So is this definitive proof that folks ARE getting paid over there in Iraq? Can we no put to bed the stories that folks are not getting paid?

Is this the first payment? The next 3-4 payments to them will clarify Bagdad's intensions. Folks its a percentage of the oil income that the Kurds (and Peshmerga) get per the agreement. Will the next few payments then indicate that the situation around security in the region and the country has improved enough that GOI can afford to revalue their currency? Is that what we are waiting for?
