BERLIN: German Foreign Minister Frank-Walter Steinmeier called on Wednesday for greater co-operation between police and intelligence agencies in Europe as well as sustained international efforts to fight Daesh after recent attacks.

The minister also said Germany would pledge a further 160 million euros ($176 million) to help stabilise Iraq at a donor conference of 24 countries in Washington.

“The attacks of the past have shown us there is no absolute security,” Steinmeier said in a written interview.

“Terror strikes randomly and can hit each of us individually.”

“The fact is, we urgently need even closer cooperation between police and intelligence agencies in Europe, and better information sharing.”

He said it was also critical to keep fighting Daesh in the Middle East and to improve the prospects of people in areas freed from its influence.

Steinmeier said the only long-term way to combat extremism was to create conditions that allowed different religious and social groups to live together peacefully, both in the West and in the Middle East.

He said Germany was already providing more humanitarian and stabilisation aid than any other country and would give another 160 million euros for 2016 and 2017, bringing the total amount of German civilian assistance to more than 473 million euros.

“Week by week, Daesh is pushed further back. The joint actions of the international community against Daesh are working. But military success will only have a long-term effect if the Iraqi state has the confidence of the people in the liberated areas,” said Steinmeier.

“When the city of Mosul is freed from Daesh, we will face enormous humanitarian, societal and political challenges, just as we saw when Fallujah was liberated,” Steinmeier said.

The contributions will help ensure the safe return of Iraqi people to liberated areas, and mine clearance. Some 10 million euros are earmarked for humanitarian aid for Mosul, Iraq’s second city, captured by Daesh two years ago.

Meanwhile, the Canadian government promised on Tuesday to send $158 million in humanitarian assistance to Iraq, along with up to $200 million in loan guarantees.

SWITZERLAND INCREASES HUMANITARIAN AID TO IRAQ

At a conference in Washington, Switzerland announced it will give another CHF1 million ($1 million) to assist internally displaced people in Iraq. The new pledge will bring the total amount of humanitarian aid to Iraq this year to CHF10 million.
 

“The people of Iraq are paying a very heavy price, caught between clashing pro-government forces and the self-proclaimed Islamic State group,” the government said in a statement.

 

“The more than 85,000 people who have fled since May are unable to meet even their most basic needs. These internally displaced persons are in addition to some three million civilians who have fled their homes since the beginning of the crisis.”

 

The extra CHF1 million will be used to “help strengthen protection activities and access to drinking water for displaced civilians in central Iraq”.

 

Of the funds already pledged, some will help support the activities of the International Committee of the Red Cross, the United Nations, plus Swiss and Iraqi NGOs. Another portion is funding the activities of three experts from the Swiss Humanitarian Aid Unit – particularly in the areas of protection and ensuring supplies of drinking water.

 

“Switzerland calls on all parties to the conflict in Iraq to respect their obligations under international law, in particular international humanitarian law,” the government stated. “Civilians and those who are no longer taking part in hostilities must be protected and treated with humanity.”

 

The conference of donor countries in Washington on Wednesday was organised to mobilise funds to assist internally displaced people in Iraq. The conference gathered nearly $2 billion amid fears that a new IS offensive in the region could displace up to 1.5 million people.
