100,000 barrels a day....that's not chump change. Guess maybe GOI figured with all these billions in loans, they better figure a way to start paying it back. That's a good start. At $50 a barrel, thats $5m a day, $150m a month. Amazing they could wake up one morning, turn on a valve and...surprise, here's another $150m. Hope none of it finds it's way into Maliki pockets.

Two recent reports point to the possibility of an imminent oil deal between Baghdad and Erbil over revenues and exports, following the breakdown of the fourth revenue and exports deal in early 2015.

 

In an interview with Kurdish publication Rudaw, KRG spokesman Safeen Dizayee (pictured) noted that there was a positive view of new Iraqi Minister of Oil Jabar Ali al Luaibi,

 

“We are ready for talks and express our gratitude towards the new oil minister. If there is a strong will in Baghdad for negotiations, of course we are ready to meet. But for us the issue is not personal, as we had the same problems with former oil minister Adil Abdul Mahdi, who was even a great friend of the Kurds.”

 

At the same time, Iraq Oil Report quoted un-named officials who said that Iraq’s North Oil Company were now pumping oil into Kurdish export infrastructure.

 

Such a deal may be welcome to both Baghdad and Erbil, who are straining to consolidate expenditure following the oil price collapses and facing domestic public unrest. But at the same time, Kurdish President Barzani is touting Kurdish independence, and the issue of independent Kurdish exports in Baghdad is extremely controversial for some politicians.

Iraq has resumed pumping oil from fields operated by state-run North Oil Company (NOC) via a Kurdish pipeline to Turkey, a spokesman for the oil ministry in Baghdad said on Thursday.

 

About 70,000 barrels per day (bpd) are being pumped through the pipeline controlled by the Kurdistan regional authorities, spokesman Asim Jihad told Reuters, giving no further details.

 

Pumping stopped in March due to a dispute between the government in Baghdad and the Kurdistan Regional Government (KRG) over the control of Kurdish oil exports. 

 

The resumption of crude flows through the Kurdish pipeline should ease the financial burden on the Kurdish government that was hard hit by the collapse of oil prices two years ago.

 

Kurdish officials in February warned that the economic crisis could increase desertions from their Peshmerga fighters that battling Islamic State group which controls vast swathes of territory just west of their region.

 

The new oil minister in Baghdad, Jabar Ali al-Luaibi, expressed optimism on the day of his appointment on Monday that the problem with the Kurds could be resolved.

 

The KRG said on Wednesday it is ready to resume talks with the Iraqi government to reach a consensus on the issue of oil. KRG Spokesman Safeen Dizayee said he welcomed remarks from the new Iraqi minister of oil.

 

Kurdish forces took full control of the long-disputed Kirkuk and its oilfields in June 2014 after the Iraqi army’s northern divisions disintegrated in the face of Islamic State’s advance.

 

The Peshmerga and the Iraqi army have taken back territory from the militants in northern Iraq and are preparing the final onslaught on their capital Mosul, with the backing of a U.S.-led international coalition. Iranian-backed Iraqi Shi’ite militias are also fighting Islamic State near the Kirkuk fields.

 

Former oil minister Adel Abdul Mahdi in March demanded that the Kurds return to a previous oil agreement or sign a new agreement in order to resume pumping through their pipeline. 

 

The previous agreement provided for the KRG to transfer to Iraq’s central state oil marketing company 550,000 bpd produced in their region, in return for a 17 percent share in the federal budget. The Kurds stopped oil transfers to the government last year, at which point they also stopped receiving federal funds.

 

OPEC’s second-largest crude producer after Saudi Arabia, Iraq produces 4.6 million bpd, of which about 500,000 bpd from the Kurdish region and the rest from the oil-rich south.

 

In comments on Thursday, Luaibi said he would focus on increasing the nation’s oil and natural gas output and also develop its refining capacity in order to cut its fuel imports bill, the ministry said in a statement.

Heightening speculation that a new, comprehensive deal may be reached between the Kurdish Regional Government (KRG) and Baghdad over oil exports and revenues, news has emerged that the federal North Oil Company (NOC) is allowing exports of Kirkuk crude via the Kurdish pipeline through Turkey.

 

This could add up to 150,000 bpd to Kurdish exports, although 70,000 bpd is currently going through the pipeline with plans to reach 100,000 bpd. Previously, the NOC had been re-injecting the oil rather than see the Kurds export it.

 

Over the summer of 2014, Kurdish Peshmerga forces occupied many of the oilfields in and around Kirkuk after Iraqi forces withdrew in the face of the Islamic State. Many in Baghdad see this as an illegal occupation of territory, but the federal North Oil Company still continues operations on some fields.

 

The new good will gesture could be a sign that a revenue and exports deal could again be on the table, and some have speculated a new deal may involve independently auditied quantities of Kurdish crude being sent to Iraq’s federal State Organization for the Marketing of Oil (SOMO) while the Kurdish equivelent (KOMO) would be allowed a quota of independent exports, with Baghdad transferring 17% of the budget (minus “sovereign expenses”) to Erbil.

Iraq plans to double the volume of crude it pumps via a pipeline to Turkey to its normal rate of 150,000 barrels per day (bpd) next week, an official at state-run North Oil Company said on Friday.

 

The company, which reports to the oil ministry in Baghdad, on Thursday resumed pumping oil from fields it operates in Kirkuk via the pipeline, which is controlled by the Kurdistan Regional Government (KRG) in northern Iraq. 

 

The KRG-built pipeline runs from the Taq Taq oilfield via Khurmala to Fish Khabur on the border where it connects with the main Kirkuk-Ceyhan Oil Pipeline which runs to the Turkish port of Ceyhan.

 

The company stopped using the pipeline in March due to a dispute between Baghdad and the KRG over the control of Kurdish oil exports.

 

Pumping resumed after the new oil minister in Baghdad, Jabar Ali al-Luaibi, expressed optimism on the day of his appointment on Monday that the problem with the Kurds could be resolved.

 

Flows began at a rate of about 70,000 bpd on Thursday for testing purposes and will be increased gradually to reach the normal level of 150,000 bpd, the company official said. 

 

The pipeline carries crude to the Mediterranean port of Ceyhan, where the Kurds have been selling it independently on the international market, along with oil produced in their own, autonomous region.

 

Kurdish forces took control of long-disputed Kirkuk and its oilfields in June 2014 after the Iraqi army's northern divisions disintegrated in the face of Islamic State's advance.
