article describes the 61 VII of the Constitution interrogation mechanisms and withdraw confidence from ministers and other officials. 
The following is the text of the constitutional article: 
 A. A member of the House of Representatives to ask the Prime Minister and Cabinet, questions on any subject within their specialty, and each of them to answer questions members, and only the right to comment on the answer. 
 b may be the twenty - five members at least , of the House of Representatives, propose a general topic for discussion to clarify the policy or performance of the cabinet or one of the ministries, and submit to the President of the House of Representatives, and the prime minister or the ministers set a date to come before the House for debate. 
 C. a member of the House of Representatives, and the consent of the twenty - five members, may direct an interpellation to the prime minister or the ministers to hold them accountable for the affairs under their specialty, and the debate under way in the inquiry except after at least seven days of its submission. 

 Eighth: 
 A. the Council of Representatives may withdraw confidence from a minister by absolute majority, and shall be considered resigned from the date of the decision to withdraw confidence, and may not be raising the issue of confidence in a Minister , but based on his desire, or request signed by fifty members after the interpellation addressed to him, and the Council issued its decision in request except after at least seven days from the date of submission. 
 b 
 1 of the President of the Republic, submit a request to the Council of Representatives to withdraw confidence from the Prime Minister. 
 2 the House of Representatives, at the request of one fifth (1/5) of its members to withdraw confidence from the Prime Minister, shall not submit this request except after an interpellation directed to the prime minister, after at least seven days from the submission of the application. 
 3 the House of Representatives decides the withdrawal of confidence from the Prime Minister, the absolute majority of its members. 
 c ministry resigned longer in the case of withdrawal of confidence from the Prime Minister. 
 d in the case of a vote withdrawing confidence from the whole cabinet, the Prime Minister and ministers remain in their positions to run everyday business for a period not exceeding thirty days, until a new Council of Ministers in accordance with the provisions of Article 73 of this Constitution. 
 e to the House of Representatives, the right to interrogate independent commission heads in accordance with the procedures relating to the ministers, and has relieved an absolute majority.

I'll tell you one thing...Maliki and the SOL are using this Article to their advantage.  The fact that so many MPs never attend Parliament sessions allow Maliki and his SOL cronies to be able to have a simple majority when it comes to the actual vote.  Minister by minister, Maliki and his SOL cronies are eroding Abadi's Cabinet, setting him up for a vote of no-confidence.  It's time to drop the hammer on Maliki!

Yes, Maliki is. It is time to remove this despot. If they ever plan on doing it, now is the time, before Maliki completely disassembles all the hard work that Abaidi has worked for over 2 years on.
