HE the Minister of Finance Mr. Hoshyar Zebari, Esquire

Thread / transparency of the federal budget

Nhdakm my best greetings ...

We are writing to you hoping that your covenant achieved on a single mission of the vocabulary of good governance of public money application. Budget Transparency Foundation (www I have posted. Internationalbudget.org) on 01/22/2013 for evaluation of the transparency of budgets in the countries of the world, and it was Iraq sequence for other countries is low (in the last peace), a condition that does not fit with Iraq as a democratic reputation (of functions of public access to the government's policy to dispose of public money) in the previous political era Taatattabr budget, especially the political leadership ordered the details alone.

The weakness of budget transparency indicators in Iraq is not due to the existence of legal difficulties or technical capabilities within the Ministry of Finance, but not to realize the importance and priority. You have already Iraqi Institute for Economic Reform said the 2008 is definitely on the necessity of adopting the Ministry of Finance the principle of transparency in the preparation and implementation of the federal budget, and in 2010 obtained the support of the Minister of Finance to appeal, but the ministry Ajhzat defaulted on the implementation of it!

What is required to play the Finance Ministry to publish all the budget and are accessible to citizens and all stakeholders and the issuance of the citizen that demonstrates the federal budget is simplified for all citizens budget booklet documents (in the past year, the volunteers Institute to issue "balancing citizen" was donated to the ministry did not find our initiative any echo of by the Ministry of Finance).

That the absence of budget transparency is incompatible with the spirit of the Constitution (which states that public money belongs to the citizens), and with the international commitments of Iraq transparency information. The lack of transparency contributed to the inefficient use of public money, and then widening the gap between the home and the political elite. That needs to be done is simply to disseminate information issued by the Ministry of Finance, which annually, according to the law of financial management and the website of the Ministry.

Currently at universities and research centers can not take advantage of the budget to contribute to the preparation of the economic reform studies, for example, the face of the institute more than one application to the Ministry of Finance to clarify the amount of government support for energy, especially oil derivatives ... and as usual neglect such requests !!

The continued decline in the transparency of the federal budget index, along with high corruption index, and the failure of economic business issued by international institutions that indicators (Doing Business Survey) Iraq will be deprived of investment companies sober opportunities in the Iraqi economy, which is contributing to the block the transfer of technology and advanced management practices to develop the sector the public and private end worst. In addition to the foregoing that transparency is Ahadday vocabulary of good management and governance necessary to support the rule of law and the fight against Alvesadh and raise the efficiency of overall performance, and otherwise difficult to achieve progress in the implementation of good governance and raise the global credit-Iraqi indicators. In order to Ataatkrr experience of past years, we recommend the establishment of the Ministry of Finance to issue the adoption of the following financial documents (as stipulated by the Financial Administration Act):

A  pre-budget report (budget): a strategy which includes the offer of economic and fiscal policies of the government objectives in the medium to long term, and shows the income, expenditure and deficit or surplus and debt projections, (should this report be published one month before the offer budget) project.

( B)    monthly reports : show monthly progress reports on implementation of the budget, as it should be issued within ((three weeks)) from the end of each month, including the amounts of revenues and expenses every month and in the time that passed from the public until the reporting date, and should be compared numbers what is expected from the monthly income and expenses, and should include information on the reports Olaguetradi government activity.

C-    mid-year report: This report provides a comprehensive overview of the implementation of the budget and the performance of the budget for the current year and for the fiscal years following, at least, must be issued within six weeks from the end of the first half of the fiscal year, This report contains a comprehensive discussion of the assets of the government's financial liabilities and assets is Financial allocations retirees and emergency salaries, that disclosure of the impact of any government decision, or any other circumstances would be left to materially impact on the budget.

W    end of the year: report is a document of basic accountability of the government and should be subject to scrutiny by the highest institution in the field of audit and issued within six months before the end of the fiscal year. The report shows the extent of compliance with the level of income and expenditure approved by Parliament in the budget, and any amendment to the original budget during the year, and submit to the corresponding formula for quite a formula to provide the budget. The report also contains documents relating to the non-financial performance targets and the actual results that have been achieved, the total expenditure data formats and deduct income allocated costs users clearly, the tunnels data by the administrative body, and a comprehensive discussion of the assets.

