They read, tinker, read, tinker and then in theory bring it back for a third reading where they vote. Problem is when its read twice and no consensus can be reached about how it needs to be changed it sits in limbo. Most all the important laws that have not passed have been read twice. Jobouri has said there is something like 60 laws waiting for a vote. Why they dont bring them up for a vote and let them sink or swim is beyond me.
