ERBIL, Kurdsirtan Region - ISIS militants have fled areas surrounding Tikrit as Iraqi joint forces fought to capture strategic roads leading to the militant-occupied city, a Shiite militia spokesman has told Rudaw.

“We managed to liberate lots of territory around Tikrit  from ISIS and we also captured some roads overlooking Tikrit. This will help us liberate Tikrit very soon,” said Karim Nuri, official spokesperson of the People’s Mobilization Forces, a Shiite militia fighting alongside the Iraqi army.

Nuri added: “People’s Mobilization Forces managed to retake control of the main Tikrit-Hawijja road which was in the hands of the ISIS militants in the area. With the control of this road, we will be able to liberate Tikrit more easily than before. We were also able to recapture the high ground in the areas being used by ISIS to hide.”

The PMF spokesman said a fierce attack on the town of Ziraa forced many ISIS fighters to flee, reportedly leaving behind stockpiles of weapons and ammunition.

“We have ramped up our efforts to start entering Tikrit, but the operation must not be in a rush because there are civilians in the city and ISIS militants have planted land mines around and across the city,” he added.

The Iraqi army has said its strategy for retaking the Islamic State of Iraq and the Levant (ISIL) group's stronghold of Tikrit is to surround the city before launching an assault.

A senior commander said on Wednesday that operations were currently focused on preventing ISIL from launching more attacks and cutting supply lines to stop reinforcements and weapons from reaching Tikrit.

The next step will be to "surround the towns completely, suffocate them and then pounce on them," Lieutenant General Abdel Amir al-Zaidi told the AFP news agency.

On Monday, the Iraqi security forces and a variety of allied fighting units launched the biggest ground operation yet against ISIL in Iraq.

Backed by jets and helicopters, the 30,000-strong force is moving in from three main directions, their progress slowed by suicide bombers, sniper fire and booby traps.

Iraqi forces have yet to retake Ad-Dawr and Al-Alam, towns south and north of Tikrit respectively which command access to the city.

Zaidi said the operation launched had already achieved results by securing areas further out in Salaheddin province and forcing ISIL fighters to regroup in urban areas.

"The first phase of the battle to liberate Salaheddin was successfully completed - and in record time - by clearing the areas in the east of the province," Zaidi said.

Baghdad has tried and failed several times to retake Tikrit since ISIL fighters seized it in June 2014, as they swept through the country's Sunni Arab heartland.

(Reuters) - U.S. Vice President Joe Biden spoke with Iraqi Prime Minister Haider al-Abadi on Wednesday about the fight against Islamic State militants including the Iraqi-led operations in Tikrit, the White House said.

The U.S.-led coalition fighting Islamic State militants has not played a role in the battle in Tikrit, the home town of executed Sunni president Saddam Hussein. Instead, it has been led by Iraqi military officials in coordination with Iran's military.

Biden commended Abadi and Iraqi leaders for "building a national front before launching the ongoing operation near Tikrit," the White House said in a statement.

"He also noted the Iraqi government’s efforts to enable fighters from Salah ah Din to participate in reclaiming their own territory" from Islamic State militants, the White House said.

The military push in the mainly Sunni Muslim region around Tikrit has involved thousands of Shi'ite militia, and there were concerns by some that it could inflame sectarian tensions.

White House spokesman Josh Earnest told reporters that the operation was "a multi-sectarian force" that included fighters from local Sunni tribes and was supported by the Sunni governor of the Salah Ah Din province.

"We have said from the beginning that the United States will not coordinate militarily with the Iranians," Earnest said. "But the fact that some Iranian military personnel are involved doesn't change the priority that the Iraqis can and should place on this operation to ensure that it's inclusive and multi-sectarian."

Asked during a daily press briefing whether the fight in Tikrit was a "dress rehearsal" for an attack to recapture the city of Mosul, Earnest said that Iraqi forces would lead the Mosul offensive at a time chosen by Iraqi leaders.

"We would expect that any sort of operation on Mosul would also be multi-sectarian," Earnest said, noting that fight could include support from the U.S.-led coalition.

"I do think we would envision a scenario where an operation against Mosul would certainly have the possibility of being backed by coalition airstrikes," he said.