, Taking into consideration the confirmation Law Financial Management, which states explicitly on three separate paragraphs with transparency in budget preparation and execution, may be considered non-observance of the subject without unjustified violation of the law.

We all hope you find our sympathy ....

Yours appreciation and respect

By John Lee.

New taxes in force since the beginning of last week mean that Turkish producers exporting into Iraq now need to pay US$290 per ton of exported chicken meat, rather than $35 previously.

As a result, the Turkish poultry sector, which has the fourth largest share in the world’s poultry market, risks losing its biggest market, Iraq.

The Poultry Site quotes the head of the Turkish poultry meat producers and breeders association, Sait Koca, as saying:

“Turkish producers exported around 227,000 tons of poultry to Iraq in 2014 for around $443 million. Unless the new custom taxes are revoked, we are likely to lose our biggest export market to Brazilian exporters.”

Turkish exporters use the Habur Border Gate to enter the Iraqi market; Koca said they can also use the Iranian border gates but the Iranian side demands $100 from each truck.

Ömer Görener, chairman of Turkish poultry producer Banvit, told Hurryiat Daily News:

“Iraq asks for only $35 per ton at other border gates for poultry imports coming from Brazil or Iran. With the new taxes, our poultry’s price is $255 higher than others per ton, damaging our competitiveness.”

The Iraqi side has also begun implementing the same rise in taxes on egg imports from Turkey, which had been sending more than 250 trucks full of eggs to Iraq until recently, making over $410 million of contributions to exports to the Turkish economy annually. Around 90 per cent of Turkey”s egg exports are to Iraq.

so, let's talk about the link uncirculd posted - it leads to an article discussing poultry exporters from turkey, and how they will be charged almost ten times for taxes what they used to...remember initially, when the discussion came out re how iraqi's were going to be taxed - they would have to earn over 1500.00 usd or more per year - and that only luxury items would be taxed - well if I were a poultry seller and my taxes went up almost ten times, I'd be charging more for my goods - so if there's no increased value assigned to the iqd to give the people more purchasing power - then I would think inflation would go up -

this is a catch 22 - because to increase the buying power of the dinar would offset this, yet if they don't do it - inflation will go up due to increased prices, if inflation goes up, then (remember what Shabs said) the dinar cannot be assigned value (depending on the percentage/number re inflation) - so here's this talk from 2012

there's two ways to fight inflation- increase interest rates or increase the value of the iqd - from what i'm told

so the other option is that the tariff's ascribed to other countries for their exports into Iraq will also force the Iraqi's to buy home grown goods

Right now Iraq's exchange rate is conducive to an exporter nation
Which they are not. Except for oil
To help the people they need to increase the buying power

That's why there is speculation on the Dollar; it has more stability and buying power

Probably safe to assume that since the CBI has pretty much stopped the dollar auction; things have gotten much worse for the people

Maybe this is a Sanitation process
(Dedollarization)

We won't know because how many dollars being sold are not public information

TBomb, the budget was printed in the gazette today...Their website is down on account of no band width...

yes we can thank our lovely govt for this - net neutrality

RELATED THREAD AND SUBJECT MATTER:

Posted Today, 07:44 PM

climber7, on 03 Mar 2015 - 9:34 PM, said:snapback.png

TBomb,

what do you think this is telling us? good news or not?

I'm concerned right now about exactly the role parliament will play in working with the CBI - as you know, we've seen several mentions in this thread that the CBI needs parliament approval - this need (in some articles) can be connected to paying for the printing - but others imply that there may be a need for other legislative changes/laws -or amendments to existing laws-

so one of the delete the zeroes articles from yesterday mentioned a parliamentary "minicommittee"  I have to wonder if this article contains references to this committee

Economic Commission: Iraq has 16 prominent experts in the planning over the last decade .. and watching the work of the four Ministries

In the House of

Representatives Committee confirmed that the economic decline in the government's performance and sagging state institutions due to poor planning, revealing the migration of 16 of the most prominent and the Ministry of Planning and experts over the past decade. The committee said it was monitoring the work of four ministries and independent bodies are the investment and the central bank, confirming that it was involved in a legal amendment of the Investment and the Central Bank.

