I hope Abadi is just making nice until he can spring his trap.  I still think the CBI should wait to RV until all of Maliki's stolen and bribe funds have been located and frozen (or even better, reappropriated).  He will be too powerful an enemy otherwise.

We've been seeing some promising articles of legal action being taken against him and his family and cronies - so I have high hopes it won't be much longer.

they might be wanting to wait for the testimony of all re Mosul first.

let me add to this:

everything, at root in Iraq, gets down to Sectarian issues - if they convict Shia Maliki, they better be able to prove every crime against him.  Please also remember that Maliki had strong Iranian backing (predominantly Shia country)

Also, prosecution may well need to wait for the passing of the Federal Court Act and the amnesty/debaath laws.

All of this is a very tenuous situation - the laws have to be passed allowing prosecution to go forward with fair and proper legislation (unbiased with regards to application for all sects)

In a move described by the Iraqi street to "curry favor with the popular crowd militias" which was founded by al-Maliki; Haider Abadi, head of the Iraqi government allocated part of the federal state budget for 2015 to support the armed militias.

And ordered the prime minister, Haider al-Abadi, said in a statement issued by the Council of Ministers, after a meeting of the Council, on Tuesday; launch ($ 60 million) to build the capacity of "popular crowd", and allocate a portion of the budget for this purpose, calling on the competent authorities to provide disclosures necessary to speed up the process exchange.

The move is a coup against the political agreements and commitments Abadi, the elimination of the militias, according to the leader of the "Union of Forces," Mohammed al-Jubouri.

Who added that "the confusion seems clear to the government, which earlier this week said it will strike policies with an iron fist militias outside the law, but they are given large sums of money than of their ability to buy weapons and gear."

He warned al-Jubouri, at the same time, "the rise of organized crime operations in the event of these bands found financially state funding, provides a legal cover to implement their plans, without the presence of a legal deterrent."

And the resolution, al-Jubouri said, it "represents a clear attempt of al-Abadi to win militias popular crowd and away from al-Maliki, the effects of which founded and still controls most of its leaders," noting that "the recent talk of a coup attempt planned by the former prime minister has implemented militias, sparked panic among Abadi and those close to him. "

The "Union of Iraqi forces" had earlier called for, the leaders of the "National Alliance" to freeze the militias along the lines of Resolution current leader of the "rib", Moqtada al-Sadr; freeze the action "Saraya peace" and "Promised Day Brigade," and urged the government to issue ban militias and bear arms, however, state law, and put an end to lawlessness and disregard for the lives of Iraqis.
