It included a Memorandum of Understanding between the US Department of Defense and the Ministry of Peshmerga in Kurdistan conditions in exchange for financial assistance to pay the salaries of the Peshmerga .

And issued the Iraqi Defense Ministry to clarify with regard to the Memorandum of Understanding between the US Department of Defense and the Ministry of Peshmerga in Kurdistan to the terms of assistance in the Peshmerga salaries amounting to $ 415 million and that what has been signed between the US Department of Defense and the Ministry of Peshmerga in Kurdistan not an agreement but a memorandum of understanding to the conditions for US help for the salaries of the Peshmerga .

 And the note does not contain any presence of military bases to the US side of the international coalition , or at all , or any other sovereign command , which is exclusively the prerogative of the Government of the Federal Republic of Iraq .

• continue to assign and enable the Iraqi security forces of using the land of Kurdistan in Nineveh operations .