He says Harith Chanchal, vice president of the Economic Committee in the House of Representatives, said that "the work of the Economic Commission limited follow-up work of the ministries of trade, planning and finance, industry and minerals and investment authorities and the central bank," pointing out that "all the concerned ministers and the heads of these bodies has hosted the Commission to discuss the possibility of developing the economy and investment. "

He said Chanchal in an interview with the "long", saying that "one of the biggest problems facing the work of the Ministry is planning to leave more than 16 experts out of Iraq over the past decade, causing weakness of the work of the ministry as a solution incompetent people in their place."
And on the assessment of the Economic Commission for the performance of the Ministry of Industry and its affiliated institutions,

Chanchal says that "the ministry Off After converting companies and laboratories affiliated to the self-financing as a result of lack of support from the state of the economy has led to sagging in the number of employees," revealing "the presence of more than 174 funded company self stopped working and keep track of the Ministry of Industry and Minerals.

For his part, says MP Osman Tahir Haji, the other member of the Economic Committee, that "the Commission has distributed its members to five sub-committees, each supervised by the Ministry or body," noting that his committee "is trying to provide support to the agricultural,
tourism and industrial sectors."

Attention Haji, told the "long", that "the Iraqi state began to spend on religious tourism sector rather than a tributary of the economic sector through the allocation of large religious tourism money in the events."
In turn, MP Najiba Najib reveal "Economic Commission to develop a comprehensive plan for the next four years include the amendment of the Investment Act in a manner consistent with the development of the countries of the world."

According to Najib, in a telephone conversation with the "long", to "the existence of major problems facing foreign investment companies that intend to enter into Iraq eg difficulty obtaining visas by the Ministry of Interior as well as the allocation of land for investment  process."

Draws Kurdish MP to "the reluctance of local and foreign banks for the funding and support of investment projects," indicating that "the problem of the Iraqi economy lies in the central provinces not to grant freedom of investment to attract foreign companies."

Reveals a member of the Economic Committee that "the new amendments, which will occur on the investment law will give the provinces the powers of investment and the agreement with foreign companies," emphasizing that "the strategy committee focused on encouraging the private sector and give it a significant role in the construction and reconstruction process."

And on the performance of the central bank and the challenges it faces in the current financial crisis, MP Najiba Najib says "the central bank law is being amended by the State in order to send it to parliament," she said, adding that "the Bank's management conservative on one of the paragraphs of the federal budget, which provides for the identification sales of the currency. "

***as we know the goi has added laws to the budget - this, in effect, because they are now in the gazette makes them law - but I would think they would require more formal language, esp re the auctions...we'll see

Najib stressed that "the central bank will lend the government to cover the deficit indirectly through the purchase of treasury transfers the interior or exterior of the Ministry of Finance and the interest rate," pointing out that "the central possesses a reserve of about 77 billion dollars."

It certainly seems there's much they're not telling us - I would think being that these articles continually reference the 75M auction cap, that they're stating (to some level) that the auction guidelines (new) need to be addressed in legislation somehow - that just an opinion...something to think about.

the other option is that either separately, or in conjunction with a potential law governing the auctions, they seem to be needing to address a governmental approval for printing currency (in these zero articles).

For the private banks to pay back the Cbi,  they are going to have to have the ability to charge interest this is against (current) Islamic law - except we saw articles last year stating that they passed the Islamic Banking Act - although I've yet to see it in the gazette.

There's been talk in the community about "The Law Of Indebtedness" this law is said to address this - however, there's no such law in the gazette - so they either have named it something different, or will create it, or will amen/append this to another law.

There is a law in the gazette named, (something like) Agreement for Islamic Trade - I've not been able to get a translation of this (no copy or paste pdf) - I don't think it addresses Islamic Banking interest regulations however.

I have to say that it has been bugging me that they would put out this press release when they know there's much speculative investment with regard to holder's of their currency, all over the globe.  I just feel they wouldn't announce anything connected to an RV. We have been told that the introduction of new notes is simply a neutral event, and perhaps that's the position from where these articles are coming ?

I'm not going to say more, because I have more research to do...

one thing to note...we should keep watch for any potential change in the ISO codes.
