Is it me or a strange coincidence that on another thread posted by Yota called "Abadi emphasizes the need to develop to control the Iraqi dinar" that the timing of this article about the oil agreement just happen to come out at the same time. Probably Im wrong, but maybe just maybe?????

So where are they on the HCL?  I know it has to be read twice then voted on, then published in gazette.  Have they read it even once?  Or is it to where they have to rewrite it, then start the whole process over?

In one of the articles last week the Oil Agreement was referred to as a "permanent agreement."  This maybe the way the Kurds and Baghdad are looking at the HCA.  

"If it was part of the Budget Law of 2015 and was one of the agreements within the Law, then wouldn't it be considered past?"

Not is the HCL is a stand-alone law that regulates the drilling, pumping, distribution, and shipping of oil.  The budget portion governs the distribution of proceeds ($$) from the selling of oil and gas.  

 

The next step should be the passing of th HCL.  JMO.
