Cooperation between the US Agency for International Development and the Secretariat of the Council of Ministers held in Hotel Ishtar over two days for the workshop to discuss the financial and administrative procedures for the transfer of functions from the ministries of the central government to the provinces after the activation of the provincial Department of Law, which will be very soon in the presence of various provincial representatives and the contribution of financial and administrative experts.

Dr. Hazem Hadi, one of the supervisors of the workshop pointed out that the aim of the workshop is to focus on clarifying the functions and powers of financial provinces after application of the law and the definition of the type of exchange mechanisms and the future relationship between the administrative and financial center and the provinces and to overcome the difficulties to be expected.

Participants at the workshop, which extended the laws necessary to reconsider them or make significant changes to be appropriate for the success of the transfer of powers to the provinces plans.

And the governor of Wasit financial and administrative affairs adviser Mehdi Valley star he raised recommendations aimed at making legal and administrative changes and clarify the duties and responsibilities of developed administrative structures in the provinces with an explanation of the funding process and how the investment budget and controls monitoring and audit of revenue for the provinces of oil or border crossings preparation.

And discussed ways to improve the efficiency of workers in the provincial departments, where some have questioned the capabilities and expertise of financial cadres are calling for expanding training through intensive courses but the director of financial affairs in the province of Kirkuk Suhaila Saber expressed confidence cadres provinces, noting that the transfer of powers to the provinces will contribute to the provincial development and reduce of red tape that led to the humility to provide services over the past years.
