Maliki is the divisor here.  Maliki is conflating the low informed voters, of his party and the general population. His is trying to connect the loss of his political influence within the GOI with the de-unification of Iraq. As evidenced by the mention of ISIS, al Qaeda, and the efforts of the baath party. Then there is this "Where is the marginalization in the current government Previous Governments that have not devoid of Sunnis and Kurds and the rest of the ingredients? ". This statement is confusing in that it may be a translation error, but it just may be specifically vague. It sounds like he is slamming the Abadi Administration for the conflict with ISIS. Insinuating Abadi's GOI merely blames the previous administration, his administration for the advances of ISIS.
