Sadr has had his people in the streets since maliki was pm.  He is an advocate for the people and their suffering.  He for sure is all about reforms.  The highest renowned religious leaders have been speaking out for some time.  I think Abadi is making them and the folks a place to call home again.  It's so cool to see this.
