The chairman of the parliamentary finance committee, Sunday, announced the signing of Governor of the Central Bank on the Keywords and deposits of US dollar against the local currency resolution 1200 dinars to the dollar, indicating that the governor refrain from supplying most of the private banks Bodaiaha.

The MP said Ahmed Chalabi personal page on "Facebook", "The Ali Mohsen Keywords Governor of the Central Bank and the agency signed a bank deposit that the dollar exchange rate decision, to the Iraqi dinar against the dollar in 1200".

Chalabi said that "the Governor of the Central Bank declined to provide most of the private banks has Bodaiaha of the US dollar and published a book asking them to provide the depositors who their customers their deposits in US dollars instead of the Iraqi dinar" ./ ended

Been reading these articles for years and usually I can find at least one sentence that gives me a clue as to what they are talking about. Is this article saying the "governor of the central bank' changed the exchange rate to 1200 to one? For What??? For Who???
 
Can anyone help me out with this one?
