi. “It is not important at all that you are screaming in Iraq, we will do what we know. You should first know your boundaries.”

Erdogan’s vow to have his forces actively engage in the Mosul fight would be the second time in as many months that Turkey puts its NATO ally, the U.S., in an awkward position. Turkish forces flowed into Syria to retake the border town of Jarablus last month, with tanks and armored units advancing toward militant-held areas northwest of Aleppo. That prompted the U.S. to ask Kurdish militias allied with Washington to withdraw.
