Said Finance Committee member Abdul Qader Mohammed The issuance of new editions of the coin fifty thousand class will be designed in accordance with the distinctive techniques by specialists to prevent the possibility of forgery.

2 things:

Coins to them evidently refers to currency in general.

And "raise the value" is raising the value of the highest denomination note that is in circulation.

Something is lost in translation, apparently.

Raising the cash value by printing new larger notes and introducing more money into the money supply is against raising the value. If anything it would lower the value. More notes worth the same amount means each note is worth less, hence exchange rates.

the articles imho are truly referring to a 50 note... one you delete the 3 zeros it makes it a 50 note. As for now they are speaking in terms pre lifting the 3 zeros which will all come into affect when they raise the value of the dinar this is part of the MR it all goes together. 

1. lift the 3 zeroes
2. raise value
3. introduce new notes.

That statement above is the one i am referring to....it's the new 50 dinar that is worth 50000 dinars at the current rate.

I don't believe the CBI will print 50k and 100k note.

Not sure how to take this. They have for years and years now needed a larger note with more value. Currently  their largest note is worth about $22.00 right?  A twenty dollar bill does not buy much here anymore. But we have an electronic system that works well for our larger transactions along with a $50 and $100 bills.  I know they have spoke of their electronic payments systems coming on line soon but has it really? Do average Iraqi citizens trust plastic? I don't know.  Seems that they still have problems with their electrical grid which could also hold them back from going electronic.  So these new larger notes make complete sense to me. They are needed in the market place. Especially since the auctions were capped and the dollar is harder to come by. I think the CBI thought they could delete the zeroes when things were a bit more stable. That was Shabs plan. The need to introduce larger notes was not needed then.  But with the instability we now all see the central has to make a move because of Article 50 and the damage it is causing to their economy. 

 

Of course this is just my thoughts and humble opinion on this. I'm just a lowly electrician with no real education in economics. I'm still hoping for the best possible outcome for all of us.
