{Baghdad: Euphrates News} Cabinet on Tuesday decided to allocate five percent of the available grades within the angel movement to set higher education master's and doctoral {}.

Surely someone in the cabinet is smart enough to turn the air conditioner down a little. You would think Abadi would think of that. If I were one of the thousands of displaced Iraqis living in those temporary tents I would suggest the cabinet hold their 2 sessions this week in one of those tents...Declaring a public holiday on the account of it being to hot is ridiculous especially after just being off for a month of holidays. I worked in Iraq for 5 years an now live in Vegas, the heat isn't that much of a difference. A couple of weeks ago the average temp here for the week was 112 an people still went to work. I guess they figured they have secured all these IMF an World bank loans so they can set on their butts an do nothing for awhile...

Twilight News / cabinet discussed several topics raised on his works and emerging issues and efforts to restore stability to the liberated areas and the need for Arab and international support in this area agenda.

This came during a Cabinet regular meeting held today under the chairmanship of Prime Minister Haider al - Abadi. 
In order to restore stability to the Anbar province cabinet has allocated five billion dinars out of the amount of ten allocated to sustain the camps for displaced people and implement service projects billion in addition to the allocated for this purpose amounts. 
And decided to board Minister allocation of five percent of the available grades within the angel movement to set the holding advanced degrees (master 's and doctoral) by the competencies required of ministries and departments not associated with the Ministry and the provinces exception of resolution No. 1 for the year 2016.

the cabinet approved a bill of financial management and forwarded to the Parliament.

As a result of high temperatures across the country, the Cabinet decided to disrupt the official working hours on Wednesday and Thursday in all provinces, with the exception of defense and interior ministries and departments of basic services.

Published Placerville Station in California , US, a schedule that includes 15 area is the highest temperature in the world during the past 24 hours. 

The table shows that 10 districts out of the 15 is an Iraqi, where the province of Nasiriyah ranked first temperature reached 51.2 degrees Celsius, followed by Al - Hussein area in Basra second degree , 50.6 degree Celsius, then the Khanaqin district of Diyala temperature reached 50.5 degrees Celsius third.

Iraqi cabinet announced in Almadh session yesterday, agreed with the request of the governor of Anbar province Suhaib al- Rawi, an appropriation of $ 5 billion dinars, to restore stability to theliberated areas, and the implementation of all service projects where, as a prelude to regulate the safe and immediate return to the pan displaced. The Cabinet may allocated five billion dinars out of ten theamount allocated to sustain the camps for displaced people and implement service projects in addition to the billions allocated for this purpose amounts.

Accused the Committee of the Regions in the Iraqi Council of Representatives, on Wednesday, some ministries to "obstruct the transfer of powers" to the provinces, while confirming they await the arrival of the third amendment to the law of governorates not organized province.

He told the Parliamentary Committee of the regions by Ahmed Salal al-Badri said in an interview to the (long-Presse) that "the Commission awaits the arrival of the third amendment to the law of governorates not organized province from the government that would give more powers to the provinces to manage their affairs," noting that "in spite of the transfer of the powers of the ministries to the provinces, however, some ministries are still hamper the powers granted them by the ministries of education and agriculture. "

The al-Badri, "near a meeting between the ministries and provinces to solve the problems between those provinces and provincial councils," pointing out that "the ministries justify not giving powers that experiment boys in the provinces and their staff need more time to manage its affairs."

The Prime Minister Haider al-Abadi reiterated, on Thursday (23 June 2016), the Government's commitment to the transfer of powers to the provinces, and pointed out that the transfer of powers "is not easy and there are differing visions", as called for provincial councils to exercise its role effectively, he stressed The government provided electricity to the province of Basra, 24 hours a day.

In March and April they couldn't agree on squat. In May they said they'd work an additional 30 days....and didn't. In June they took "much needed" break for feasting. Come back in July to aggressively tackle 70 laws just sitting there. Then work two days and break because of the heat. Why didn't they think about that in April, duh??  I think the IMF should have held that payment until "some specific issues" were complete, done, voted, passed, officially law. Just more kicking the can down the road.  But a big air conditioner, then get to work.

Thanks Yota...It's a national law in Kuwait and Iraq I know,not sure about the rest of the ME, that all work 'outside' is declared a holiday and no one works 'outside' when the temperature is above 50C ...I've witnessed all sorts of businesses staying open in this situation to take advantage of the work force being off...I've got ''Hopeum'' that this reflex the assumption that Parliament is stalling for time, just waiting on a ''Green-Light'' so they can move forward...Like, maybe, the UN voting in favor of Iraq's Article 8 compliance and allowing Iraq's currency to become an international currency...Nothing can be accomplished in the 'Big-Picture' for Iraq until their currency is allowed to be traded internationally...Just a thought to ponder...

Mornin' Yota and the rest of the gang...I still believe in my hunch that these laws have been agreed upon and waiting for the opportune time to be placed in the Gazette...The Nation Guard and Amnesty Laws, I think are waiting on the military operation to secure the ISIS threat so the Sunnis and Kurds can outline their strategical different areas of responsibility and assign the appropriate authoritative consignments to police their individual assigned territory...The Federal Court Law is where you've got me...There's maybe the chance that the very people that this set of laws will effect are the ones that are holding the process up...There's also the chance that this last attempt to purge the system of unqualified Parliament members was to eradicate and address this problem...

JMT..They had some amendments add to the Amnesty and the Federal Court Law..to do the above which is approved but needs to be voted on to finalize...

Thanks Yota - What a mess in Iraq - Currupt leaders is causing this issue - Abadi and the rest of the GOI needs to stop messing around and get rid of the currupt leaders and pass important laws (Amnesty, HCL, etc) Enough is enough already......Maybe I'm missing something hear but why is everyone (IMF, China, Russia, etc.) keeps providing Iraq loans and they can't get anything done correctly to pass important laws so their currency can go international for RV.....This don't make sense to me......

Yep....Yep !

The IMF & World Bank should have had much tighter benchmarks for release of loans to the GOI...... the govt is in a bind....hurting for operating revenue & they stalling on the most important laws to move Iraq forward continues to stall.

When the GOI gets flush with money, the WB & IMF have lost all leverage with them.
